Overview

CEN ISO/TS 13830:2013 - "Nanotechnologies - Guidance on voluntary labelling for consumer products containing manufactured nano-objects (ISO/TS 13830:2013)" provides a harmonized, voluntary framework for labelling consumer products that intentionally contain manufactured nano-objects (PCMNOs). The Technical Specification is intended to help manufacturers and distributors communicate clearly and accurately about nanoscale content without prejudging benefits or risks. It is guidance (not mandatory regulation) and does not replace legal labelling requirements for specific markets.

Key topics

  • Scope and exclusions: Applies to consumer products containing intentionally added manufactured nano-objects; excludes naturally occurring or incidentally present nano-objects.
  • Definitions: Uses ISO vocabulary such as nano-object, manufactured nano-object (MNO), nanoscale (≈1–100 nm) and PCMNO to standardize terminology.
  • Content of label: Labels should be accurate, substantiated and not misleading. Suggested disclosure options include:
    • Prefixing or suffixing the ingredient name with “nano” or “nanoscale” (e.g., where appropriate), or
    • Using the phrase “contains manufactured nano-objects” on the label.
The specification prefers integrating the term into the ingredient list when feasible.
  • Substantiation and information sources: Manufacturers must be able to support label claims with reliable information (e.g., reproducible scientific data, published literature, or a referenced website).
  • Format and placement: Guidance covers label format and where to place information to ensure clarity (see clauses on label format and placement). Annex A provides illustrative examples.
  • Principles: Transparency, consistency with other product information, and avoiding implications of endorsements or exaggerated benefits.

Applications

  • Practical for product labeling strategies in sectors adopting nanotechnology (cosmetics, textiles, electronics, coatings, food-contact materials where applicable).
  • Useful for creating ingredient lists, consumer-facing web content, safety data sheets and marketing materials that reference nanoscale features.
  • Supports corporate responsibility and consumer information initiatives by improving transparency about nanotechnology use.

Who should use this standard

  • Manufacturers and distributors of consumer products containing manufactured nano-objects.
  • Regulatory advisers, product compliance teams, consumer safety professionals, retailers, and consumer organizations seeking consistent voluntary labelling practices.

Related standards

  • ISO/TS 80004-1 (Nanotechnologies - Vocabulary - Part 1: Core terms) - normative reference for definitions.
  • ISO/TS 12805 - referenced for the term “manufactured nano-object.”

Keywords: nanotechnologies, voluntary labelling, consumer products, manufactured nano-objects, ISO/TS 13830, PCMNO, nanoscale, nano labelling.

ISO/TS 13830:2013(E)
Introduction
It is generally agreed that nanotechnology brings benefits and better performance to enabled consumer
products along with possible concerns for adverse effects, which both raise issues about the public
awareness on the benefits and concerns.
As nanotechnology is implemented more broadly, the number of products using nanotechnology, in
particular the consumer products containing manufactured nano-objects, will increase. Any approach
to affixing a label to consumer products containing manufactured nano-objects (PCMNOs) should
ensure accurate communication about the product and its properties and avoid misleading labelling.
It is important that sufficient openness and transparency accompany the responsible introduction
of new technologies to the marketplace. Labelling can help consumers to make informed choices for
purchase and use. The labelling specified by this Technical Specification does not attempt to prejudge
either the positive or negative effects of consumer products containing manufacture
