Building construction - Accessibility and usability of the built environment

This document specifies a range of requirements and recommendations for the elements of construction, building assemblies, components, fittings and products that relate to the design and constructional aspects of usability and accessibility of buildings, i.e. access to buildings, circulation within buildings, egress from buildings during normal conditions, and evacuation in the event of a fire.
This document also applies to the common spaces in multi-unit residential buildings. Recommendations regarding residential units are given in Annex A.
This document also contains provisions with respect to outdoor features directly concerned with access to a building or a group of buildings from a relevant site boundary, or between such a group of buildings within a common site. This document does not deal with elements of the external environment, such as public open spaces, whose function is self-contained and unrelated to the use of a specific building.
This document is applicable to new buildings and new work in existing buildings.
This document introduces the concept of ‘exceptional considerations for existing buildings’ for situations where it is exceptionally difficult to meet the requirements specified and, thus, impossible to provide full accessibility. By means of ‘exceptional considerations for existing buildings’, an acceptable, though restricted, level of accessibility is specified. An exceptional consideration for existing buildings is not to be applied in other situations or invoked in an unjustified manner, or as an excuse for not achieving a higher level of accessibility, where this is economically and/or technically feasible.
The dimensions stated in this document, relevant to the use of wheelchairs, are related to the footprint of commonly used wheelchair sizes and users as specified in ISOÂ 7176-5 and ISO/TRÂ 13570-2, 800Â mm wide and 1Â 300Â mm long.
This document is primarily written for adults with disabilities, but it includes some recommendations on specific accessibility needs of children.

Le présent document spécifie un éventail d’exigences et de recommandations applicables aux éléments et assemblages de construction ainsi qu’aux composants, accessoires et produits liés aux aspects d’usage et d’accessibilité à considérer lors de la conception et de la construction de bâtiments, à savoir l’accès aux bâtiments, la circulation à l’intérieur des bâtiments, la sortie des bâtiments en condition normale et l’évacuation en cas d’incendie.
Le présent document s’applique également aux espaces communs des bâtiments résidentiels à plusieurs blocs. L’Annexe A fournit des recommandations concernant les blocs résidentiels.
Le présent document comprend également des dispositions relatives aux caractéristiques extérieures directement associées à l’accès à un bâtiment ou à un groupe de bâtiments depuis une limite correspondante du site concerné, ou entre un tel groupe de bâtiments sur un site commun. Il ne traite pas des éléments de l’environnement extérieur, tels que les espaces publics libres, dont la fonction est autonome et n’est pas liée à l’utilisation d’un bâtiment spécifique.
Il est applicable aux bâtiments neufs et aux nouveaux travaux effectués dans des bâtiments déjà existants.
Le présent document expose le concept des «éléments exceptionnels pour des bâtiments existants» applicable aux situations où il est exceptionnellement difficile de satisfaire aux exigences spécifiées et où il s’avère donc impossible d’assurer l’accessibilité totale. Les «éléments exceptionnels pour des bâtiments existants» permettent de spécifier un niveau d’accessibilité acceptable mais restreint. Un élément exceptionnel pour des bâtiments existants ne doit ni être appliqué dans d’autres situations, ni être invoqué de manière injustifiée, ni être utilisé en guise d’excuse pour ne pas élever le niveau d’accessibilité alors que le contexte économique et/ou technique le permettrait.
Les dimensions indiquées dans le présent document et associées à l’utilisation des fauteuils roulants se rapportent à l’encombrement des tailles de fauteuils roulants couramment utilisées et des utilisateurs, tel que spécifié dans l’ISO 7176-5 et l’ISO/TR 13570-2, de 800 mm de large et de 1 300 mm de long.
Le présent document est principalement destiné à des personnes adultes en situation de handicap, mais il contient également plusieurs recommandations sur les besoins spécifiques des enfants en termes d’accessibilité.

Ta dokument določa vrsto zahtev in priporočil za konstrukcijske elemente, montažne sestave, sestavne dele, priključke in proizvode, ki se navezujejo na vidike načrtovanja in konstrukcijske vidike uporabnosti in dostopnosti stavb, tj. dostop do stavb, kroženje znotraj zgradb, izstop iz stavb v običajnih razmerah in evakuacijo v primeru požara.
Ta dokument se uporablja tudi za skupne prostore v stanovanjskih stavbah z več enotami. Priporočila za stanovanjske stavbe so podana v dodatku A.
Ta dokument vsebuje tudi določila glede zunanjih značilnosti, ki so neposredno povezane z dostopom do stavbe ali skupine stavb z ustreznega mesta ali med tako skupino stavb znotraj skupnega mesta. Ta dokument ne obravnava elementov zunanjega okolja, kot so javni odprti prostori, katerih funkcija je izolirana in nepovezana z uporabo posamezne stavbe.
Ta dokument se uporablja za nove stavbe in nova dela v obstoječih stavbah.
Ta dokument uvaja koncept izjemne obravnave za obstoječe stavbe v primerih, ko je izjemno težko izpolnjevati določene zahteve in posledično nemogoče zagotoviti popolno dostopnost. Z izjemno obravnavo za obstoječe stavbe je določena sprejemljiva, čeprav omejena, raven dostopnosti. Izjemna obravnava za obstoječe stavbe se ne sme uporabljati v drugih primerih, nanjo se ne sme sklicevati na neutemeljen način oziroma ne sme izkoristiti kot izgovor za to, da višja raven dostopnost ni dosežena, kadar je to ekonomsko in/ali tehnično izvedljivo.
Mere v tem dokumentu, ki se navezujejo na uporabo invalidskih vozičkov, veljajo za tloris najpogosteje uporabljanih velikosti invalidskih vozičkov in njihovih uporabnikov, kot je opredeljeno v standardih ISO 7176-5 in ISO/TR 13570-2 (širina 800 mm in dolžina 1300 mm).
Ta dokument je pripravljen predvsem za odrasle invalidne osebe, vendar vključuje nekaj priporočil glede specifičnih potreb otrok po dostopnosti.

NACIONALNI UVOD

Standard SIST ISO 21542 (sl), Gradnja stavb – Dostopnost in uporabnost grajenega okolja, 2022, ima
status slovenskega standarda in je istoveten mednarodnemu standardu ISO 21542 (en), Building
construction – Accessibility and usability of the built environment, 2021.

Ta standard nadomešča standard SIST ISO 21542:2012.

NACIONALNI PREDGOVOR

Mednarodni standard ISO 21542:2021 je pripravil tehnični odbor ISO/TC 59 Stavbe in gradbeni
inženirski objekti, pododbor SC 16 Dostopnost in uporabnost grajenega okolja. Slovenski standard SIST
ISO 21542:2022 je prevod mednarodnega standarda ISO 21542:2021. V primeru spora glede besedila
slovenskega prevoda v tem standardu je odločilen izvirni mednarodni standard v angleškem jeziku.

Odločitev za izdajo tega standarda je marca 2022 sprejel Strokovni svet SIST za splošno področje.

ZVEZA Z NACIONALNIMI STANDARDI

S privzemom tega mednarodnega standarda veljajo za omejeni namen referenčnih standardov vsi
standardi, navedeni v izvirniku, razen tistih, ki so že sprejeti v nacionalno standardizacijo:
