Nuclear facilities - Electrical equipment important to safety - Qualification

IEC/IEEE 60780-323:2016 describes the basic requirements for qualifying electrical equipment important to safety and interfaces (electrical and mechanical) that are to be used in nuclear facilities. The principles, methods, and procedures described are intended to be used for qualifying equipment, maintaining and extending qualification, and updating qualification, as required, if the equipment is modified. The qualification requirements in this standard, when met, demonstrate and document the ability of equipment to perform safety function(s) under applicable service conditions, including design basis events and certain design extension conditions, and reduce the risk of environmentally induced common-cause equipment failure. This new edition includes the following main changes with respect to the previous edition IEC 60780:1998 harmonizes in a unique standard qualification practices formerly given by IEC 60780:1998 and IEEE 323:2003 on initial qualification, takes into account the need to reassess and extend the qualified life of electrical equipment regarding projects to extend the operating life of nuclear facilities.

L'IEC/IEEE 60780-323:2016 décrit les exigences de base permettant de qualifier les équipements électriques importants pour la sûreté et leurs interfaces (électriques et mécaniques) utilisés dans les installations nucléaires. Les principes, les méthodes et les procédures décrits sont destinés à être employés pour qualifier les équipements, maintenir et étendre la qualification, et mettre à jour la qualification, en particulier si l'équipement est modifié. Les exigences de qualification de la présente norme, lorsqu'elles sont satisfaites, démontrent et documentent la capacité de l'équipement à réaliser sa ou ses fonctions de sûreté dans les conditions de service applicables, y compris en présence d'évènements de dimensionnement et de certains accidents retenus au titre d'extension du domaine de dimensionnement; elles réduisent le risque de défaillance de cause commune des équipements dont l'origine serait liée à l'environnement. Cette nouvelle édition contient les principales modifications techniques suivantes par rapport à l'IEC 60780:1998 harmonise au niveau d'une norme unique les pratiques de qualification précédemment établies dans l'IEC 60780:1998 et dans l'IEEE 323:2003 relatives à la qualification initiale, prend en compte les besoins de réévaluation et d'extension de durée de vie qualifiée des équipements électriques, en particulier pour les projets d'extension de la durée de vie des installations nucléaires.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
