Overview - EN 12561-1:2011 (CEN)
EN 12561-1:2011 is a European standard from CEN that specifies identification plates for tank wagons used in the rail carriage of dangerous goods. It applies to new tank wagons built after 1 January 2010 and covers liquids, solids and liquefied gases defined in RID (notably liquefied gases of class 2 and substances of classes 3, 4.1–4.3, 5.1–5.2, 6.1–6.2, 8 and 9). Compressed gases are excluded. Where requirements conflict, RID takes precedence.
Key topics and technical requirements
- Types of identification plates:
- Liquefied gases (under pressure) and refrigerated liquefied gases - specific plate layouts and particulars.
- General-purpose plates for substances where names/concentrations are not required.
- Specific-substance plates where the substance name, approved concentration and/or permitted load mass must be shown.
- Mandatory plate data fields (examples):
- Manufacturer’s name/mark, approval number (includes notified body code), serial number, year of manufacture.
- Test pressure, external design pressure, capacity (L), design temperature, material and lining/coating.
- Insulation statement (e.g., “thermally insulated”), maximum permissible working pressure, RID calculation pressure.
- Full names of approved substances and corresponding mass or approved concentration, and fields for test dates and expert stamps.
- Construction and marking:
- Plates made of stainless steel per EN 10088-2, minimum thickness 3 mm.
- Character height 4 mm; titles and field borders must be durable (e.g., engraving/etching).
- Fixing and location:
- Plate fixed to a welded spacing piece, readily accessible for inspection and stamping.
- Fixing methods: brass screws (one sealable), rivets compatible with base material, or welding. One screw/rivet must be sealed by the expert.
- Language: plate text in an official language of registration or in English/French/German; numbered fields reduce language ambiguity.
- Notes: TPED marking is referenced for gas plates; the standard cross-references RID and EN 14564.
Applications - who uses this standard
- Wagon manufacturers and fabricators specifying compliant identification plates.
- Rail operators and fleet owners for fitment and replacement of plates.
- Safety inspectors, notified bodies and expert testers conducting periodic and initial tests.
- Regulators, shippers of dangerous goods and emergency responders needing reliable tank identification and substance data.
- Maintenance workshops ensuring plates remain legible and properly sealed.
