Self-propelled agricultural machines - Road safety - Basic requirements

This European Standard specifies the road safety requirements for self-propelled agricultural machines.
It applies to self-propelled machines exceeding a maximum design speed of 6 km/h running on tyres or endless tracks and falling within the scope of Directive 2006/42/EC and which may be required to travel occasionally on the public road network.
This document is not applicable to self-propelled agricultural machines consisting of machines mounted on a vehicle chassis covered by Directive 2007/46/EC.
This document is not applicable to self-propelled agricultural machines which are manufactured before the date of publication of this document by CEN.
NOTE 1 For the purpose of this European Standard a public road shall be defined as a road to which vehicles have access and on which either the machines and/or operator must be licensed. Industrial sites, work sites and agricultural and forestry land shall not be considered as a public road for this purpose.
NOTE 2 Directive 2007/46/EC of the European Parliament and of the Council of 5 September 2007 establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles

-   constituées de machines montées sur un châssis d’un véhicules à moteur ;

Overview

prEN 16666 - "Self-propelled agricultural machines - Road safety - Basic requirements" is a CEN draft European Standard prepared by CEN/TC 144. It sets out basic road safety requirements for self‑propelled agricultural machines that exceed a maximum design speed of 6 km/h, run on tyres or endless tracks, and may occasionally travel on the public road network. The standard applies to machinery within the scope of Directive 2006/42/EC and excludes machines mounted on vehicle chassis covered by Directive 2007/46/EC or machines manufactured before the document’s publication.

Key Topics

The standard defines essential safety aspects for agricultural machinery used on public roads. Major technical topics include:

  • Dimensions and masses - design to minimise traffic disruption and risk on public roads.
  • Speed and marking - controls and marking to ensure safe manoeuvrability up to the machine’s maximum design speed.
  • Brakes - effective stopping and holding under all permitted speeds and load conditions.
  • Steering - stability and control in normal and secondary operating conditions.
  • Lighting, signalling devices and reflectors - appropriate, road‑suitable lights and reflectors; stowage or protection if they impede field operation.
  • Field of vision - sufficient direct or indirect visibility for the operator in foreseeable conditions.
  • Mechanical connection devices - safe towing interfaces with reliable locking and sufficient articulation.
  • Fuel tank - positioning and construction to minimise damage/fire risk; corrosion resistance and leak‑proof design.
  • Drive‑by sound - sound levels minimised consistent with state of the art.
  • Audible warning - provision of a horn or equivalent.
  • Glazing - light transmissibility and safety under breakage.
  • Protection against tyre projections - minimise risks from tyre debris at road speeds.
  • Road surface protection - avoid road damage; for tracked machines avoid metallic road contact.
  • Protruding appliance protection/signalling - reduce collision risk and signal protruding parts.
  • Operator restraints - seat belts for fast‑moving machines.

Applications

prEN 16666 is intended for:

  • Manufacturers and designers of self‑propelled agricultural machines to ensure road safety compliance.
  • Safety engineers and test labs validating braking, lighting, steering and restraint systems.
  • Compliance and approval bodies checking machinery against Directive 2006/42/EC obligations when vehicles will use public roads.
  • Fleet managers and farmers planning transport and road operation of agricultural equipment.

Practical benefits include improved operator safety, reduced road damage and clearer manufacturers’ requirements for machines that travel occasionally on public roads.

Related Standards

  • Directive 2006/42/EC (Machinery Directive) - scope relevance.
  • Directive 2007/46/EC (type approval of motor vehicles) - exclusions for vehicle‑chassis mounted machines.
  • Prepared by CEN/TC 144 (Tractors and machinery for agriculture and forestry).
