This Technical Specification provides methods, which can be used to assess the monolithic character of a stabilised/solidified waste, with respect to landfilling. Information on the monolithic character is required to enable the choice of appropriate leaching tests for determination of the release of different substances from stabilised/solidified waste under specified (landfilling) conditions. This document includes several physical and/or chemical test methods each addressing different aspects of monolithic character. The selection of methods required for an assessment of the monolithic character of a stabilised/solidified waste may vary, depending on the scenario to be addressed or it may be specified in regulation. Rather than describing the procedures and methods in detail this document refers to existing standards and provides some guidance on their use on stabilised/solidified waste materials.

Charakterisierung von Abfällen - Nachweis des monolithischen Status von Abfällen

Diese Technische Spezifikation stellt Verfahren bereit, die zur Bewertung des monolithischen Charakters eines stabilisierten Abfalls in Bezug auf die Deponierung angewendet werden können. Informationen hin¬sichtlich des monolithischen Charakters sind erforderlich, um die Auswahl der geeigneten Auslaugungs¬versuche zur Bestimmung der Freisetzung von unterschiedlichen Stoffen aus stabilisiertem Abfall unter festgelegten (Deponierungs-)Bedingungen zu ermöglichen.
Dieses Dokument umfasst mehrere physikalische und/oder chemische Verfahren, jedes behandelt ver-schiedene Aspekte des monolithischen Charakters. Abhängig vom zu behandelnden Szenarium kann die Auswahl der zu einer Bewertung des monolithischen Charakters eines stabilisierten Abfalls erforderlichen Verfahren variieren oder in Richtlinien festgelegt sein.
Statt die Vorgehensweisen und die Verfahren detailliert zu beschreiben, verweist dieses Dokument auf bestehende Normen und bietet bestimmte Anleitungen zu deren Anwendung bei stabilisierten Abfall-materialien.
Diese Technische Spezifikation behandelt nicht die Belange des Gesundheits- und Arbeitsschutzes.
Die folgenden Vorgehensweisen und Verfahren sind in diesem Dokument enthalten:
-   Prüfung zur Bestimmung der Druckfestigkeit bei unbehinderter Seitenausdehnung (UCS, en: unconfined compressive strength);
-   Prüfung zur Bestimmung der Durchlässigkeit (Permeabilität);
-   Prüfung zur Bestimmung des Massenverlustes durch Auflösung oder Zersetzung;
-   Prüfung zur Bestimmung der Ausdehnung (Expansion);
-   Prüfung zur Bestimmung des Gehaltes an organischem Material (Substanz);
-   Prüfung zur Bestimmung der Wirkungen des Frost-Tau-Wechsels.

Caractérisation des déchets - Vérification du caractère monolithique d'un déchet

La présente Spécification technique indique les méthodes qui peuvent être utilisées pour évaluer le caractère monolithique d'un déchet stabilisé, dans l'optique d'une mise en stockage. Il est nécessaire de disposer d'informations sur le caractère monolithique d'un déchet afin de pouvoir choisir les méthodes de lixiviation appropriées pour la détermination du relargage de différentes substances par le déchet stabilisé dans des conditions spécifiées (mise en stockage).
Le présent document inclut plusieurs méthodes d'essai physiques et/ou chimiques concernant différents aspects du caractère monolithique. Le choix des méthodes requises pour évaluer le caractère monolithique d'un déchet stabilisé peut varier en fonction du scénario à envisager ; il peut également être imposé par la réglementation.
Le présent document, plutôt que de décrire dans le détail les modes opératoires et les méthodes, fait référence à des normes existantes et fournit des conseils d'utilisation de ces normes pour la gestion des déchets stabilisés.
La présente Spécification technique n’aborde pas les thèmes de la santé ni de la sécurité.
Les modes opératoires et méthodes suivants sont inclus dans le présent document :
-   essai de détermination de la résistance en compression uniaxiale ;
-   essai de détermination de la perméabilité ;
-   essai de détermination de la perte de masse par dissolution ou désintégration ;
-   essai de détermination de la dilatation ;

Ta tehnična specifikacija določa metode, ki jih je mogoče uporabiti za oceno značaja monolitnosti stabiliziranih/utrjenih odpadkov v zvezi z odlaganjem na odlagališče. Informacije o značaju monolitnosti so potrebne, da se omogoči izbira ustreznih preskusov izluževanja za določanje izpuščanja različnih snovi iz stabiliziranih/strjenih odpadkov pod določenimi pogoji (za odlaganje). Ta dokument obravnava več fizikalnih in/ali kemijskih preskusnih metod, pri čemer vsaka obravnava različne vidike značaja monolitnosti. Izbira metod, potrebnih za oceno značaja monolitnosti stabiliziranih/strjenih odpadkov, se lahko razlikuje, odvisno od scenarija, ki se obravnava, ali pa se to lahko določi v predpisu. Ta dokument ne opisuje podrobno postopkov in metod, ampak se sklicuje na obstoječe standarde ter zagotavlja navodila za njihovo uporabo v zvezi s stabiliziranimi/strjenimi odpadki.

This Technical Specification (CEN/TS) was approved by CEN on 18 February 2014 for provisional application.

The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to submit their
comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS available
promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in parallel to the CEN/TS)

Introduction
Disposal of some types of waste requires stabilisation/solidification to reduce the impact and/or comply with
regulatory requirements. The characterisation of waste is an essential step for the assessment of a potential
final destination, especially in case of landfilling and associated potential hazards. Based on its properties, a
stabilised/solidified waste material may be allocated to a landfill for granular waste or a landfill for monolithic
waste. Information on certain physical properties of a given stabilised/solidified waste material is required to
determine if it can be classified as a monolithic material and to select appropriate leaching test method(s) and
landfilling options for that waste. This technical specification describes test methods applicable to assessment
of these physical properties.
WARNING – Anyone dealing with waste and sludge analysis should be aware of the typical risks of
that kind of material irrespective of the parameter to be determined. Waste and sludge samples may
contain hazardous (e.g. toxic, reactive, flammable, infectious) substances, which can be liable to
biological and/or chemical reaction. Consequently these samples should be handled with special
care. Gases which may be produced by microbiological or chemical activity are potentially flammable
and will pressurise sealed bottles. Bursting bottles are likely to result in hazardous shrapnel, dust
and/or aerosol. National regulations should be followed with respect to all hazards associated with
the methods in this technical specification.
