This document deals with the technical requirements to minimise the risks of hazards listed in Clause 4 which can arise during the operation and/or maintenance of double acting hydraulic rescue tool systems, when carried out as intended by the manufacturer or his authorised representative.
All the safety requirements of this document apply to double acting hydraulic rescue tools manufactured after the date of publication.
Double acting hydraulic rescue tool systems are intended for use by the fire fighting and rescue services, principally for cutting through, spreading or pushing apart the structural parts of road vehicles, ships, trains, aircraft's and building structures involved in accidents. They consist, as defined in Clause 3 of a separate power pack, the tool[s] and the necessary interconnections and intended accessories.
NOTE 1 The aim is to assist whilst extracting the casualties or to create a working space for paramedical services taking the local conditions into account.
This document does not establish the additional requirements for:
a) operation in severe conditions (e.g. extreme environmental conditions such as: temperatures outside the range -20 °C +55 °C, corrosive environment, tropical environment, contaminating environments, strong magnetic fields, potentially explosive atmospheres);
b) the risk directly arising from the means provided for the portability, transportability and mobility of double-acting hydraulic rescue tools during periods of their operation.
NOTE 2 For the EU/EEA other Directives can be applicable to the equipment in the scope, for example the Electro Magnetic Compatibility Directive.
Doppelt wirkende hydraulische Rettungsgeräte für die Feuerwehr und Rettungsdienste - Sicherheits- und Leistungsanforderungen
Dieses Dokument behandelt die technischen Anforderungen zur Risikominimierung der in Abschnitt 4 aufgeführten Gefährdungen, die auftreten können, wenn doppelt wirkende hydraulische Rettungsgeräte-systeme wie vom Hersteller oder seinem autorisierten Vertreter vorgesehen bedient und/oder gewartet werden.
Alle Sicherheitsanforderungen dieses Dokuments gelten für doppelt wirkende hydraulische Rettungsgeräte, die nach dem Erscheinungsdatum hergestellt werden.
Doppelt wirkende hydraulische Rettungsgerätesysteme sind vorgesehen für den Einsatz durch Feuerwehren und Rettungsdienste im Wesentlichen für das Durchtrennen, Spreizen oder Auseinanderziehen von Teilen von Fahrzeugen, Schiffen, Schienenfahrzeugen, Flugzeugen und Gebäudeteilen, die in Unfälle verwickelt sind. Diese Geräte bestehen, entsprechend Abschnitt 3, aus einem separaten Pumpenaggregat, dem (den) Rettungsgerät(en) sowie den erforderlichen Anschlüssen und vorgesehenem Zubehör.
ANMERKUNG 1 Das Ziel des Einsatzes ist die Hilfestellung bei der Bergung von Unfallopfern oder das Schaffen eines Arbeits¬bereiches für Sanitätsdienste unter Berücksichtigung der örtlichen Gegebenheiten.
Dieses Dokument legt keine zusätzlichen Anforderungen fest für:
a) den Betrieb unter schwierigen Bedingungen (z. B. extreme Umgebungsbedingungen wie: Temperaturen außerhalb des Bereichs von -20 °C und +55 °C, korrosive Umgebung, tropische Umgebung, kontaminierende Umgebungen, starke Magnetfelder, potenziell explosive Atmosphäre);
b) die Gefahr, die direkt aus den Einrichtungen entsteht, die zum Tragen, Transportieren und für die Mobilität von doppelt wirkenden hydraulischen Rettungsgeräten während des Einsatzzeitraumes vorgesehen sind.
ANMERKUNG 2 Für die EU/den EWR können weitere Richtlinien für die im Anwendungsbereich genannten Geräte gelten, wie z. B. die Richtlinie zur Elektromagnetischen Verträglichkeit.
Matériels hydrauliques de désincarcération à double effet à usage des services d'incendie et de secours - Prescriptions de sécurité et de performance
Le présent document traite des prescriptions techniques destinées à minimiser les risques de survenue des phénomènes dangereux indiqués dans l’Article 4, qui peuvent se présenter pendant le fonctionnement et/ou la maintenance des matériels de désincarcération hydrauliques à double effet, lorsque ces opérations sont effectuées conformément aux indications du fabricant ou de son représentant agréé.
Toutes les prescriptions de sécurité du présent document s’appliquent aux matériels de désincarcération hydrauliques à double effet fabriqués après sa date de publication.
Les systèmes de désincarcération hydrauliques à double effet sont destinés aux services d’incendie et de secours, principalement pour découper, écarter ou pousser les parties structurelles des véhicules routiers, des bateaux, des trains et des avions, ainsi que des structures de construction impliquées dans les accidents. Comme défini dans l’Article 3, ces systèmes sont composés d'un bloc d’alimentation indépendant, de l’outil (des outils) et des raccordements et accessoires prévus nécessaires.
NOTE 1 L’objectif consiste à faciliter l’extraction des blessés ou à créer un espace de travail pour les équipes paramédicales, en tenant compte de la situation rencontrée.
Le présent document n’établit pas les prescriptions supplémentaires pour :
a) le fonctionnement dans des conditions très difficiles (par exemple, des conditions d’environnement extrêmes telles que : des températures en dehors de la plage - 20 °C + 55 °C, un environnement corrosif, un milieu tropical, un environnement contaminant, des champs magnétiques intenses, des atmosphères potentiellement explosibles) ;
b) les risques découlant directement des moyens utilisés pour la portabilité, la transportabilité et la mobilité des matériels de désincarcération hydrauliques à double effet au cours de leur utilisation.
NOTE 2 Pour l’UE/EEE, d’autres directives peuvent être appliquées aux équipements concernés, par exemple la Directive Compatibilité Électromagnétique.
Dvojno delujoče hidravlične reševalne naprave za gasilske in reševalne enote - Zahteve za varnost in obnašanje v uporabi
V tem dokumentu so obravnavane tehnične zahteve za zmanjšanje tveganj, navedenih v točki 4, do katerih lahko pride med obratovanjem in/ali vzdrževanjem sistemov dvojno delujočih hidravličnih reševalnih naprav, ko ga v skladu z navodili izvaja proizvajalec ali njegov zakoniti zastopnik. Vse varnostne zahteve v tem dokumentu veljajo za dvojno delujoče hidravlične reševalne naprave, izdelane po datumu objave. Sistemi dvojno delujočih hidravličnih reševalnih naprav so namenjeni uporabi za protipožarno obrambo in reševanje, predvsem za prebijanje prek konstrukcijskih delov cestnih vozil, ladij, vlakov, zrakoplovov in zgradb v nesrečah. Kot je določeno v točki 3, jih sestavljajo ločeni akumulator, orodja ter potrebne povezave in temu namenjeni pripomočki.
