This document covers the manhole cover assembly and specifies the performance requirements, dimensions and tests necessary to verify the compliance of the equipment to this standard.
The equipment specified by this standard is suitable for use with liquid petroleum products and other dangerous substances of Class 3 of ADR - European Agreement concerning the International Carriage of Dangerous Goods by Road which have a vapour pressure not exceeding 110 kPa at 50 °C and petrol, and which have no sub-classification as toxic or corrosive.

Diese Europäische Norm gilt für die Baugruppe Deckel für Einsteigeöffnungen und legt die Leistungs-anforderungen, Maße und Prüfungen fest, mit denen nachgewiesen werden kann, ob die Ausrüstung den Anforderungen dieser Norm entspricht.
Die in dieser Norm beschriebene Ausrüstung ist für flüssige Erdölerzeugnisse und andere gefährliche Güter der Klasse 3 (entzündbare Flüssigkeiten) des Europäischen Übereinkommens über die internationale Beför¬derung gefährlicher Güter auf der Straße (ADR) geeignet, deren Dampfdruck bei 50 °C höchstens 110 kPa beträgt (einschließlich Ottokraftstoff) und die nicht als giftig oder ätzend eingestuft sind.

La présente Norme européenne s'applique aux couvercles de trou d’homme et spécifie les exigences de performance, les dimensions et les essais nécessaires pour vérifier la conformité du dispositif à la présente norme.
L’équipement spécifié par la présente norme convient à une utilisation avec des produits pétroliers liquides et autres matières dangereuses de la classe 3 de l’ADR - Accord européen relatif au transport international des marchandises dangereuses par route - (liquides inflammables) dont la tension de vapeur ne dépasse pas 110 kPa à 50 °C (y compris l’essence) et qui n’appartiennent à aucune sous-classification des produits toxiques ou corrosifs.

EN 13317:2018 (E) 3 European foreword This document (EN 13317:2018) has been prepared by Technical Committee CEN/TC 296, “Tanks for the transport of dangerous goods”, the secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by January 2019, and conflicting national standards shall be withdrawn at the latest by January 2019. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN shall not be held responsible for identifying any or all such patent rights. This document supersedes EN 13317:2002+A1:2006. This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association. The following significant changes were made in this edition of EN 13317 in comparison with the earlier one: — a statement to be included in the installation instructions regarding the requirements for attachment to the shell; — the keeping period for test results clarified; — drop test rig, (Annex A), dimensions of sand boxes improved; — Mounting dimensions, (Annex B), title change, contents amended and expanded into two annexes (Annex B and Annex C) for clarification. This European Standard has been submitted for reference into the technical annexes of the ADR [1]. Therefore, in this context the standards listed in the normative references and covering basic requirements of the ADR not addressed within the present standard are normative only when the standards themselves are referred to in the technical annexes of the ADR.
