Statistical verification of partial factors for buildings according to Eurocode EN 1993-1-1 Annex E
This document provides requirements for the statistical distribution of material properties and dimensional parameters of structural steel products, allowing the proof of consistency of the safety approach of the properties of the product standards compared to those of the design standards for the design of steel buildings. It also describes the evaluation procedures for the verification of the compliance of structural steels with these requirements.
This document applies for the following structural steel products intended for buildings: hot rolled and welded I- and H-sections, hot rolled plates rolled on a reversing mill, sheets/plates cut from hot-rolled wide strip and hot finished and cold formed welded structural hollow sections.
It is intended to be used as a background document to support the assessment of the partial factors for steel constructions (as detailed in EN 1993-1-1).
This document can be used for neither product ordering nor certification.
NOTE The background of statistical requirements on mechanical properties and geometrical parameters is detailed in EN 1993-1-1:2022, Annex E.

Dieses Dokument legt Anforderungen an die statistische Verteilung der Werkstoffeigenschaften und Abmessungsparameter von Stahlerzeugnissen fest, die für das Sicherheitskonzept einen Übereinstimmungsnachweis für die Eigenschaften von Erzeugnisnormen im Vergleich zu den Bemessungsnormen für Berechnungen im Hochbau erlauben. Es werden auch die Anforderungen an das Bewertungsverfahren für den Übereinstimmungsnachweis von Stählen für den Stahlbau beschrieben.
Dieses Dokument ist auf folgende Stahlerzeugnisse für den Hochbau anwendbar: Warmgewalzte und geschweißte I- und H-Profile, warmgewalztes Quartoblech, Blech abgelängt von warmgewalztem Breitband und warmgefertigte und kaltgeformte geschweißte Hohlprofile.
Dieses Dokument soll als Hintergrundinformation zur Unterstützung der Bewertung von Sicherheitsfaktoren für den Stahlbau (wie in EN 1993-1-1 beschrieben) verwendet werden.
Dieses Dokument kann weder zur Bestellung noch zur Zertifizierung verwendet werden.

Ta dokument podaja zahteve za statistično porazdelitev lastnosti materiala in dimenzijskih parametrov izdelkov iz konstrukcijskega jekla, kar omogoča doslednost varnostnega pristopa lastnosti standardov za proizvod v primerjavi s konstrukcijskimi standardi za projektiranje jeklenih stavb. Opisuje tudi postopke za vrednotenje za preverjanje skladnosti konstrukcijskih jekel s temi zahtevami.
Ta dokument se uporablja za naslednje izdelke iz konstrukcijskega jekla, namenjene za stavbe: vroče valjane in varjene I- in H-profile, vroče valjane plošče na stroju za valjanje, pločevina/plošče, izrezane iz vroče valjanih širokih trakov in vroče dodelanih in hladno oblikovanih varjenih konstrukcijskih votlih profilov.

This Technical Specification (CEN/TS) was approved by CEN on 22 October 2023 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in
parallel to the CEN/TS) until the final decision about the possible conversion of the CEN/TS into an EN is reached.

1 Scope
This document provides requirements for the statistical distribution of material properties and
dimensional parameters of structural steel products, allowing the proof of consistency of the safety
approach of the properties of the product standards compared to those of the design standards for the
design of steel buildings. It also describes the evaluation procedures for the verification of the compliance
of structural steels with these requirements.
This document applies for the following structural steel products intended for buildings: hot rolled and
welded I- and H-sections, hot rolled plates rolled on a reversing mill, sheets/plates cut from hot-rolled
wide strip and hot finished and cold formed welded structural hollow sections.
It is intended to be used as a background document to support the assessment of the partial factors for

4 Statistical verification of partial factors for buildings - Requirements on the
statistical distribution of mechanical properties and products dimensions
4.1 General
The statistical requirements for the distribution of material properties and dimensional parameters are
on the basis for the calibration of the partial factors γ and γ used in EN 1993-1-1 for buildings. These

requirements are given in Tables 1 and 2 respectively. A parameter X from production (yield strength,
ultimate tensile strength, product thickness, etc.) may be assumed to be in line with the assumptions
made for the calibration of γ and γ for buildings used in EN 1993-1-1 if its data distribution meets

one of these two requirements:
— Option 1: the average value μ , match or exceed the corresponding values in Table 1 or Table 2, and

To show compliance with the assumptions, the production statistic should fulfil both the mechanical
properties and dimensional statistical criteria.
NOTE There is a need to treat the way requirements on mechanical properties and geometry can be
interrelated.
For each steel grade, the nominal values of yield strength and ultimate tensile strength shall be obtained
directly from the related product standards: the EN 10025 series for hot rolled products of structural
steels, the EN 10210 series for hot finished structural hollow sections, the EN 10219 series for cold
formed welded structural hollow sections and the EN 10149 series for hot-rolled flat products made of
high yield strength steels for cold forming. The characteristic dimensional parameter of Table 2 depends
on the geometry of the steel product. It shall be directly obtained from appropriate product dimensional
standards as EN 10024, EN 10034 and EN 10365 for hot rolled steel I and H sections, EN 10029 for hot
rolled steel plates, EN 10051 for sheets/plates from hot rolled wide strip, EN 10210-2 for hot finished
structural hollow sections and EN 10219-2 for cold formed welded structural hollow sections.
