Introduction
This European Standard is a type C standard as stated in EN ISO 12100:2010.

This document is not applicable to finishing lines for metal strip (according to the scope) manufactured

before the date of its publication.

The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are

covered are indicated in the Scope of this document.

Where for clarity an example of a preventative measure is given, this should not be considered as the only

possible solution. Any other solution leading to the same risk reduction is permissible if an equivalent

level of safety is achieved.

When requirements of this type-C standard are different from those which are stated in type-A or -B

standards, the requirements of this type-C standard take precedence over the requirements of the other

standards for machines that have been designed and built according to the requirements of this type-C

standard.

This document is of relevance, in particular, for the following stakeholder groups representing the market

players with regard to machinery safety:
— machine and/or plant manufacturers (small, medium and large enterprises);

— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).

Others can be affected by the level of machinery safety achieved with the means of the document by the

above-mentioned stakeholder groups:
— machine and/or plant users/employers (small, medium and large enterprises);
— service providers, e.g. for maintenance (small, medium and large enterprises).

The above-mentioned stakeholder groups have been given the possibility to participate at the drafting

process of this document.

3 Terms and definitions

For the purposes of this document, the terms and definitions given in EN ISO 12100:2010 and the

following apply.

ISO and IEC maintain terminological databases for use in standardization at the following addresses:

• ISO Online browsing platform: available at https://www.iso.org/obp
• IEC Electropedia: available at http://www.electropedia.org/
3.1
finishing line

machinery used for the customer-specific manufacture of metal strip or metal foil by one of the following

lines, their combination or, in addition, a combination with machinery which is not covered by this

standard (e.g. presses, milling machines, lasers):
3.1.1
slitting line

machinery to cut the strip into minimum two defined strip widths by longitudinal separation

3.1.2
cut-to-length line

machinery to cut the strip into defined strip lengths by cross-sectional separation

3.1.3
feeding line
machinery to prepare and/or feed the strip to subsequent processing
3.1.4
trimming line

machinery to cut the strip to a defined strip width and/or to increase strip edge quality by longitudinal

separation (e.g. side/edge trimming shear)
3.1.5
rounding machine
machinery for removing a burr
3.1.6
strip edge machining line

machinery for machining or shaping the strip edge, e.g. after trimming or rounding

3.1.7
inspection line

machinery for the visual, manual or automatic detection of the material condition (e. g surface, edge,

dimension, flatness, pores)
3.1.8
recoiling line

machinery for rewinding the strip (e.g. changing top to bottom side, spool changing)

3.1.9
separator line
machinery for separating layers of multi-layer strips, e.g. aluminium foil

prEN 17449:2019 (E)
3.1.10
doubler line
machinery for producing multi-layer strips, e.g. aluminium foil
3.2
changing device
machinery for the operational change of rollers, shafts, reels and tools
3.3
material feeding

machinery via which the material is fed to a finishing line and which are linked to the control system of

the finishing line
EXAMPLE Coil car.
3.4
material removal

machinery via which the material is removed from a finishing line and which are linked to the control

system of the finishing line
3.5
safety layout

graphic overview of the finishing line with an arrangement of safety-related elements and areas

Note 1 to entry: 5.2.4 specifies the safety related elements to be shown on the safety layout.

3.6
trained person(nel)

skilled person with system knowledge, background knowledge, experience and/or ability to perform a

specific task and are aware of the hazards related to their duties
3.7
authorized person(nel)

trained person who is instructed by the user to perform a specific task on a specific equipment

Note 1 to entry: An unauthorized person does not have the required qualification and is not adequately equipped,

e.g. PPE.
3.8
maintenance

combination of service, inspection, reconditioning and functional test of the equipment

Note 1 to entry: The purpose is to preserve the working condition or returning to this condition so that the

finishing line is able to perform the required function (including safety requirements).

3.8.1
service
measure to maintain the nominal condition

Note 1 to entry: The nominal condition can be maintained in general without dismantling/disassembling major

parts of the equipment, e.g. cleaning, lubrication of the work equipment as well as addition or replacement of agents

or by replacing tools or operational changing parts.

prEN 17449:2019 (E)
3.8.2
inspection
measure to observe and assess the current condition as well as fault finding

Note 1 to entry: Measures, e.g. measuring, testing, diagnostics including the determination of the causes of wear

or damage and the derivation of the necessary consequences for the continued use.

Note 2 to entry: 3.10.2 does not cover "material inspection", see 3.17.
3.8.3
reconditioning

foreseeable measure (s) to return to the nominal condition and requiring dismantling/disassembling

Note 1 to entry: Foreseeable Measure, e.g. replacement of worn parts, damaged parts, or parts having expired the

foreseen lifetime. These parts should meet manufacturers' specification.
3.8.4
functional test
checking the functionality of the exchanged or repaired parts

Note 1 to entry: It is maybe required to carry out adjustment work, e.g. test runs, verifying safety functions.

3.9
repair
not foreseeable measure(s) to return to the nominal condition

Note 1 to entry: Measure to replace damaged parts, requires in general dismantling/disassembling. These parts

should meet manufacturers' specification
3.10
material
metal strip/foil or coils used in the finishing process
3.11
material inspection
observe and assess the current condition of the material
3.12
cobbling
material leaving its intended path
3.13
sleeve (spool)
cylindrical hollow body for winding the material
3.14
coil
winded material
3.15
plate (sheet)
cut material

3.16
stack
stacked cut-to-size material
3.17
pulpit

enclosed room in which the control desk and monitoring facilities for a machine or equipment are located,

used as a permanent work station.
3.18
control stand
free standing control desk (usually situated adjacent to the machine or equip
