Overview
EN 13315:2002 is a European Standard developed by CEN that specifies requirements for gravity discharge couplers used on tanks transporting dangerous goods. The standard outlines the performance criteria, key dimensions, and verification tests required to ensure the coupler’s compatibility and safety. Designed for use with tanks carrying liquid petroleum products and other dangerous substances classified as Class 3 (flammable liquids) under the ADR (European Agreement concerning the International Carriage of Dangerous Goods by Road), this standard is pivotal for ensuring safe and efficient gravity discharge from tanks. The applicable substances must have a vapour pressure at 50°C not greater than 110 kPa.
Key Topics
- Performance Requirements: The standard details the essential operational capabilities, such as leak prevention, secure mating with adaptors, and safe coupling/uncoupling procedures.
- Critical Dimensions: Minimum and maximum size constraints are defined to guarantee compatibility with standard tank equipment and ensure safe operation when tanks are mounted on vehicles.
- Testing Procedures: EN 13315:2002 prescribes both production and type tests for shell tightness and operability, referencing relevant testing methods to verify compliance.
- Marking and Identification: Gravity discharge couplers must have permanent markings including the standard reference, manufacturer details, maximum allowable working pressure (MAWP), and other critical information.
- Material and Construction: Full material specifications are required for all parts that contact dangerous liquids, ensuring chemical compatibility and mechanical integrity.
- Temperature and Resistance: Couplers must be designed to operate within specified temperature ranges and electrical resistance criteria to support safety during use.
- Optional Features: Provisions are included for visual flow indicators, adaptor actuation, and interlocking mechanisms.
Applications
This standard is essential for manufacturers, safety assessors, and operators in industries involved in:
- Road Transport of Dangerous Goods: Ensuring all gravity discharge couplers used on tankers transporting flammable liquids, such as petrol and certain chemicals, meet standard performance and safety benchmarks.
- Tanker Design and Maintenance: Used by manufacturers and service providers to source and maintain compliant discharge equipment for tank vehicles.
- Safety Compliance and Inspection: Enables regulators and inspection authorities to verify that tank equipment for gravity discharge complies with recognized EU safety standards.
- Oil and Chemical Industries: Applied where there is regular transfer of liquid petroleum products or other dangerous Class 3 substances, supporting safe and efficient unloading at depots, terminals, and production sites.
