Cranes - General design - Part 3-2: Limit states and proof of competence of wire ropes in reeving systems

This Part 3-2 of the Technical Specification CEN/TS 13001 is used together with Part 1 and Part 2 and as such they specify general conditions, requirements and methods to prevent mechanical hazards of wire ropes in reeving systems of cranes by design and theoretical verification.
NOTE 1   Specific requirements for particular types of crane are given in the appropriate Technical Specification for the particular crane type.
Exceeding the limits of strength could result in risks to persons during normal use and foreseeable misuse. Clauses 5 to 6 of this Technical Specification are necessary to reduce or eliminate these risks.
This Technical Specification is applicable to cranes which are manufactured after the date of approval by CEN of this Technical Specification and serves as reference base for the Technical Specifications for particular crane types.
NOTE 2   CEN/TS 13001-3-2 deals only with the limit state method in accordance with EN 13001-1.

Dieser Teil 3-2 der Technischen Spezifikation EN 13001 ist zusammen mit Teil 1 und Teil 2 anzuwenden und
spezifiziert allgemeine Bedingungen, Anforderungen und Methoden zur Vermeidung von Gefahren bei
Drahtseilen in Seiltrieben von Kranen durch die Konstruktion und theoretische Überprüfung.
ANMERKUNG 1 Besondere Anforderungen für spezielle Krantypen sind in der zugehörigen Technischen Spezifikation
für den speziellen Krantyp angegeben.
Überschreiten der Festigkeitsgrenzen kann zu gefährlichen Situationen für Personen während des normalen
Gebrauchs und vorhersehbaren Missbrauchs (des Krans) führen. Abschnitte 5 und 6 dieser Technischen
Spezifikation sind erforderlich, um diese Risiken zu reduzieren oder zu eliminieren.
Diese Technische Spezifikation gilt für Krane, die nach dem Datum der Genehmigung dieser Technischen
Spezifikation durch CEN hergestellt werden, und dient als Referenzgrundlage für die Technischen
Spezifikationen für spezielle Krantypen.
ANMERKUNG 2 CEN/TS 13001-3-2 berücksichtigt nur die Methode der Grenzzustände nach EN 13001-1.

Appareils de levage à charge suspendue - Conception générale - Partie 3-2: Etats limites et vérification d'aptitude des systèmes de mouflage

La présente partie 3-2 de la Spécification Technique CEN/TS 13001 est à utiliser conjointement avec les
parties 1 et 2 pour spécifier les conditions, prescriptions et méthodes générales permettant, par la conception
et la vérification théorique, d’éviter les risques mécaniques dus aux systèmes de mouflage d’appareils de
levage à charge suspendue.
NOTE 1 Les prescriptions spécifiques relatives aux types particuliers d’appareils de levage à charge suspendue sont
données dans la Spécification Technique appropriée au type particulier d’appareil de levage à charge suspendue.
Le dépassement des limites de résistance pourrait entraîner des risques pour les personnes lors d'une
utilisation normale ou d'une mauvaise utilisation prévisible. Les Articles 5 à 6 de la présente Spécification
Technique sont nécessaires pour réduire ou éliminer les risques associés au phénomène dangereux suivant.
La présente Spécification Technique s'applique aux appareils de levage à charge suspendue construits après
la date d'approbation par le CEN de la présente Spécification Technique, et sert de référence pour les
spécifications techniques de types particuliers d’appareils de levage à charge suspendue.

This Technical Specification (CEN/TS) was approved by CEN on 5 February 2008 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to submit their
comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS available
promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in parallel to the CEN/TS)
until the final decision about the possible conversion of the CEN/TS into an EN is reached.

This document is to be used together with the other generic parts of EN 13001 series of standards, see Annex E, as well as pertinent crane type product EN standards, and as such they specify general conditions, requirements and methods to, by design and theoretical verification, prevent mechanical hazards of hydraulic cylinders that are part of the load carrying structures of cranes. Hydraulic piping, hoses and connectors used with the cylinders are not within the scope of this document, as well as cylinders made from other material than carbon steel.
NOTE 1   Specific requirements for particular crane types are given in the appropriate European product standards, see Annex E.
The significant hazardous situations and hazardous events that could result in risks to persons during intended use are identified in Annex F. Clauses 4 to 7 of this document provide requirements and methods to reduce or eliminate these risks:
a)   exceeding the limits of strength (yield, ultimate, fatigue);
b)   elastic instability (column buckling).

This European Standard is to be used together with EN 13001-1 and EN 13001-2 and, as such, they specify general conditions, requirements and methods to prevent by design and theoretical verification, mechanical hazards in crane hooks.
This European Standard covers the following parts of hooks and types of hooks:
-   bodies of any type of hooks made of steel forgings;
-   machined shanks of hooks with a thread/nut suspension.
Principles of this European Standard can be applied to machined shanks of hooks in general. However, stress concentration factors relevant to designs not given in this standard would have to be determined and applied.
NOTE 1   Cast hooks and plate hooks, which are those, assembled of one or several parallel parts of rolled steel plates, are not covered in this European Standard.
The following is a list of significant hazardous situations and hazardous events that could result in risks to persons during normal use and foreseeable misuse. Clauses 4 to 8 of this document are necessary to reduce or eliminate the risks associated with the following hazards:
a)   exceeding the limits of strength (yield, ultimate, fatigue);
b)   exceeding temperature limits of material.
The requirements of this European Standard are stated in the main body of the document and are applicable to forged hook designs in general.
The commonly used hook body and shank designs listed in Annexes A, B and F are only examples and should not be referred to as requirements of this European Standard. Annex I gives guidance for the selection of a hook size, where a hook body is in accordance with Annex A or B. The selection of hook form is not limited to those shown in Annexes A and B.
This European Standard is applicable to cranes, which are manufactured after the date of approval of this European Standard by CEN, and serves as a reference base for product standards of particular crane types.
NOTE 2   This part of EN 13001 deals only with the limit state method in accordance with EN 13001-1.

NOTE   Supporting pedestal and structures such as columns and boom rests, are covered by this document to the extent where their main purpose is to support the crane.
This document is applicable to light offshore cranes, whose structures are made of steel, and fulfil all of the following characteristics:
-   maximum rated capacity 15 tonnes or maximum static load moment 3 000 kNm;
-   limitation for off-board lifting operation up to Hs = 2,0 m and wind speed 15 m/s (3 s gust);
-   maximum number of working cycles class U1 (C ≤ 3,15 × 104) according to EN 13001-1.
This document provides requirements for all significant hazards, hazardous situations and events relevant to light offshore cranes for lifting of goods and lifting of persons, when used as intended and under conditions foreseen by the risk assessment (see Clause 4).
This document is applicable to light offshore cranes, which are manufactured after the date of approval by CEN of this document.
This document is not applicable for:
a)   transportation, assembly, disabling, scrapping, installation or erecting of the crane;
b)   any item attached to the hook, such as loads, non-fixed load lifting attachments, lifting accessories, baskets, carriers and containers;
c)   lifting operations in ambient temperatures below −20 °C;
d)   lifting operations in ambient temperatures above 45 °C;
e)   lifting operations involving more than one crane;
f)   accidental loads as result of collisions, earthquakes, explosions, etc., which are not covered by exceptional loads defined in Table B.7;
g)   emergency personnel rescue operations (except training);
h)   subsea lifting operations;
i)   general purpose offshore cranes (covered by EN 13852-1), floating cranes and motion compensated cranes.

Crane safety - General design - Part 2: Load actions

This document specifies load actions and load combinations for the calculation of load effects as basis for the proof of competence of a crane and its main components. It will be used together with the other generic parts of the EN 13001 series of standards, see Annex E. This document specifies design requirements for non-powered access installed on cranes.
NOTE 1 For other type of access, a requirement for information to be supplied is specified.
Slidable, retractable means of access are excluded from the scope, except movable hoop guards.
This document covers means of access to control stations and all access required for maintenance, certain erection and dismantling operations.
For those cranes which are intended to be erected and dismantled frequently to change their places of work, specific requirements for the access needed during these operations are not covered by this document and should be given in the appropriate European Standards for specific crane types.
Lighting of means of access is not covered by this document and should be given in the appropriate European Standards for specific crane types.

The requirements given in this document do not take into account the safety distances related to:
- guarding against hazard from moving parts;
- relative movement between crane and adjacent structure or the ground/floor;
- hazardous surface temperature;
- electrical equipment.

-   type of communication between devices;
-   information for the crane operator and outside indicator.
It also specifies the requirements for marking the device or the system and the content of the instructions for use.

This document applies to loader cranes designed to be installed on:

-   tractors (road or agricultural), where only a towed trailer has capability to carry goods;
-   demountable bodies to be carried by any of the above;

This document does not cover hazards related to the lifting of persons.
NOTE   The use of cranes for lifting of persons can be subject to specific national regulations.
This document is not applicable to loader cranes manufactured before the publication of this document. For loader cranes designed before the publication of this document, the provisions concerning stress calculations in the version of EN 12999 that was valid at the time of their design, are still applicable.
