Overview
EN 60931-3:1996 (CLC adoption of IEC 931-3:1996) specifies requirements and test methods for internal fuses fitted to shunt power capacitors of the non‑self‑healing type for a.c. systems with rated voltage up to and including 1 kV. The standard addresses fuse design, performance, routine and type testing, and gives guidance for coordinating fuse protection in capacitor units and banks. It clarifies that internal fuses are intended to isolate faulty capacitor elements to allow continued operation of the remaining unit or bank and are not a substitute for circuit‑breakers or external protection.
Key topics and technical requirements
- Scope & objective: Defines fuses that isolate faulty elements/units so the rest of the capacitor unit/bank can continue in service; includes performance, testing and coordination guidance.
- Reference: Uses definitions and general capacitor requirements from IEC/EN 60931‑1 (IEC 931‑1).
- Disconnecting requirements: Fuses must reliably disconnect a faulty element for breakdown voltages in a defined range (based on instantaneous terminal voltages at fault).
- Withstand & continuous ratings:
- After operation, fuse assemblies must withstand full element voltage plus any unbalance and normal transient overvoltages.
- Must carry continuous maximum permissible unit current (divided among parallel fuses) and expected inrush currents.
- Must tolerate discharge currents and short‑circuit currents from external bank faults within the specified voltage range.
- Testing:
- Routine tests: As part of capacitor unit routine tests per IEC 60931‑1.
- Type tests: Include disconnecting tests; may be done on one or two complete units at lower (0.9 × UN) and upper (1.6 × UN) voltage limits. If testing with d.c., use 2 × corresponding a.c. voltage.
- Disconnecting test details: Capacitance measurement after test to confirm blown fuse; inspection for deformation/damage; post‑test voltage test (d.c. 2.6 × UNe for 10 s) to verify no breakdown across blown fuse gap.
- Test procedures (Annex A): Practical methods for triggering element failure (preheating, mechanical puncture, electrical breakdown variants) and recording voltage/current during tests.
- Coordination guidance (Annex B): Recommended protection sequence - internal fuses first, relay protection second (overcurrent/unbalance), then network/plant protection.
Applications and users
- Manufacturer product design & certification: Capacitor and fuse manufacturers use EN 60931‑3 for product specifications and type‑testing.
- Test laboratories: Implement required routine and type test procedures and verification steps.
- Specifiers and purchasers: Utilities, industrial plant engineers, and consultants use the standard to define acceptance criteria and coordinate capacitor bank protection.
- Power system designers: Engineers designing power factor correction banks, switchgear and protection schemes to ensure selective and safe operation.

Part 1: General - Performance, testing and rating-
Safety requirements - Guide for installation and operationAmendment 1 (1991)3 DefinitionsFor the purpose of this part of IEC 931, the definitions of IEC 931-1 apply.4 Performance requirements4.1 GeneralThe fuse is connected in series to the element(s) which the fuse is intended to isolate if theelement(s) becomes faulty. The range of currents and voltages for the fuse is thereforedependent on the capacitor design, and in some cases also on the bank in which the fuse isconnected.
931-3 ã IEC:1996- 9 -The requirements are valid for a bank or a capacitor switched by restrike-free circuit-breakers.If the circuit-breakers are not restrike-free, other requirements shall be agreed betweenmanufacturer and purchaser. The operation of an internal fuse is in general determined by one or both of the two followingfactors:-the discharge energy from elements or units connected in parallel with the faulty elementor unit;-the power-frequency fault current.4.2 Disconnecting requirementsThe fuse shall enable the faulty element to be disconnected when electrical breakdownof elements occurs in a voltage range, in which uU1N0,92=´ is the lowest, anduU2N1,52=´ is the highest (instantaneous) value of the voltage between the terminals of theunit at the instant of fault. The u1 and u2 values are based on the voltage that may normally occur across the capacitorunit terminals at the instant of electrical breakdown of the element. The u2 value is of a transient nature and allowance has been made for damping. If the purchaser specifies u1 and u2 values other than those indicated, for example for filtercapacitors, the lower and upper test voltage limits shall be changed according to an agreementbetween manufacturer and purchaser.4.3 Withstand requirements4.3.1After operation, the fuse assembly shall withstand full element voltage or full voltagebe

The article discusses a standard called SIST EN 60931-3:1999, which pertains to internal fuses used in shunt power capacitors in AC systems with a voltage up to 1 kV. These fuses are specifically designed to isolate faulty capacitor elements or units, allowing the remaining parts of the capacitor unit and bank to continue operating. However, it is important to note that these internal fuses are not a replacement for a switching device like a circuit-breaker or for providing external protection to the capacitor bank.
