L'ISO/TR 10013:2001 fournit des lignes directrices pour l'élaboration et la tenue à jour de la documentation nécessaire pour assurer un système efficace de management de la qualité, adaptée aux besoins spécifiques de l'organisme utilisateur. L'utilisation de ces lignes directrices facilitera l'établissement d'un système documenté répondant aux exigences de la norme de système de management de la qualité applicable.
L'ISO/TR 10013:2001 peut être utilisé pour documenter des systèmes de management relevant d'autres normes que celles de la famille ISO 9000, par exemple des systèmes de management environnemental et des systèmes de management de la sécurité.

ПРЕДИСЛОВИЕ
Международная организация по стандартизации (ИСО) является всемирной
федерацией национальных организаций по стандартизации (комитетов — членов
ИСО). Разработка международных стандартов обычно осуществляется
техническими комитетами ИСО. Каждый комитет-член, заинтересованный в
деятельности, для которой создан технический комитет, имеет право быть
представленным в этом комитете. Международные правительственные и
неправительственные организации, имеющие связи с ИСО, также принимают
участие в работах. Что касается стандартизации в области электротехники, ИСО
работает в тесном сотрудничестве с Международной электротехнической
комиссией (МЭК).
Международные стандарты разрабатываются в соответствии с правилами,
приведенными в Директивах ИСО/МЭК, Часть 3.
Основной задачей технических комитетов является разработка
международных стандартов. Проекты международных стандартов, принятые
техническими комитетами, рассылаются комитетам-членам на голосование. Их
опубликование в качестве международных стандартов требует одобрения по
меньшей мере 75 % комитетов-членов, принимающих участие в голосовании.
В особых случаях, когда технический комитет собрал данные, отличающиеся
от тех, которые обычно публикуются в качестве международного стандарта, он
может принять решение простым большинством голосов своих членов
опубликовать технический отчет. Технический отчет носит только информативный
характер и не подлежит пересмотру до тех пор, пока приведенные в нем данные
будут считаться обоснованными или полезными.
Обращается внимание на то, что некоторые элементы настоящего
технического отчета могут быть объектом патентных прав. ИСО не берет на себя
ответственность за идентификацию какого-либо или всех таких патентных прав.

ВВЕДЕНИЕ
Семейство стандартов ИСО 9000 требует документирования системы
менеджмента качества организации.
Технический отчет способствует принятию процессного подхода при
разработке и внедрении системы менеджмента качества и улучшению ее
результативности.
Для эффективного функционирования организация должна определить
многочисленные взаимосвязанные виды деятельности и управлять ими. Любая
деятельность, основанная на использовании ресурсов и предполагающая
управление с целью преобразования входов в выходы, может рассматриваться как
процесс. Как правило, выход одного процесса непосредственно образует вход
следующего.
Применение в рамках организации системы процессов, предусматривающей
их идентификацию и взаимодействие, а также управление ими, может
рассматриваться как “процессный подход”.
Преимуществом процессного подхода является постоянный контроль,
который он обеспечивает в рамках взаимосвязи процессов в системе процессов, а
также их комбинации и взаимодействие.
При документировании системы менеджмента качества каждая организация
свободна в выборе количества и состава документов, которые ей необходимы для
того, чтобы продемонстрировать эффективное планирование, функционирование,
управление и постоянное улучшение системы менеджмента качества и ее
процессов.
Документация системы менеджмента качества может распространяться на
всю деятельность организации или на отдельные аспекты этой деятельности,
например, на конкретные требования, зависящие от вида продукции, характера,
процессов, условий контракта, регламентов, установленных государством или
самой организацией .

Важно, чтобы требования и содержание документации системы менеджмента
качества соответствовали стандартам на качество, требования которых они
намерены удовлетворять.
Рекомендации настоящего технического отчета предназначены для
применения организациями при документировании системы менеджмента качества
и не могут быть использованы как контрактные или законодательные требования
или в целях сертификации/регистрации.
Планирование качества является одним из аспектов деятельности по
внедрению системы менеджмента качества. Документация по планированию
качества может распространяться на административное и оперативное
планирование, подготовку к внедрению системы менеджмента качества,
организационные мероприятия, графики выполнения работ и средства достижения
целей в области качества.

МЕНЕДЖМЕНТА КАЧЕСТВА
1 Область применения
Настоящий технический отчет устанавливает рекомендации по разработке и
поддержанию в рабочем состоянии документации, необходимой для обеспечения
эффективности системы менеджмента качества и отвечающей конкретным
потребностям организации. Использование рекомендаций будет полезно при
создании документированной системы согласно требованию стандарта на систему
менеджмента качества.
Настоящий технический отчет может быть использован при
документировании не только систем менеджмента по стандартам ИСО 9000, но и
других систем менеджмента, например, в области экологии и охраны труда.
Примечание. Процедура, процесс документирования которой завершен,
называется “письменной процедурой” или “документированной процедурой”.
2 Нормативные ссылки
Данный нормативный документ содержит положения, которые посредством
ссылок в данном тексте составляют положения настоящего технического отчета.
Для датированных ссылок применение последующих публикаций этого документа,
содержащего изменения или пересмотренного, не приемлемо. Поэтому сторонам
соглашений, базирующихся на данном техническом отчете, рекомендуется
пользоваться последним изданием ссылочного нормативного документа. Для
недатированных ссылок всегда следует применять последнее издание
нормативного документа. Члены ИСО и МЭК ведут перечни действующих
международных стандартов.

3 Термины и определения
В данном техническом отчете используются термины и определения,
приведенные в стандарте ИСО 9000 и ниже в тексте. В системе менеджмента
качества организации допускается использование других терминов для
определенных видов документации.

ПРИМЕЧАНИЕ 1. Документирование рабочих инструкций не обязательно.
ПРИМЕЧАНИЕ 2. К рабочим инструкциям могут быть отнесены, например,
пояснительные записки, карты технического процесса, габаритные планы, модели,
технические записки к чертежам, технические условия, инструкции по
эксплуатации оборудования, плакаты, видеоматериалы, перечни или любое их
сочетание. Рабочие инструкции могут содержать характеристики используемых
материалов, оборудования и документации. В случае необходимости в них могут
быть включены критерии приемки.

4 Документация системы менеджмента качества
4.1 Общие положения
классификация документации системы менеджмента качества может строиться на
основе протекающих в организации процессов или на структуре внедряемого
стандарта качества, а также на их сочетании. Возможно использование других
классификаций, отвечающих потребностям организации.

Технический отчет рекомендует описывать структуру документации системы
менеджмента качества как иерархическую. Такая структура способствует
распределению, поддержанию в рабочем состоянии и усвоению документации.
Приложение А иллюстрирует типовую структуру документации системы.
Проработка уровней и взаимосвязей зависит от особенности сопутствующих
деятельности организации условий.
Степень документированности систем менеджмента качества разных
организаций может различаться в зависимости от:
а) размера и вида деятельности организации;
b) сложности и взаимодействия процессов;
c) компетентности персонала.
В документацию системы менеджмента качества могут включаться
определения со ссылкой на стандарт ИСО 9000 или общепринятые термины и
определения.
Документация системы менеджмента качества включает:
а) политику и цели в области качества;
b) руководство по качеству;
c) документированные процедуры;
d) рабочие инструкции;
е) формы;
f) планы по качеству
g) технические условия;
h) действующую документацию;
i) записи.
Документация системы менеджмента качества может быть представлена в
любой форме и на любом носителе.
ПРИМЕЧАНИЕ. Документирование на электронных носителях имеет
следующие преимущества:

а) постоянный доступ уполномоченного персонала к актуализированной
информации;
b) доступ и внесение изменений легко обеспечиваются и контролируются;
c) распространение и контроль могут осуществляться при первой
необходимости путем распечатки копий;
г) доступ к документации отдаленных подразделений;
d) простота и эффективность аннулирования устаревших документов.
4.2 Цели и преимущества
Цели и преимущества документирования системы менеджмента качества
предусматривают, но не ограничиваются следующим:
а) описание системы менеджмента качества организации;
b) обеспечение информацией взаимодействующих групп с целью лучшего
понимания взаимосвязей;
c) доведение до персонала информации об обязательствах руководства в
области качества;
d) содействие осознанию работниками их места в организации, позволяя тем
самым почувствовать важность их работы;
e) обеспечение взаимопонимания между персоналом и руководством;
f) обеспечение базы для достижения ожидаемых результатов;
g) установление порядка проведения работ для выполнения принятых
требований;
h) обеспечение объективных свидетельств выполнения принятых требований;
i) обеспечение четкой, эффективной структуры операций;
j) организационное обеспечение обучения вновь нанимаемых работников и
периодической переподготовки;
k) осуществление мер по установлению порядка и сбалансированности
действий в организации;
l) обеспечение последовательности операций, основанных на
документированных процессах;

m) обеспечение базы для постоянного улучшения;
n) обеспечение доверия потребителей на основе документированных
процедур системы;
o) предоставление заинтересованным сторонам информации о возможностях
организации;
p) обеспечение ясной для потребителя структуры требований;
q) создание основы для проведения аудита системы менеджмента качества;
r) обеспечение условий для оценивания результативности и постоянно
поддерживаемого соответствия системы менеджмента качества.
4.3 Политика и цели в области качества
Политика и цели в области качества должны быть задокументированы в виде
самостоятельного документа или включены в руководство по качеству.
4.4 Руководство по качеству
4.4.1 Содержание
Каждая организация должна разработать свое руководство по качеству.
Настоящий технический отчет допускает независимо от типа организации гибкость
в определении структуры, формата, содержания или метода документирования
системы менеджмента качества.
Для малой организации целесообразно дать в руководстве полное описание
системы менеджмента качества, включая все требуемые ИСО 9001
документированные процедуры. Крупным транснациональным организациям
возможно понадобиться разработать несколько руководств (для международного,
национального или регионального направлений деятельности) и более сложная
иерархия документов.
Руководство по качеству должно содержать область применения системы
менеджмента качества, детальное обоснование любого исключения,
документированные процедуры или ссылки на них, а также описание процессов,
охватываемых системой менеджмента качества, и их взаимодействия.

В руководство по качеству следует включить информацию об организации, в
том числе ее название, адрес, данные для связи. Может быть приведена
дополнительная информация, например, направление деятельности, историческая
справка, сведения о размере организации.
Руководство по качеству должно содержать элементы, предусмотренные
пунктами 4.4.2 – 4.4.9, но не обязательно в указанном порядке.
4.4.2 Название и область применения
Название и/или область применения руководства по качеству должны
указывать, какая организация будет его применять. В руководстве должна быть
сделана ссылка на стандарт, на основе которого разрабатывается система
менеджмента качества.
4.4.3 Оглавление
В оглавление руководства по качеству должны быть вынесены номер и
название каждого раздела и номера страниц, на которых эти разделы расположены.
4.4.4 Рассмотрение, утверждение и пересмотр
Руководство должно содержать точные сведения о рассмотрении,
утверждении, статусе и дате пересмотра документа.
В случае необходимости характер изменений должен быть указан в
документе или его приложениях.
4.4.5 Политика и цели в области качества
Если организация принимает решение включить в руководство по качеству
политику в области качества, руководство может содержать заявление о политике и
целях в области качества. Показатели, конкретизирующие эти цели могут быть по
решению организации включены в другие документы системы менеджмента
качества. Политика в области качества должна содержать обязательства
соответствовать требованиям и постоянно повышать результативность системы
менеджмента качества.
Цели, как правило, исходят из политики организации в области качества и
должны быть достижимыми. Когда цели представлены в количественном

выражении, они становятся показателями и их можно измерять.
4.4.6 Организация, ответственность и обязанности
В руководстве по качеству должна быть описана структура организации.
Ответственность, обязанности и взаимосвязи могут быть представлены в виде
организационных схем, технологических процессов и/или рабочих инструкций.
Они могут быть включены в состав руководства или на них должны быть сделаны
ссылки.
4.4.7 Ссылки
Руководство по качеству должно содержать перечень используемых, но не
включенных в него документов.
4.4.8 Описание системы менеджмента качества
В руководстве по качеству должно быть дано описание системы
менеджмента качества и ее внедрения в организации. В руководство по качеству
следует включить описание процессов и их взаимодействие. Документированные
процедуры или ссылки на них также должны быть включены в руководство по
качеству.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO
member bodies). The work of preparing International Standards is normally carried out through ISO technical
committees. Each member body interested in a subject for whom a technical committee has been established has
the right to be represented on that committee. International organizations, governmental and non-governmental, in
liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical
Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 3.
The main task of technical committees is to prepare International Standards. Draft International Standards adopted
by the technical committees are circulated to the member bodies for voting. Publication as an International
Standard requires approval by at least 75 % of the member bodies casting a vote.
In exceptional circumstances, when a technical committee has collected data of a different kind from that which is
normally published as an International Standard (“state of the art”, for example), it may decide by a simple majority
vote of its participating members to publish a Technical Report. A Technical Report is entirely informative in nature
and does not have to be reviewed until the data it provides are considered to be no longer valid or useful.
Attention is drawn to the possibility that some of the elements of this Technical Report may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO/TR 10013 was prepared by Technical Committee ISO/TC 176, Quality management and quality assurance,
Subcommittee SC 3, Supporting technologies.
This first edition of ISO/TR 10013 cancels and replaces ISO 10013:1995, Guidelines for developing quality

Introduction
The ISO 9000 family of International Standards requires the quality management system of an organization to be
documented.
This Technical Report promotes the adoption of the process approach when developing and implementing the
quality management system and improving its effectiveness.
For an organization to function effectively, it has to identify and manage numerous linked activities. An activity
using resources, and managed in order to enable the transformation of inputs into outputs, can be considered as a
process. Often the output from one of the processes directly forms the input to the next.
The application of a system of processes within an organization, together with the identification and interactions of

Quality management system documentation may relate to an organization’s total activities or to a selected part of
those activities; for example, specified requirements depending upon the nature of products, processes, contractual
requirements, governing regulations or the organization itself.
It is important that the requirements and content of the quality management system documentation address the
quality standards they intend to satisfy.
The guidelines given in this Technical Report are intended to assist an organization with documenting its quality
management system. They are not intended to be used as requirements for contractual, regulatory or
certification/registration purposes.
One aspect of a quality management system is quality planning. Quality planning documents may include
managerial and operational planning, preparing the application of the quality management system including
organizing and scheduling, and the approach by which quality objectives are to be achieved.

1 Scope
This Technical Report provides guidelines for the development and maintenance of the documentation necessary
to ensure an effective quality management system, tailored to the specific needs of the organization. The use of
these guidelines will aid in establishing a documented system as required by the applicable quality management
system standard.
This Technical Report may be used to document management systems other than that of the ISO 9000 family, for
example environmental management systems and safety management systems.
NOTE When a procedure is documented, the term “written procedure ” or “documented procedure” is frequently used.
2 Normative reference
The following normative document contains provisions which, through reference in this text, constitute provisions of
this Technical Report. For dated references, subsequent amendments to, or revisions of, any of these publications

4 Quality management system documentation
4.1 General
The arrangement of quality management system documentation typically follows either the processes of the
organization or the structure of the applicable quality standard, or a combination of both. Any other arrangement
that satisfies the organization’s needs may also be used.
The structure of the documentation used in the quality management system may be described as a hierarchy. This
structure facilitates the distribution, maintenance and understanding of the documentation. Annex A illustrates a
typical hierarchy of quality management system documentation. The development of a hierarchy depends on the
circumstances of the organization.
The extent of the quality management system documentation can differ from one organization to another due to
a) the size of the organization and type of activities,
b) the complexity of processes and their interactions, and
c) the competence of personnel.
The quality management system documentation may include definitions. The vocabulary used should be in
accordance with standard definitions and terms, which are referenced in ISO 9000 or in general dictionary usage.
The quality management system documentation usually includes the following:
a) quality policy and its objectives;
b) quality manual;
c) documented procedures;
d) work instructions;
e) forms;
f) quality plans;
g) specifications;
h) external documents;
i) records.
Quality management system documentation may be in any type of media, such as hard copy or electronic media.
NOTE Some advantages of using electronic media are the following:
a) appropriate personnel have access to the same up-to-date information at all times;
b) access and changes are easily made and controlled;
c) distribution is immediate and easily controlled with the option of printing hard copies;
d) there is access to documents from remote locations;
e) withdrawal of obsolete documents is simple and effective.

4.2 Purposes and benefits
The purposes and benefits of having quality management system documentation for an organization include, but
are not limited to, the following:
a) describing the quality management system of the organization;
b) providing information for cross-functional groups so that they may better understand interrelationships;
c) communicating to employees management’s commitment to quality;
d) helping employees to understand their role within the organization, thus giving them an increased sense of
purpose and importance of their work;
e) providing mutual understanding between employees and management;
f) providing a basis for expectations of work performance;
g) stating how things are to be done in order to achieve specified requirements;
h) providing objective evidence that specified requirements have been achieved;
i) providing a clear, efficient framework of operation;
j) providing a basis for training new employees and periodic re-training of current employees;
k) providing a basis for order and balance within the organization;
l) providing consistency in operations based on documented processes;
m) providing a basis for continual improvement;
n) providing customer confidence based on documented systems;
o) demonstrating to interested parties the capabilities within the organization;
p) providing a clear framework of requirements for suppliers;
q) providing a basis for auditing the quality management system;
r) providing a basis for evaluating the effectiveness and continuing suitability of the quality management system.
4.3 Quality policy and its objectives
The quality policy and its objectives should be documented and may be an independent document or be included
in the quality manual.
4.4 Quality manual
4.4.1 Contents
A quality manual is unique to each organization. This Technical Report allows for flexibility in defining the structure,
format, content, or method of presentation for documenting the quality management system for all types of
organizations.
A small organization may find it appropriate to include the description of its entire quality management system
within a single manual, including all the documented procedures required by ISO 9001. Large, multinational

organizations may need several manuals at the global, national or regional level, and a more complex hierarchy of
documentation.
The quality manual should include the scope of the quality management system, the details of and justification for

Information about the organization, such as name, location and means of communication, should be included in the
quality manual. Additional information such as its line of business, a brief description of its background, history and
size may also be included.
A quality manual should contain the elements described in 4.4.2 to 4.4.9, but not necessarily in the same order.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO
member bodies). The work of preparing International Standards is normally carried out through ISO technical
committees. Each member body interested in a subject for whom a technical committee has been established has
the right to be represented on that committee. International organizations, governmental and non-governmental, in
liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical
Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 3.
The main task of technical committees is to prepare International Standards. Draft International Standards adopted
by the technical committees are circulated to the member bodies for voting. Publication as an International
Standard requires approval by at least 75 % of the member bodies casting a vote.
In exceptional circumstances, when a technical committee has collected data of a different kind from that which is
normally published as an International Standard (“state of the art”, for example), it may decide by a simple majority
vote of its participating members to publish a Technical Report. A Technical Report is entirely informative in nature
and does not have to be reviewed until the data it provides are considered to be no longer valid or useful.
Attention is drawn to the possibility that some of the elements of this Technical Report may be the subject of patent

Introduction
The ISO 9000 family of International Standards requires the quality management system of an organization to be
documented.
This Technical Report promotes the adoption of the process approach when developing and implementing the
quality management system and improving its effectiveness.
For an organization to function effectively, it has to identify and manage numerous linked activities. An activity
using resources, and managed in order to enable the transformation of inputs into outputs, can be considered as a
process. Often the output from one of the processes directly forms the input to the next.
The application of a system of processes within an organization, together with the identification and interactions of
these processes, and their management, can be referred to as the 'process approach'.

L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non

Introduction
Les Normes internationales de la famille ISO 9000 exigent que le système de management de la qualité d'un
organisme soit documenté.
Le présent Rapport technique encourage l'adoption de l'approche processus lors de l'élaboration et la mise en
œuvre du système de management de la qualité et de l'amélioration de son efficacité.
Pour qu'un organisme fonctionne de manière efficace, il doit identifier et gérer de nombreuses activités
corrélées. Toute activité utilisant des ressources et gérée de manière à permettre la transformation
d'éléments d'entrée en éléments de sortie, peut être considérée comme un processus. L'élément de sortie
d'un processus constitue souvent l'élément d'entrée du processus suivant.
«L'approche processus» désigne l'application d'un système de processus au sein d'un organisme, ainsi que
l'identification, les interactions et le management de ces processus.
Entre autres avantages, l'approche processus confère la maîtrise permanente des liens entre les processus

management de la qualité. Il convient que chaque organisme individuel élabore la quantité de documentation
nécessaire pour démontrer le caractère efficace de la planification, du fonctionnement, de la maîtrise et de
l'amélioration continue de son système de management de la qualité et de ses processus.
La documentation d'un système de management de la qualité peut se rapporter à l'ensemble des activités
d'un organisme ou à une partie déterminée de celles-ci; par exemple des exigences spécifiées selon la nature
des produits, des processus, des exigences contractuelles, de règlements en vigueur, ou de l'organisme
lui-même.
Il est important que les exigences et le contenu de la documentation d'un système de management de la
qualité répondent aux normes qualité qu'ils sont censés satisfaire.
Les lignes directrices fournies dans le présent Rapport technique sont destinées à aider un organisme à
documenter son système de management de la qualité. Elles ne sont pas destinées à être utilisées comme
exigences à des fins contractuelles, réglementaires ou de certification.
L'un des aspects d'un système de management de la qualité est la planification de la qualité. Les documents
de planification de la qualité peuvent porter sur le management de la planification et sur la planification
opérationnelle, la préparation de la mise en œuvre du système de management de la qualité, y compris
l'organisation et le calendrier, et la démarche permettant d'atteindre les objectifs qualité.

1 Domaine d'application
Le présent Rapport technique fournit des lignes directrices pour l'élaboration et la tenue à jour de la
documentation nécessaire pour assurer un système efficace de management de la qualité, adaptée aux
besoins spécifiques de l'organisme utilisateur. L'utilisation de ces lignes directrices facilitera l'établissement
d'un système documenté répondant aux exigences de la norme de système de management de la qualité
applicable.
Le présent Rapport technique peut être utilisé pour documenter des systèmes de management relevant
d'autres normes que celles de la famille ISO 9000, par exemple des systèmes de management
environnemental et des systèmes de management de la sécurité.
NOTE Lorsqu'une procédure est documentée, le terme «procédure écrite» ou «procédure documentée» est souvent
employé.
2 Références normatives
Les documents normatifs suivants contiennent des dispositions qui, par suite de la référence qui y est faite,
constituent des dispositions valables pour la présente partie des Directives ISO/CEI. Pour les références
datées, les amendements ultérieurs ou les révisions de ces publications ne s'appliquent pas. Toutefois, les
parties prenantes aux accords fondés sur la présente partie des Directives ISO/CEI sont invitées à rechercher

3 Termes et définitions
Pour les besoins du présent Rapport technique, les termes et définitions donnés dans l'ISO 9000 ainsi que les
suivants s'appliquent. Le système de management de la qualité d'un organisme peut employer une
terminologie différente pour les types de documentation définis.

4 Documentation d'un système de management de la qualité
4.1 Généralités
L'organisation de la documentation d'un système de management de la qualité suit généralement soit les
processus de l'organisme, soit la structure de la norme qualité applicable, soit une combinaison des deux.
Toute autre organisation répondant aux besoins de l'organisme peut également être utilisée.
La structure de la documentation utilisée dans le système de management de la qualité peut être décrite sous
la forme d'une hiérarchie. Cette structure facilite la diffusion, la tenue à jour et la compréhension de la
documentation. L'Annexe A présente une hiérarchie type de la documentation d'un système de management
de la qualité. L'élaboration d'une hiérarchie dépend du contexte de l'organisme.
L'étendue de la documentation d'un système de management de la qualité peut différer d'un organisme à
l'autre en raison
a) de la taille de l'organisme et du type d'activités,
b) de la complexité des processus et de leurs interactions, et
c) de la compétence du personnel.
La documentation d'un système de management de la qualité peut comporter des définitions. Il convient que
le vocabulaire utilisé soit cohérent avec les définitions et termes normalisés qui figurent dans l'ISO 9000 ou
dans un dictionnaire d'usage général.
En général, la documentation d'un système de management de la qualité inclut les éléments suivants:
a) la politique qualité et ses objectifs;
b) le manuel qualité;
c) les procédures documentées;
d) les instructions de travail;
e) les formulaires;
f) les plans qualité;
g) les spécifications;
h) les documents externes;
i) les enregistrements.
Tout support, tel que papier ou support électronique, peut être utilisé pour la documentation d'un système de
management de la qualité.
NOTE Parmi les avantages offerts par le support électronique figurent:
a) l'accès à tout moment aux mêmes informations actualisées par le personnel approprié;
b) les accès et les modifications s'opèrent facilement et sont maîtrisés;

c) la diffusion est immédiate et aisément maîtrisée avec la possibilité d'impression sur support papier;
d) la possibilité d'accès aux documents à partir d'emplacements éloignés;
e) le retrait de documents périmés est facile et efficace.
4.2 Finalités et avantages
Pour un organisme, le fait de posséder une documentation de son système de management de la qualité
répond aux besoins et confèrent les avantages suivants, cette liste n'étant pas exhaustive:
a) décrire le système de management de la qualité de l'organisme;
b) fournir des informations destinées aux groupes interfonctionnels afin qu'ils puissent mieux comprendre
les rapports mutuels;
c) communiquer aux salariés l'engagement de la direction en matière de qualité;
d) aider les salariés à comprendre leur rôle au sein de l'organisme, leur donnant ainsi une conscience
accrue de la finalité et l'importance de leur travail;
e) assurer une compréhension mutuelle entre les salariés et l'encadrement;
f) constituer une base pour les attentes en matière de performances de travail;
g) exposer comment les choses doivent être faites afin de satisfaire aux exigences spécifiées;
h) fournir des preuves objectives de la satisfaction aux exigences spécifiées;
i) fournir un cadre de fonctionnement clair et efficace;
j) fournir une base pour la formation de nouveaux salariés et pour le recyclage périodique des salariés en
place;
k) fournir une base pour faire régner la discipline et maintenir l'équilibre au sein de l'organisme;
l) assurer la cohérence des opérations basées sur des processus documentés;
m) fournir une base pour l'amélioration continue;
n) apporter aux clients une confiance fondée sur un système documenté;
o) démontrer aux parties intéressées les aptitudes présentes dans l'organisme;
p) fournir un cadre précis des exigences pour les fournisseurs;
q) fournir une base permettant d'auditer le système de management de la qualité;
r) fournir une base permettant d'évaluer l'efficacité et la pertinence continue du système de management de
la qualité.
4.3 Politique qualité et objectifs
Il convient que la politique qualité et ses objectifs soient documentés et ils peuvent être repris dans un
document indépendant ou figurer dans le manuel qualité.

4.4 Manuel qualité
4.4.1 Contenu
Un manuel qualité est unique à chaque organisme. Le présent Rapport technique prévoit une certaine
souplesse dans la définition de la structure, du format, du contenu, ou du mode de présentation pour
documenter le système de management de la qualité pour tous types d'organismes.
Il peut s'avérer approprié pour un petit organisme d'inclure la description de l'ensemble de son système de
management de la qualité dans un seul manuel, y compris toutes les procédures documentées exigées par
l'ISO 9001. Les grands organismes multinationaux peuvent avoir besoin de plusieurs manuels au niveau
international, national ou régional, ainsi que d'une hiérarchie plus complexe de la documentation.
Il convient que le manuel qualité contienne le domaine d'application du système de management de la qualité,
les détails et la justification de toute exclusion, les procédures documentées ou la référence correspondante,
et une description des processus du système de management de la qualité et leurs interactions.
Il convient d'inclure dans le manuel qualité les informations relatives à l'organisme, telles que le nom, l'endroit
où il se trouve, et les moyens de communication. Des informations complémentaires telles que son type
d'activité, une brève description de ses antécédents, de son historique et de sa taille peuvent également être
incluses.
Il convient qu'un manuel qualité contienne les éléments décrits de 4.4.2 à 4.4.9, mais pas forcément dans le
même ordre.
4.4.2 Titre et domaine d'application
Il convient que le titre et/ou le domaine d'application du manuel qualité définissent l'organisme auquel le
manuel s'applique. Il convient que le manuel se réfère à la norme spécifique de système de management de
la qualité sur laquelle est fondé le système de management de la qualité.
4.4.3 Sommaire
Il convient que le sommaire du manuel qualité indique le numéro et le titre de chacun des chapitres et la
manière de les retrouver.
4.4.4 Revue, approbation et révision
Il convient que la preuve de la revue, de l'approbation, de l'indice de révision et de la date du manuel qualité
figurent clairement dans le manuel qualité.
Dans la mesure du possible, il convient d'identifier dans le document lui-même ou dans les pièces jointes
appropriées la nature de la modification.
4.4.5 Politique qualité et objectifs qualité
Lorsque l'organisme choisit d'inclure la politique qualité dans le manuel qualité, celui-ci peut inclure une
déclaration relative à la politique qualité et aux objectifs qualité. Les objectifs de qualité proprement dits
permettant de répondre à ces objectifs peuvent être spécifiés dans une autre partie de la documentation d'un
système de management de la qualité déterminée par l'organisme. Il convient que la politique qualité
comporte un engagement visant à se conformer aux exigences et à améliorer en continu l'efficacité du
système de management de la qualité.
Les objectifs proviennent généralement de la politique qualité de l'organisme et doivent être atteints. Lorsque
les objectifs sont quantifiés ils deviennent des buts et sont par conséquent mesurables.

4.4.6 Organisme, responsabilités et autorités
Il convient que le manuel qualité fournisse une description de la structure de l'organisme. Les responsabilités,
les autorités et les relations mutuelles peuvent être représentées par des moyens tels que organigrammes,
logigrammes et/ou descriptions de postes. Ceux-ci peuvent être inclus dans le manuel qualité ou une
référence peut y être faite.
4.4.7 Références
Il convient que le manuel qualité contienne une liste de documents auxquels référence est faite mais qui ne
sont pas inclus dans le manuel.
4.4.8 Description du système de management de la qualité
Il convient que le manuel qualité fournisse une description du système de management de la qualité et de sa
mise en œuvre au sein de l'organisme. Il convient d'inclure dans le manuel qualité des descriptions des
processus et de leurs interactions. Il est recommandé d'inclure dans le manuel qualité les procédures
documentées ou leur référence.
Il convient que l'organisme documente son système spécifique de management de la qualité en suivant l'ordre
du flux des processus ou la structure de la norme choisie ou toute séquence adaptée à l'organisme. Des
renvois entre la norme choisie et le manuel qualité peuvent s'avérer utiles.
Il est recommandé que le manuel qualité reflète les méthodes utilisées par l'organisme pour répondre à sa
politique et à ses objectifs.
4.4.9 Annexes
Des annexes contenant des informations venant à l'appui du manuel peuvent être incluses.
4.5 Procédures documentées
4.5.1 Structure et format
Il convient que l'organisme définisse la structure et le format des procédures documentées (support papier ou
support électronique) de la manière suivante: texte, logigrammes, tableaux, une combinaison de ces derniers,
ou toute autre manière appropriée en fonction des besoins propres de l'organisme. Il convient que les
procédures documentées contiennent les informations nécessaires (voir 4.5.2) ainsi qu'une identification
unique.
Les procédures documentées peuvent se référer aux instructions de travail qui définissent comment
s'accomplit une activité. Les procédures documentées décrivent en général des activités qui recouvrent
différentes fonctions, alors que les instructions de travail s'appliquent généralement aux tâches au sein d'une
seule fonction.
4.5.2 Contenu
4.5.2.1 Titre
Il convient que le titre définisse clairement la procédure documentée.
4.5.2.2 Objet
Il convient que l'objet de la procédure documentée soit défini.

4.5.2.3 Domaine d'application
Il convient de décrire le domaine d'application de la procédure documentée, y compris les domaines couverts
et ceux qui ne le sont pas.
4.5.2.4 Responsabilités et autorités
Il convient d'identifier les responsabilités et autorités des personnes et/ou des fonctions organisationnelles,
ainsi que leurs rapports mutuels associés aux processus et activités décrits dans la procédure. Ils peuvent
être décrits dans la procédure sous forme de logigrammes et de texte descriptif selon le cas pour des besoins
de clarté.
4.5.2.5 Description des activités
Le niveau du détail peut varier en fonction de la complexité des activités, des méthodes utilisées, et des
niveaux des compétences et de formation des personnes nécessaires pour qu'elles accomplissent lesdites
activités. Quel que soit le niveau du détail, il convient de considérer les aspects suivants comme étant
applicables:
a) définition des besoins de l'organisme, de ses clients et fournisseurs;
b) description des processus sous forme de texte et/ou de logigrammes liés aux activités requises;
c) établissement de ce qui est à faire, par qui ou par quelle fonction organisationnelle; pourquoi, quand, où
et comment;
d) description des contrôles relatifs au processus et aux activités identifiées;
e) définition des ressources nécessaires pour l'accomplissement des activités (en termes de personnel, de
formation, d'équipement et de matériels);
f) définition de la documentation appropriée liée aux activités requises;
g) définition des éléments entrant et sortant du processus;
h) définition des mesurages à effectuer.
L'organisme peut décider que certains éléments des informations citées ci-dessus sont plus appropriés dans
une instruction de travail.
4.5.2.6 Enregistrements
Il convient de définir dans cette section de la procédure documentée ou dans d'autres sections connexes les
enregistrements liés aux activités faisant partie de la procédure documentée. Il convient d'identifier de façon
appropriée les formulaires à utiliser pour ces enregistrements. Il convient d'indiquer la méthode requise pour
compléter, archiver et conserver les enregistrements.
4.5.2.7 Annexes
Des annexes contenant des informations venant à l'appui de la procédure documentée peuvent être incluses,
par exemple, tableaux, graphiques, logigrammes et formulaires.
4.5.3 Revue, approbation et révision
Il convient d'apporter la preuve de la revue et de l'approbation, et d'indiquer l'indice et la date de révision de la
procédure documentée.

4.5.4 Identification des modifications
Dans la mesure du possible, il convient d'identifier la nature de la modification soit dans le document lui-
même, soit dans les annexes appropriées.
4.6 Instructions de travail
4.6.1 Structure et format
Il convient d'élaborer et de tenir à jour des instructions de travail pour décrire l'exécution des travaux qui
pourrait être défaillante du fait de l'absence de ces instructions. Il existe de nombreuses manières de préparer
et de présenter les instructions.
Il convient que les instructions de travail contiennent le titre et une identification unique. (Cette information est
donnée en 4.6.4).
Il convient d'adapter la structure, le format et le niveau de détail utilisés dans les instructions de travail aux
besoins du personnel de l'organisme, ces éléments étant fonction de la complexité du travail, des méthodes
utilisées, de la formation dispensée, ainsi que des compétences et des qualifications d'un tel personnel.
La structure des instructions de travail peut différer de celle des procédures documentées.
Les instructions de travail peuvent être incluses dans les procédures documentées ou y être référencées.
4.6.2 Contenu
Il convient que les instructions de travail décrivent des activités critiques. Il est recommandé d'éviter les
détails qui ne permettent pas de mieux maîtriser l'activité. La formation peut réduire le besoin pour des
instructions détaillées, à condition que les personnes concernées possèdent les informations nécessaires
pour faire leur travail correctement.
4.6.3 Types d'instructions de travail

Prólogo
ISO (la Organización Internacional de Normalización) es una federación mundial de organismos
nacionales de normalización (organismos miembros de ISO). El trabajo de preparación de las normas
internacionales normalmente se realiza a través de los comités técnicos de ISO. Cada organismo miembro
interesado en una materia para la cual se haya establecido un comité técnico, tiene el derecho de estar
representado en dicho comité. Las organizaciones internacionales, públicas y privadas, en coordinación

Introducción
Las Normas Internacionales de la familia ISO 9000 requieren que el sistema de gestión de la calidad de
una organización esté documentado.

proceso. Con frecuencia el resultado de un proceso constituye directamente el elemento de entrada del
proceso siguiente.
La aplicación de un sistema de procesos dentro de una organización, junto con la identificación e interacciones
de estos procesos, así como su gestión, puede denominarse como “enfoque basado en procesos”.
Una ventaja del enfoque basado en procesos, es el control continuo que proporciona sobre las relaciones

Una organización tiene flexibilidad en la manera en que selecciona la documentación de su sistema de

La documentación del sistema de gestión de la calidad puede relacionarse con las actividades totales

1 Objeto y campo de aplicación

requerido por la norma de sistema de gestión de la calidad que sea aplicable.
Este informe técnico puede ser utilizado para documentar otros sistemas de gestión diferentes al de la

4 Documentación de sistemas de gestión de la calidad
4.1 Generalidades
La forma de organizar la documentación del sistema de gestión de la calidad normalmente sigue a los
procesos de la organización o a la estructura de la norma de calidad aplicable, o a una combinación
de ambas. Puede utilizarse cualquier otra forma de organizarla que satisfaga las necesidades de la
organización.

La documentación del sistema de gestión de la calidad puede incluir definiciones. El vocabulario utilizado
debería estar de acuerdo con definiciones y términos normalizados, los cuales son referenciados en la
Norma ISO 9000 o en un diccionario de uso general.
La documentación del sistema de gestión de la calidad usualmente incluye lo siguiente:
a) política de la calidad y sus objetivos;
b) manual de la calidad;
c) procedimientos documentados;

4.2 Propósitos y beneficios

4.4.8 Descripción del sistema de gestión de la calidad
