Overview

EN 13724:2013 - Postal services - Apertures of private letter boxes and letter plates - Requirements and test methods (CEN) defines the technical and test requirements for apertures used to deliver letter-post items. The standard covers design, installation and testing to ensure security, weather resistance, ergonomics and reliable daily delivery of the majority of letter-post items when installed per the manufacturer’s instructions.

Key topics and technical requirements

  • Scope & intent: Specifies requirements and test methods for apertures (flaps/frames) fitted to private letter boxes and letter plates to protect mail integrity, recipient safety and delivery efficiency.
  • Aperture classification: Four types - Type 1 (outdoor private letter boxes), Type 2 (indoor private letter boxes), Type 3 (slide-through boxes) and Type 4 (letter plates fixed to doors or side‑panels).
  • Aperture sizes: Three size categories are identified (see Annex A for dimensions). Size 3 applies only to types where indicated.
  • Gauge mail: Defines four test envelopes to validate clear delivery and emptying without damage. Examples include Gauge 1 flexible: 229 × 324 × 24 mm (filled with 210 × 297 mm, 80 g/m2 papers) and other solid gauges (Gauge 2, 3, 4).
  • Corrosion resistance: Uses EN 1670:2007 grades (Corrosion grades 0, 3 and 4) to classify materials and surface treatments.
  • Security grades: Three security grades (0, 1, 2) and specific theft-prevention measures for different aperture types; includes lock and device requirements (e.g., enhanced devices for Type 4).
  • Ergonomics & safety: Installation height recommendations for apertures and locks, flap opening/closing force, safe removal of items and provisions for easy removal and confidentiality. Annexes B & C provide informative installation-height guidance.
  • Tests (Clause 6): Detailed test methods cover components, dimensions, ergonomics/safety, confidentiality, corrosion/water penetration and security/theft prevention.

Applications and users

  • Manufacturers of private letter boxes and letter plates - product design, quality control and CE/national compliance.
  • Postal operators - procurement specifications and acceptance testing to ensure reliable delivery.
  • Test laboratories - perform standardized tests per Clause 6 and Annexes.
  • Architects, building contractors and installers - ensure correct product selection and installation to meet accessibility and safety requirements.
  • Facility managers & procurers - reference when specifying mail facilities for residential or commercial buildings.
