Aerospace series - Aerospace Operator Self-Verification Programs
This document identifies the basic elements and provides a standard for structuring operator
self-verification programs within the aviation, space, and defence industry for producers of commercial
and military aircraft and weapons platforms, space vehicles, and all related hardware, software,
electronics, engines, and composite components.
The requirements specified in this standard are complementary (not alternative) to contractual and
applicable statutory and regulatory requirements. Should there be a conflict between the requirements
of this document and applicable statutory or regulatory requirements, the latter shall take precedence.

1.1 Allgemeines
Dieses Dokument bestimmt die Grundelemente und stellt eine die Norm zur Strukturierung von Programmen
zur Betreiberselbstverifizierung in der Luftfahrt-, Raumfahrt- und der Verteidigungsindustrie für Hersteller
von zivilen und militärischen Flugzeugen und Waffenplattformen, Raumfahrzeugen und allen damit
zusammenhängenden Hardware-, Software- und Elektronikprodukten, Motoren und Verbundwerkstoffkomponenten
bereit.
Die in dieser Norm aufgeführten Anforderungen verstehen sich als ergänzend (nicht alternativ) zu den
vertraglichen und anzuwendenden gesetzlichen und behördlichen Anforderungen. Sollte es einen Widerspruch
zwischen den Anforderungen dieses Dokuments und geltenden gesetzlichen oder behördlichen Anforderungen
geben, müssen die letztgenannten Anforderungen Vorrang haben.
1.2 Anwendung
Programme zur Betreiberselbstverifizierung werden angewendet, um die gesamtheitliche Effizienz und
Produktqualität von Prozessen zu verbessern, die von der durchführenden Organisation als stabil und geeignet
zur Erfüllung aller Anforderungen angesehen werden. Programme zur Betreiberselbstverifizierung sind
keine eigenständigen Prozesse, sondern erweitern ein vorhandenes Qualitätsmanagementsystem. Sie können
zur Anwendung kommen, wo aktuell Prüftätigkeiten durchgeführt werden.

1.1 Généralités
Le présent document identifie les éléments de base et fournit une norme pour structurer les programmes d'autocontrôle des opérateurs dans l'industrie aéronautique, spatiale et de la défense à l'intention des producteurs d'aéronefs commerciaux et militaires, de plates-formes d'armement, de véhicules spatiaux et de tout matériel, logiciel, électronique, moteur et composant composite connexe.
Les exigences contenues dans la présente norme sont complémentaires (et non alternatives) des exigences contractuelles ainsi que des exigences réglementaires et légales applicables. En cas de conflit entre les exigences de la présente norme et les exigences légales ou réglementaires, ce sont ces dernières qui priment.
1.2 Application
Les programmes d'autocontrôle des opérateurs sont appliqués pour améliorer la qualité des produits et l'efficience globales des processus considérés comme stables et capables de satisfaire à toutes les exigences, telles que déterminées par l'organisme qui les met en oeuvre en son sein. Les programmes d'autocontrôle des opérateurs ne sont pas des processus autonomes, mais viennent compléter un système de management de la qualité existant. Leur application peut se faire là où des activités de contrôle sont actuellement déployées.

Ta dokument opredeljuje osnovne elemente in določa standard za strukturiranje programov za samopreverjanje letalskih operaterjev za letalsko, vesoljsko in obrambno industrijo za proizvajalce komercialnih in vojaških letal ter platform za orožje, vesoljskih vozil in vse povezane strojne opreme, programske opreme, elektronike, motorjev ter sestavljenih komponent.
Zahteve iz tega standarda dopolnjujejo (niso alternativna možnost) pogodbene in ustrezne zakonske ter regulativne zahteve. V primeru neskladnosti med zahtevami iz tega dokumenta in ustreznimi zakonskimi ali regulativnimi zahtevami imajo prednost ustrezne zakonske ali regulativne zahteve.

This document (EN 9162:2018) has been prepared by the Aerospace and Defence Industries
Association of Europe - Standardization (ASD-STAN).
After enquiries and votes carried out in accordance with the rules of this Association, this Standard has
received the approval of the National Associations and the Official Services of the member countries of
ASD, prior to its presentation to CEN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by December 2018, and conflicting national standards
shall be withdrawn at the latest by December 2018.

Rationale
This document has been elevated from a recommended practice to a standard, and defines the actions
required to implement and maintain an operator self-verification program.
Foreword
To continue to assure customer satisfaction, aviation, space, and defence industry organizations must
produce and continually improve safe, reliable products that meet or exceed customer and regulatory
requirements. The globalization of the industry and the resulting diversity of requirements and
expectations have complicated this objective.
This document is focused on standardizing, to the extent possible, operator self-verification practices in
the aviation, space, and defence industry. Establishing common requirements practices should result in
improved quality and safety, decreased costs, and elimination or reduction of organization-unique
requirements.

1 Scope
1.1 General
This document identifies the basic elements and provides a standard for structuring operator
self-verification programs within the aviation, space, and defence industry for producers of commercial
and military aircraft and weapons platforms, space vehicles, and all related hardware, software,
electronics, engines, and composite components.
The requirements specified in this standard are complementary (not alternative) to contractual and
applicable statutory and regulatory requirements. Should there be a conflict between the requirements
of this document and applicable statutory or regulatory requirements, the latter shall take precedence.
1.2 Application
Operator self-verification programs are applied to improve the overall efficiency and product quality of
processes considered stable and capable of fulfilling all requirements, as determined by the
implementing organization. Operator self-verification programs are not stand-alone processes, but
augment an existing quality management system. Its application can be made where inspection
activities are currently deployed.
