General Information

Abstract

This standard gives guidance on writing the technical specification for the procurement of low voltage (LV) and medium voltage (MV) power cables for use in electricity generating stations (power stations). This Guide for procurement is not applicable to equipment for use in the nuclear reactor plant area of nuclear power stations. Other possible applications of such equipment have not been considered in the preparation of this Guide. This Guide covers power cables only for voltages up to and including Um = 41,5 kV. This Guide does not cover cables for public distribution systems, control and instrumentation systems or communications systems. For guidance on the technical specification of cables, including their installation and termination, refer to EN 45510-2-6 The equipment covered by this Guide is defined by its function rather than design type. Therefore, the guidance to the specification is stated in performance terms rather than being specified by a detailed description of the equipment to be supplied. This Guide indicates to potential purchasers how their specification should be prepared so that: - the equipment type and capacity interfaces correctly with other elements of the systems; - predicted performance is achieved; - ancillary equipment is properly sized; - reliability, availability and safety requirements are achieved; - proper consideration is given to the evaluation process and the quality measures to be applied. This Guide does not determine the type of specification (e.g. detailed, performance, functional) or the extent of supply for any given contract which is normally decided on the basis of the purchaser’s project strategy. It does not cover: - any commercial, contractual or legal issues which are normally in separate parts of an enquiry; - any allocation of responsibilities which are determined by the contract. This Guide does not prescribe the arrangement of the documents in the enquiry.

Overview

EN 45510-2-8:2004 - Guide for procurement of power station equipment, Part 2-8: Electrical equipment – Power cables - is a CLC/CENELEC guide to help purchasers prepare technical specifications for low voltage (LV) and medium voltage (MV) power cables used in electricity generating stations. The Guide covers cables for voltages up to and including Um = 41.5 kV and is intended for non-nuclear plant areas. It is performance-oriented (defined by function rather than by a specific design) and focuses on procurement, specification, testing and verification rather than installation methods.

Key topics and requirements

The Guide helps structure a cable procurement specification around practical, verifiable elements:

  • Scope and applicability - LV and MV power cables for power stations (excludes nuclear reactor plant area, public distribution, control/instrumentation and communications cables).
  • Specification content - project description, extent of supply, terminal points and interfaces.
  • Operational conditions - operating environment, hours, start-up/shutdown and abnormal conditions.
  • Performance requirements - life expectancy, predicted performance, reliability, availability and safety targets.
  • Design & fabrication - performance-based design justification, material selection, safety and interchangeability considerations.
  • Testing & verification - works tests, installation/commissioning tests, trial runs, functional and performance tests.
  • Quality & evaluation - inspection regimes, approvals, non-conformity handling, evaluation criteria and quality measures (including reference to quality management such as EN ISO 9001).
  • Documentation & legal - technical documentation, applicable legislation, normative references and contract interfaces.
  • Site factors - access, facilities and site-specific requirements impacting procurement and installation.

Practical applications & target users

Who uses EN 45510-2-8 and why:

  • Purchasers and procurement teams writing tender documents and commercial enquiries for power station cable supply.
  • Project and design engineers ensuring cable selections interface correctly with transformers, switchgear and generators.
  • Manufacturers and suppliers preparing compliant tenders and defining test schedules.
  • Testing and inspection bodies applying agreed verification and acceptance tests.
  • Asset owners and plant operators defining lifecycle, maintenance and reliability criteria for station power cables.

This Guide is especially useful for creating performance-based specifications that ensure correct capacity, predictable performance, proper ancillary sizing and demonstrable quality and safety.

Related standards (selected)

  • EN ISO 9001 (quality management)
  • EN 50265 / EN 50266 / EN 50268 (cable fire and smoke tests)
  • IEC 60050 (461, 191) (electrotechnical vocabulary)
  • IEC 60183 (selection of high-voltage cables)
  • See also EN 45510-2-6 for cable installation and termination guidance.
