Safety requirements for power electronic converter systems and equipment - Part 1: General

IEC 62477-1:2012 applies to Power Electronic Converter Systems (PECS) and equipment, their components for electronic power conversion and electronic power switching, including the means for their control, protection, monitoring and measurement, such as with the main purpose of converting electric power, with rated system voltages not exceeding 1 000 V a.c. or 1 500 V d.c. This document may also be used as a reference standard for product committees producing product standards for: - adjustable speed electric power drive systems (PDS); - standalone uninterruptible power systems (UPS); - low voltage stabilized d.c. power supplies. For PECS for which no product standard exists, this standard provides minimum requirements for safety aspects. This part of IEC 62477 has the status of a group safety publication in accordance with IEC Guide 104 for power electronic converter systems and equipment for solar, wind, tidal, wave, fuel cell or similar energy sources. According to IEC Guide 104, one of the responsibilities of technical committees is, wherever applicable, to make use of basic safety publications and/or group safety publications in the preparation of their product standards. This International Standard: - establishes a common terminology for safety aspects relating to PECS and equipment; - establishes minimum requirements for the coordination of safety aspects of interrelated parts within a PECS; - establishes a common basis for minimum safety requirements for the PEC portion of products that contain PEC; - specifies requirements to reduce risks of fire, electric shock, thermal, energy and mechanical hazards, during use and operation and, where specifically stated, during service and maintenance; - specifies minimum requirements to reduce risks with respect to pluggable and permanently connected equipment, whether it consists of a system of interconnected units or independent units, subject to installing, operating and maintaining the equipment in the manner prescribed by the manufacturer. This International Standard does not cover: - telecommunications apparatus other than power supplies to such apparatus; - functional safety aspects as covered by e.g. IEC 61508; - electrical equipment and systems for railways applications and electric vehicles.

La CEI 62477-1:2012 s'applique aux matériels et aux systèmes électroniques de conversion de puissance (SECP), à leurs composants pour la conversion de puissance électronique et la commande (ouverture et fermeture) électronique de puissance, y compris les moyens de commande, de protection, de surveillance et de mesure, ayant pour principale fonction la conversion de puissance électrique, d'une tension système assignée ne dépassant pas 1 000 V c.a. ou 1 500 V c.c. Le présent document peut également être utilisé comme norme de référence par les comités de produits qui élaborent des normes de produits applicables aux: - systèmes d'entraînement électrique de puissance à vitesse variable; - alimentations sans interruption autonomes (ASI); - alimentations stabilisées basse tension en courant continu. Pour les SECP pour lesquels il n'existe pas de norme de produits, la présente norme spécifie des exigences minimales pour les aspects de sécurité. La présente partie de la CEI 62477 a le statut d'une publication groupée de sécurité conformément au Guide 104 de la CEI applicable aux systèmes électroniques de conversion de puissance et équipements pour énergie solaire, éolienne, des marée, des vagues, des piles à combustible ou sources d'énergie analogues. Conformément au Guide 104 de la CEI, il incombe aux comités d'études d'utiliser, dans toute la mesure du possible, les publications fondamentales de sécurité et/ou les publications groupées de sécurité pour l'élaboration de leurs normes de produits. La présente Norme internationale: - établit une terminologie commune applicable aux aspects de sécurité concernant les matériels et les SECP; - établit les exigences minimales pour la coordination des aspects de sécurité des parties interconnectées au sein d'un SECP; - établit une base commune applicable aux exigences minimales de sécurité de la partie du convertisseur électronique de puissance (CEP) des produits comprenant un CEP; - précise des exigences permettant de réduire les risques d'incendie, de choc électrique, les dangers thermiques, mécaniques et dus à l'énergie électrique, en cours d'utilisation et de fonctionnement et, lorsque cela est spécifiquement indiqué, au cours des opérations d'entretien et de maintenance; - précise les exigences minimales permettant de réduire ces types de risques concernant les matériels enfichables et connectés en permanence, qu'ils soient constitués d'un système d'unités interconnectées ou d'unités indépendantes, faisant l'objet d'opérations d'installation, de fonctionnement et d'entretien du matériel tel que spécifié par le fabricant. La présente Norme internationale ne couvre pas: - les appareils de télécommunications autres que les alimentations pour ce type d'appareil; - les aspects de sécurité fonctionnelle tels que traités par exemple par la CEI 61508; - les matériels et systèmes électriques utilisés dans les applications ferroviaires et les véhicules électriques.

Ta del standarda IEC 62477 se nanaša na močnostne električne pretvorniške sisteme (PECS) in opremo, njihove dele za električno močnostno pretvorbo in električno močnostno preklapljanje, vključno s sredstvi za njihov nadzor, zaščito, nadzorovanje in merjenje, kot z glavnim namenom za pretvorbo električne energije z ocenjenimi sistemskimi napetostmi, ki ne presegajo 1000 voltov izmenične napetosti ali 1500 voltov enosmerne napetosti. Cilj tega mednarodnega standarda je: - uveljaviti enotno terminologijo za vidike varnosti močnostnih električnih pretvorniških sistemov in opreme; - uveljaviti minimalne zahteve za koordinacijo vidikov varnosti medsebojno povezanih delov znotraj močnostnih električnih pretvorniških sistemov; - določiti zahteve za zmanjšanje tveganja požara, elektrošoka, toplotnih, energijskih in mehaničnih tveganj med uporabo, delovanjem in, kjer je to navedeno, popravilom in vzdrževanjem; - določiti minimalne zahteve za zmanjšane tveganja pri opremi, ki se priklopi ali je stalno priklopljena, če je sestavljena iz ene ali več vzajemno povezanih enot, upoštevajoč namestitev, uporabo in vzdrževanje opreme na način, ki ga je predpisal proizvajalec. Ta evropski standard ne pokriva: - telekomunikacijskih naprav, ki niso napajalniki teh naprav; - funkcionalne varnosti, ki jo pokriva na primer standard IEC 61508; - električne opreme in sistemov za uporabo železnic in za elektronska vozila.
