SIST EN IEC 61995-1:2026/A11:2026 is a Slovene standard for devices for the connection of luminaires for household and similar purposes, Part 1: General requirements. It is an amendment to the European standard and updates the safety and performance requirements for these connection devices. Product designers, test laboratories, manufacturers and conformity assessors use it to check whether a luminaire connection device matches the amended requirements.

What does SIST EN IEC 61995-1:2026/A11:2026 specify?

SIST EN IEC 61995-1:2026/A11:2026 specifies targeted changes to the general requirements for devices for the connection of luminaires for household and similar purposes. The amendment changes the scope and updates requirements for protection against electric shock, insulation resistance and electric strength, and temperature rise.

The document is organized as a short amendment: a European foreword, four modification items, and three annexes. The annexes deal with normative references, special national conditions, and the relationship with Directive 2014/35/EU.

AnnexWhat it covers
Annex ZANormative references to international publications with corresponding European publications
Annex ZBSpecial national conditions
Annex ZZRelationship between this European standard and the safety objectives of Directive 2014/35/EU

What are the key requirements of SIST EN IEC 61995-1:2026/A11:2026?

The amendment focuses on a small number of practical changes that matter in design, testing and national application. In practice, it tells users which electrical ratings, test conditions and country-specific conditions apply to the amended standard.

Scope update

The scope is modified so that the rated voltage is 250 V at 50 Hz. For product design and selection, this fixes the electrical rating that the standard covers.

Protection against electric shock

Clause 10.2.2 replaces the note with “NOTE Void”. That means conformity work should rely on the clause text itself rather than on the removed explanatory note.

Insulation resistance and electric strength

Clause 16.3 changes the test voltage to 2000 V. Testing laboratories and manufacturers need to use that voltage when carrying out the electric strength test covered by this clause.

Temperature rise

Clause 19.2 adds a separate test for accessories designed so that contact pressure in the earthing socket contact assemblies depends on insulating material. In practice, this means the test current must be passed through the earthing contact and the phase or neutral contact, whichever is nearer, so the affected contact path is checked under realistic heating conditions.

Special national conditions

Annex ZB makes some national provisions normative where they apply. For Belgium, France, Germany and Italy, only DCL types with a standardized interface according to EN 61995-2 are used. Denmark has additional conditions for DCL plugs and for compatibility with the existing Danish DCL system.

Low Voltage Directive linkage

Annex ZZ links the standard to Directive 2014/35/EU. When the standard is cited in the Official Journal of the European Union, the clauses listed in Table ZZ.1 provide a route to presumption of conformity with the directive’s safety objectives.

What terms does SIST EN IEC 61995-1:2026/A11:2026 define?

The amendment uses a small set of technical terms that are central to its application.

  • DCL - Devices for the connection of luminaires; the term used for the standardized luminaire connection system addressed by the standard.
  • Rated voltage - The electrical voltage level covered by the amended scope, given here as 250 V at 50 Hz.
  • Test voltage - The voltage used in the insulation resistance and electric strength test; the amendment sets this at 2000 V.
  • Earthing socket contact assemblies - The earthing-contact parts that may need an extra temperature-rise test when their contact pressure depends on insulating material.
  • Special national condition - A national characteristic or practice that cannot be changed over a long period and can therefore remain normative for a country.
  • Presumption of conformity - The regulatory effect described in Annex ZZ when the standard is cited under Directive 2014/35/EU.

Who uses SIST EN IEC 61995-1:2026/A11:2026?

SIST EN IEC 61995-1:2026/A11:2026 is used by manufacturers of luminaire connection devices, especially where DCL interfaces are involved. It is also relevant to test laboratories, certification bodies, electrical product engineers and compliance teams that need to verify safety tests and national application conditions.

Buyers and specifiers use it when they need to check whether a product is intended for the 250 V, 50 Hz application covered by the amended scope. Regulators and conformity assessors use Annex ZZ when linking product evidence to the safety objectives of Directive 2014/35/EU.

What changed in SIST EN IEC 61995-1:2026/A11:2026 from the previous edition?

This amendment modifies prEN IEC 61995-1. The changes stated in the document are:

  • the scope is updated to specify 250 V at 50 Hz,
  • the note in Clause 10.2.2 is replaced with “NOTE Void”,
  • Clause 16.3 sets the test voltage at 2000 V,
  • Clause 19.2 adds a separate temperature-rise test arrangement for certain earthing socket contact assemblies.

Which standards are used with SIST EN IEC 61995-1:2026/A11:2026?

Annex ZA names the standards used alongside this amendment and shows which published European versions apply.

  • IEC 60068-2-31 - rough handling shock testing for equipment-type specimens.
  • IEC 60068-2-75 - hammer test methods for environmental testing.
  • IEC 60112 - comparative tracking index testing for solid insulating materials.
  • IEC 60529 - IP Code testing for enclosure protection.
  • IEC 60695-2-11 - glow-wire flammability testing for end-products.
  • IEC 61032 - probes for verification of enclosure protection.
  • IEC 61995-2 - the companion part giving standard sheets for DCL.
  • ISO/IEC Guide 51 - guidance for including safety aspects in standards.

What does the SIST EN IEC 61995-1:2026/A11:2026 document contain?

The document contains a short amendment structure rather than a full rewritten standard. It gives the modified scope text, the changed passages in Clauses 10, 16 and 19, and three annexes that support European application and national implementation.

Annex ZA provides the normative-reference mapping. Annex ZB lists the special national conditions by country. Annex ZZ contains the correspondence table between the standard’s clauses and the safety objectives of Directive 2014/35/EU, which is the part used for regulatory conformity work.
