prEN IEC 60598-2-3:2026 is a CLC draft standard for luminaires for road and street lighting, tunnel lighting, and column-integrated luminaires. It specifies the particular safety and construction requirements for these luminaires when used with electric light sources at supply voltages not exceeding 1 000 V, mainly for manufacturers, test laboratories, and certification bodies.

What does prEN IEC 60598-2-3:2026 specify?

prEN IEC 60598-2-3:2026 specifies the special requirements for luminaires used on roads, streets, other public outdoor lighting applications, tunnels, and certain column-integrated luminaires. It is used together with IEC 60598-1, and it adds requirements where outdoor mounting, wind load, impact, corrosion, and access to equipment create extra safety issues.

The document is organized into Clauses 1 to 17, covering scope, normative references, terms, general requirements, classification, marking, construction, wiring, earthing, protection against electric shock, ingress protection, insulation and electric strength, creepage and clearance, endurance and thermal tests, resistance to heat/fire/tracking, and terminals.

AnnexWhat it covers

Annex AABSchedule of amended clauses containing more serious or critical requirements that may require retesting

What are the key requirements of prEN IEC 60598-2-3:2026?

This part of IEC 60598 is built on Part 1, but it adds tests and construction rules for outdoor and column-integrated luminaires. In practice, the most important points are about mounting information, weather protection, wind resistance, glass safety, wiring security, and the special construction of column-integrated luminaires.

Relationship with Part 1 and test sequence

Clause 4 says this document is applied with the general requirements of Part 1, and the clause order shall be followed as listed. For products already assessed to the previous edition, full type testing is not required - only the amended clauses listed in Annex AAB are reviewed. For column-integrated luminaires, the document also allows testing of the relevant parts only when the size of the sample makes that necessary.

This matters because it defines how conformity assessment is done. Manufacturers and labs need to know whether they are testing a complete luminaire or only the changed parts, and certification teams need to know which clause changes can trigger retesting.

Marking and installation instructions

Clause 6 requires installation instructions to state practical information such as operating position, fixing method, mass, overall dimensions, wind-exposed projected area when mounting height is above 8 m, suitable suspension wire area range, indoor-use suitability, connection compartment dimensions, tightening torque for fixing bolts or screws, maximum mounting height relevant to falling glass particles, and tunnel-luminaire suitability. Adjustable lampholders and optical parts also need suitable reference marks.

This is the information installers need to mount the luminaire safely and to choose the right support, fasteners, and cable arrangement. It also helps buyers check whether a product fits the project conditions before installation starts.

Weather protection, attachment, and wind load

Clause 7 requires at least IPX3 moisture protection for all luminaires, with IPX5 required for tunnel-lighting luminaires and translucent covers of column-integrated luminaires. Column-integrated luminaires have extra ingress-protection levels for parts below and above 2.5 m. The clause also requires span-wire suspensions to clamp without damaging the wire, and the attachment means must support the mass of the luminaire and resist wind and vibration.

Clause 7.104 gives the static load test for mast-arm or post-top mounted luminaires. The test uses the projected surface, a drag coefficient, and a wind speed based on mounting height, with a 10 minute load application. The acceptance criteria are no visible failure affecting safety, no excessive permanent deformation, and no rotation at the attachment point.

This is the core outdoor robustness check. It tells designers what the luminaire must survive on the pole or arm, and it tells buyers and specifiers that the product has been assessed for realistic wind loading.

Glass covers and impact resistance

Clause 7.106 adds specific safety rules for glass covers, linked to mounting height and tunnel use. A glass cover may need to fracture into small pieces, have high impact resistance, or retain fragments if it breaks. The document also requires the protection method to be declared.

For high-impact glass, Clause 7.106.3 uses the IEC 62262 impact code, with IEC/TR 62696 and the hammer apparatus from IEC 60068-2-75. The test is applied to the fully assembled luminaire and checks that the glass does not break under the specified impacts. For fragmenting glass, the document gives a particle-count method and associated figures for where to strike and how to count particles.

This matters because glass breakage can create injury risk in streets, roads, and tunnels. The standard forces the manufacturer to choose a declared protection method and prove it with a defined test.

Column-integrated luminaires

Clauses 7.107 to 7.110 add rules for the connection compartment, structural design, corrosion resistance, the door opening, and the cable entry. The connection compartment must have enough space for terminals, protective devices, cable looping, and any connection box, with corrosion-resistant fixing means. The door opening is impact tested, must remain operational, and must not reduce the IP protection level. The cable entry slot and cable path also have minimum dimensions and must avoid sharp edges and obstructions.

These clauses address maintenance access and cable management in a product that combines the luminaire and the supporting column. For projects using column-integrated luminaires, they are the main design and inspection points.

Wiring, earthing, and terminals

Clause 8 requires cord anchorage where supply-cable mass would otherwise strain the terminals. Clause 9 requires the fixed part of the earthing terminal to be designed so it cannot rotate when the clamping part moves. Clause 16 requires supply terminals to accept conductors with nominal cross-sectional areas of at least 1 mm².

This matters for safe installation and long-term reliability. The cable must not pull on electrical connections, the protective earth must remain secure, and the terminals must accept the conductor sizes used in practice.

Thermal testing and glass temperature limits

Clause 14 adjusts thermal testing for outdoor luminaires by deducting 10 °C from measured temperatures when applying Part 1 limits, to reflect natural air movement outdoors. For indoor-use luminaires, that deduction is not applied. Glass covers also have to stay within declared thermal limits, including minimum and maximum temperature and maximum temperature difference across the glass.

This helps ensure the test conditions match the intended environment. It is especially relevant when a luminaire can be used outdoors but may also be offered for indoor locations.

What terms does prEN IEC 60598-2-3:2026 define?

The document adds several terms that are specific to suspended, pole-mounted, and column-integrated luminaires.

  • Span wire - the wire between main supports that carries the mass of the complete installation, including several luminaires and supply cables if needed.
  • Suspension wire - the wire attached to the span wire that carries the mass of the luminaire.
  • Stay wire - a tensioned wire between main supports used to limit lateral and rotary movement of suspended luminaires.
  • Column-integrated luminaire - a lighting system formed by a luminaire integrated in a lighting column fixed in the ground.
  • Lighting column - the support that holds one or more luminaires, made of a post and possibly an extension piece and bracket.
  • Nominal height - the height reference used for column-integrated luminaires, measured from the point of entry of the external part or from the bottom of the flange plate.
  • Tunnel luminaire - a luminaire for tunnel lighting mounted directly on, or on frames fixed to, the tunnel wall or ceiling.

Who uses prEN IEC 60598-2-3:2026?

Manufacturers of road, street, tunnel, and column-integrated luminaires use this standard for product design and type testing. Test laboratories use it to set up wind-load, ingress-protection, impact, thermal, and wiring tests. Certification bodies and conformity assessment teams use it to judge whether a luminaire meets the relevant safety requirements.

It is also relevant to lighting designers, municipal buyers, and infrastructure specifiers who need to choose products for poles, arms, span wires, tunnel walls, or integrated columns. For them, the standard helps define the information that must be available before installation and acceptance.

What changed in prEN IEC 60598-2-3:2026 from the previous edition?

prEN IEC 60598-2-3:2026 is the fourth edition and replaces the third edition published in 2002 together with Amendment 1 published in 2011. The stated changes are structural alignment with IEC 60598-1, more detailed glass breakage tests, and modified requirements for high-impact glass.

Subclause 7.106.3 is identified in Annex AAB as a more onerous requirement than in the previous edition. In practice, that means some products certified to the earlier edition may need retesting when certification is updated.

Which standards are used with prEN IEC 60598-2-3:2026?

  • IEC 60598-1:2024 - the base general standard that this part is used with for general requirements and tests.
  • IEC 60068-2-75 - provides the hammer-test method used for impact testing of glass covers and the door of column-integrated luminaires.
  • IEC 62262:2002 and IEC 62262:2002/AMD1:2021 - provide the IK code impact classification used for high-impact glass.
  • IEC/TR 62696 - supports application of the IK code in the glass impact test.
  • ISO 4354:2009 - cited in Annex AAA as the reference basis for drag-coefficient measurement.

What does the prEN IEC 60598-2-3:2026 document contain?

The document contains installation information requirements, construction rules, special tests for wind load and impact, glass-cover test methods, and additional requirements for column-integrated luminaires. It includes a static wind-force test with a formula for load calculation, a table for cord-anchorage pull and torque, and figures showing the wind-test loading method and the particle-counting area for glass breakage.

It also provides procedures for checking IP protection, thermal performance, corrosion resistance, and terminal suitability. Annex AAA describes drag-coefficient measurement in a wind tunnel, and Annex AAB identifies amended clauses that may require retesting in product certification.
