Overview
oSIST prEN IEC 60598-2-3:2026 defines the particular requirements for luminaires designed for road and street lighting applications. Developed under the auspices of SIST and aligned with international standards set by the International Electrotechnical Commission (IEC), this standard ensures that road and street luminaires meet stringent safety, performance, and reliability criteria. It applies to luminaires with electric light sources operating at supply voltages not exceeding 1,000 V, used in diverse outdoor environments such as roads, streets, tunnels, and public spaces.
The document is an updated edition that aligns its structure and requirements with the latest edition of the general luminaires standard, IEC 60598-1, and incorporates new and revised provisions for critical components like glass covers, installation, and marking.
Key Topics
- Application Scope
- Covers luminaires for road and street lighting, including tunnel lighting and column-integrated installations above 2.5 meters from ground level.
- Safety Requirements
- Emphasizes electrical, mechanical, and thermal safety, with dedicated provisions for protection against electric shock, dust, moisture, and impact.
- Marking and Instruction
- Requires detailed installation instructions, including mounting positions, mass, dimensions, wind-force considerations, and suitable cable information.
- Glass Cover Performance
- Specifies tests for glass breakage, particle size, and impact resistance to minimize risks from falling glass.
- Structural Design
- Includes static load tests to ensure attachment systems withstand wind forces without deformation or failure.
- Ingress Protection (IP)
- Sets minimum degrees of protection against water and foreign object ingress, essential for outdoor use.
- Wiring and Earthing
- Establishes guidelines for secure external and internal wiring, strain relief, and robust earthing provisions.
Applications
The standard is crucial for manufacturers, designers, and installers of road and street lighting solutions aiming for compliance, safety, and durability in public settings. Key applications include:
- Public Road and Street Lighting
- Ensures consistent light quality and reliability for vehicle and pedestrian safety.
- Tunnel and Underpass Illumination
- Covers luminaires used in high-moisture, high-impact environments.
- Column-Integrated Lighting Systems
- Applies to installations where the luminaire forms an integral part of the light column, a common feature in modern urban landscapes.
- Retrofit and New Installations
- Provides requirements adaptable to both replacement projects and new infrastructure development.
- High-Mount Installations
- Addresses the specific needs of lighting installed at heights, ensuring wind resistance and secure fixtures.
Adhering to this standard leads to improved product quality, reduces maintenance needs, and enhances public safety through robust and reliable lighting systems.
Related Standards
For full compliance and best practices, the following related international standards should also be considered:
- IEC 60598-1: General requirements and tests for luminaires. All specific requirements in Part 2-3 reference and build on this foundational standard.
- IEC 60068-2-75: Environmental testing procedures for mechanical impact (hammer tests).

39 FOREWORD
40 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
41 all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
42 international co-operation on all questions concerning standardization in the electrical and electronic fields. To
43 this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
44 Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC
45 Publication(s)"). Their preparation is entrusted to technical committees; any IEC National Committee interested
46 in the subject dealt with may participate in this preparatory work. International, governmental and non -
47 governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
48 with the International Organization for Standardization (ISO) in accordance with conditions determined by
49 agreement between the two organizations.
50 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
51 consensus of opinion on the relevant subjects since each technical committee has representation from all
52 interested IEC National Committees.
53 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
54 Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
55 Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
56 misinterpretation by any end user.
57 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
58 transparently to the maximum extent possible in their national and regional publications. Any divergence
59 between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
60 the latter.
61 5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
62 assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
63 services carried out by independent certification bodies.
64 6) All users should ensure that they have the latest edition of this publication.
65 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
66 members of its technical committees and IEC National Committees for any personal injury, property damage or
67 other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
68 expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
69 Publications.
70 8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
71 indispensable for the correct application of this publication.
72 9) IEC draws attention to the possibility that the implementation of this document may involve the use of (a)
73 patent(s). IEC [takes no position concerning the evidence, validity or applicability of any claimed patent rights
74 in respect thereof. As of the date of publication of this document, IEC had not received notice of (a) patent(s),
75 which may be required to implement this document. However, implementers are cautioned that this may not
76 represent the latest information, which may be obtained from the patent database available at
