Oil spill identification - Petroleum and petroleum related products - Part 1: Sampling

This document provides guidance on taking and handling samples related to oil spill identification in legal proceedings. Guidance is given on obtaining samples from both the spill and its potential source.
Preservation of evidence is an essential part of legal procedures and this document presents appropriate oil sampling procedures.

This document does not purport to address all of the safety problems associated with its use. IMPORTANT - Most countries have teams with specialists trained in sampling on board of ships. Do not take unnecessary risks, seek assistance from such teams where available.
NOTE   For the sake of clarity, the word ‘oil’ is used throughout this document. It can equally refer to crude oil, a petroleum product or mixtures of such.

Le présent document fournit des recommandations de prélèvement et de manipulation des échantillons liés à l'identification d'un déversement pétrolier dans le cadre d'une procédure judiciaire. Ces recommandations ont trait aussi bien à l'échantillonnage du pétrole déversé que de la source potentielle.
La conservation des preuves est un élément essentiel dans le cadre de procédures judiciaires, et les échantillons de pétrole doivent être traités en conséquence (échantillonnage requis par la loi).

Standard EN 15522-1 vsebuje smernice za prevzem in rokovanje z vzorci, ki se jih zbira v sklopu preiskave možnega vira razlitja surove nafte ali naftnega proizvoda v morsko ali vodno okolje. Podane so smernice za odvzem vzorcev tako iz razlitja kot iz potencialnega izvora razlitja.
Vzorčenje olja je predvsem del pravnih postopkov in ga je treba obravnavati kot vse ostale postopke ohranjanja dokazov (pravno vzorčenje). Če se bo vzorce uporabilo v zvezi s pravnimi postopki, je priporočljivo ta dokument brati skupaj z vsemi drugimi dokumenti, ki jih izdajo regulativni organi v državi ali državah, kjer je do razlitja prišlo.
Pri odvzemu vzorcev so lahko prisotni nevarni materiali, postopki in oprema.
Ta dokument ni namenjen obravnavi vseh varnostnih in zdravstvenih vidikov, ki se navezujejo na podane smernice. Za oblikovanje in vzpostavitev ustreznih varnostnih in zdravstvenih praks ter za določitev uporabnosti regulativnih omejitev pred uporabo je odgovoren uporabnik.

This document specifies a method to identify and compare the compositional characteristics of oil samples. Specifically, it describes the detailed analytical and data processing methods for identifying the characteristics of spill samples and establishing their correlation to suspected source oils. Examples are: crude oils, higher boiling condensates, diesel oils, residual bunker or heavy fuel oils, lubricants, and mixtures of bilge and sludge samples, as well as distillate fuels and blends. While the specific analytical methods are perhaps not appropriate for lower boiling oils (e.g. kerosene, jet fuel, or gasoline), the general concepts described in this methodology, i.e. statistical comparison of weathering-resistant diagnostic ratios, are applicable in spills involving these kinds of oils.
Paraffin based products (e.g. waxes, etc.) are outside the scope of this method because too many compounds are removed during the production process [37]. However, the method can be used to identify the type of product involved.
Although not directly intended for identifying oil recovered from groundwater, vegetation, wildlife/tissues, soil, or sediment matrices, they are not precluded. However, caution is needed as extractable compounds can be present in these matrices that alter and/or contribute additional compounds compared to the source sample. If unrecognized, the contribution from the matrix can lead to false “non-matches”. It is therefore advisable to analyse background sample(s) of the matrix that appear unoiled.
When analysing “non-oil” matrices additional sample preparation (e.g. clean-up) is often required prior to analysis and the extent to which the matrix affects the correlation achieved is to be considered. Whether the method is applicable for a specific matrix depends upon the oil concentration compared to the “matrix concentration”. In matrices containing high concentrations of oil, a positive match can still be concluded. In matrices containing lower concentrations of oil, a false “non-match” or an “inconclusive match” can result from matrix effects. Evaluation of possible matrix effects is beyond the scope of this document.

This document specifies design, type test methods, marking and instruction requirements for cylinder valves with integrated pressure regulators (VIPRs) intended to be fitted to gas cylinders, pressure drums or tubes or used as a main valve for bundles of cylinders that convey compressed, liquefied or dissolved gases.
These are requirements for VIPRs that are in addition to those given in the relevant closure standard, for example, in ISO 10297 for cylinder valves, in ISO 17871 for quick-release cylinder valves, in ISO 17879 for self-closing cylinder valves or in ISO 23826 for ball valves. For ISO 17871, these requirements are only applicable to quick-release cylinder valves types B, C, D and E.
NOTE 1        If the pressure regulating system of a VIPR is acting as the primary valve operating mechanism, it is covered by the relevant closure standard, e.g. ISO 10297, ISO 17871, ISO 17879 and ISO 23826. This also includes designs where closure of the primary valve operating mechanism of a VIPR is obtained by closing the seat of the pressure regulating system.
NOTE 2        If the primary valve operating mechanism of a VIPR is located at the low-pressure side of the pressure regulating system, it is covered by the relevant closure standard, e.g. ISO 10297, ISO 17871, ISO 17879 and ISO 23826.
NOTE 3        The term “pressure receptacle” is used within this document to cover instances where no differentiation is necessary between gas cylinders, bundles of cylinders, pressure drums and tubes.
This document does not apply to VIPRs for
a)       medical applications (see ISO 10524-3);
b)       liquefied petroleum gas (LPG);
c)        cryogenic applications.
NOTE 4        Additional requirements for a VIPR with a residual pressure device (RPD) are specified in ISO 15996.

Definitions from this document are used to support different recognized work flows in the construction and facility management industry sector, representing information deliveries. Such information deliveries can be described according to ISO 29481.
Different implementation levels of this document can be defined to better support multiple information deliveries, they are referred to as a Model View Definition (MVD). Each MVD identifies which subset of the definitions of this document imposes requirements for implementation in software applications. Conforming software applications need to identify the model view definition they conform to when applying for software certification.
