This document specifies requirements and recommendations for the provision of community interpreting services. It establishes the foundational principles and practices necessary to ensure quality community interpreting services for all language communities (spoken and/or signed), for end users, as well as for clients, and for community interpreters.

Introduction
This document was developed in response to a worldwide need to accommodate the growing linguistic,
cultural and ethnic diversity of people who interact via spoken and signed communication. Community
interpreting, also called “public service interpreting”, is essential to enable people to access community
services available to members of society, which they would be otherwise unable to access owing to a
language barrier as a result of not understanding the language of service delivery.
Such community services can occur in several communicative settings and can include, amongst others, the
following:
— public institutions (local authorities, schools, universities, community centres, etc.);
— social services (refugee boards, self-help centres, etc.);
— business and industry services (housing, real estate, insurance, financial services, etc.);
— faith-based organizations (rituals, ceremonies, etc.);
— media organizations (television, internet broadcasters, etc.);
— emergency services (natural disasters, pandemics, etc.).
Community interpreting can include services provided in legal settings (police stations, courts, prisons, etc.)
to facilitate equal access to justice. Legal interpreting is addressed in ISO 20228. In a number of countries,
legal interpreting, a broad field that includes court interpreting, is not considered part of community
interpreting. Similarly, healthcare interpreting is addressed in ISO 21998. In a number of countries,
healthcare interpreting is not considered part of community interpreting. However, in several countries,
community interpreting includes services provided in legal and/or healthcare-related communicative
events, with acknowledgement that these services require additional training.
Community interpreting has become established as a profession. There are various codes and standards for
specific settings but there are currently no universally agreed requirements for community interpreters. It
is important to stress that interpreting differs from translation as it deals with oral or signed communication
occurring in real time.

Introduction
Le présent document a été élaboré afin de répondre à un besoin universel d’intégration de la diversité
linguistique, culturelle et ethnique croissante des personnes qui interagissent par communication parlée
et signée. L’interprétation de service public est essentielle pour permettre à des personnes d’accéder aux
services dont bénéficient les membres de la société et auxquels elles seraient incapables d’accéder autrement
en raison de la barrière de la langue, car elles ne comprennent pas la langue dans laquelle le service est
fourni.
Ces services peuvent exister dans différents contextes de communication et inclure, entre autres:
— les institutions publiques (autorités locales, écoles, universités, centres sociaux, etc.);
— les services sociaux (institutions de l'asile, centres d’aide juridique, etc.);
— les organismes commerciaux et industriels (logement, immobilier, assurance, services financiers, etc.);
— les organisations confessionnelles (rites, cérémonies, etc.);
— les organismes médiatiques (télévision, diffuseurs internet, etc.);
— les services d’urgence (catastrophes naturelles, pandémies, etc.).
L’interprétation de service public peut inclure des services fournis dans un contexte juridique (commissariats,
tribunaux, prisons, etc.) pour favoriser l’égalité de l’accès à la justice. L’interprétation juridique et judiciaire
est traitée par l’ISO 20228. Dans un certain nombre de pays, l’interprétation juridique, vaste domaine qui
inclut l’interprétation judiciaire, n’est pas considérée comme faisant partie de l’interprétation de service
public. De même, l’interprétation dans le domaine de la santé est traitée par l’ISO 21998. Dans un certain
nombre de pays, l’interprétation dans le domaine de la santé n’est pas considérée comme faisant partie de
l’interprétation de service public. Toutefois, dans plusieurs pays, l’interprétation de service public inclut des
services fournis dans les événements de communication juridiques et judiciaires et/ou de santé, étant bien
entendu que ces services nécessitent une formation additionnelle.
L’interprétation de service public est reconnue en tant que profession. Il existe différents codes et normes
applicables à des contextes spécifiques mais il n’existe actuellement aucune exigence universellement
admise pour les interprètes de service public. Il est important de noter que l’interprétation diffère de la
traduction du fait qu’elle a lieu par communication orale ou signée en temps réel.

1 Domaine d’application
Le présent document spécifie des exigences et des recommandations pour la prestation de services
d’interprétation de service public. Il établit les principes fondamentaux et les pratiques nécessaires pour
assurer des services d’interprétation de service public de qualité à toutes les communautés linguistiques
(de langues parlées et/ou signées), aux utilisateurs finaux comme aux clients et aux interprètes de service
public.
