Overview
The oSIST prEN 60598-2-23:2025 standard, published by the CLC and aligned with IEC 60598-2-23 Edition 3, defines particular requirements for extra-low-voltage (ELV) lighting systems intended for interior use. It applies specifically to luminaires designed for ELV light sources operating at supply voltages not exceeding 1000 V, with system currents up to 25 A. These systems consist of transformers, convertors or controlgear, continuous supporting conductors or profiles, and corresponding luminaires, fixed mechanically and electrically together as a kit.
This new edition updates and aligns the previous 2020 version with the latest IEC 60598-1:2024 (Edition 10) general requirements, removing redundant clauses and improving structural clarity while maintaining safety and performance requirements.
Key Topics
Scope and Application: Covers ELV luminaires supplied in parallel by freely suspended supporting conductors or profiles within buildings, focused on safety and reliability in interior lighting systems.
Classification by Electric Shock Protection: ELV luminaires are required to be classified as Class III, indicating protection by extra-low voltage to prevent electrical shock hazards.
System Components:
- Lighting System Kit: Includes transformer, convertor/controlgear, luminaires, supporting conductors, connectors, and fixing devices.
- Supporting Conductors: Conductive wires or profiles that not only supply power but also carry the mechanical weight of luminaires.
- Main and Auxiliary Supports: Structural supports ensuring secure and stable mounting of conductors.
- Connectors for both conductors and luminaires to enable safe electrical and mechanical connections.
Marking and Instructions: The standard requires comprehensive installation manuals detailing:
- Full list of system parts.
- Installation methods, including maximum spacing for supports.
- Special conditions related to transformers, convertors, or controlgear.
Testing and Compliance: Specifies sequence and nature of tests to ensure safety and durability, incorporating:
- Endurance and thermal tests.
- Protection against electric shock and ingress of dust, solids, and moisture (with IP rating considerations).
- Insulation resistance, creepage distances, and clearances.
- Resistance to heat, fire, and electrical tracking.
Alignment with IEC Norms: Integrates normative references including IEC 61347 series for lamp controlgear and IEC 61558 series for safety isolating transformers and power supply units.
Applications
This standard is critical for manufacturers, designers, and installers preparing extra-low-voltage lighting systems using ELV light sources such as LED modules and filament lamps in indoor environments. Its practical applications include:
- Designing safe and compliant ELV luminaires that minimize electrical shock risk.
- Supplying complete ELV lighting kits suitable for commercial and residential interior lighting.
- Developing mounting solutions using suspended supporting conductors optimized for flexibility and safety.
- Facilitating market access through adherence to internationally recognized safety and performance standards.
- Enhancing product documentation to support end-user installation, safety, and maintenance.

41 FOREWORD
42 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
43 all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
44 co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
45 in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
46 Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
47 preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
48 may participate in this preparatory work. International, governmental and non-governmental organizations liaising
49 with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
50 Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
51 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
52 consensus of opinion on the relevant subjects since each technical committee has representation from all
53 interested IEC National Committees.
54 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
55 Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
56 Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
57 misinterpretation by any end user.
58 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
59 transparently to the maximum extent possible in their national and regional publications. Any divergence between
60 any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
61 5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
62 assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
63 services carried out by independent certification bodies.
64 6) All users should ensure that they have the latest edition of this publication.
65 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
66 members of its technical committees and IEC National Committees for any personal injury, property damage or
67 other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
68 expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
69 Publications.
70 8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
71 indispensable for the correct application of this publication.
72 9) IEC draws attention to the possibility that the implementation of this document may involve the use of (a)
73 patent(s). IEC takes no position concerning the evidence, validity or applicability of any claimed patent rights in
74 respect thereof. As of the date of publication of this document, IEC had not received notice of (a) patent(s), which
75 may be required to implement this document. However, implementers are cautioned that this may not represent
76 the latest information, which may be obtained from the patent database available at https://patents.iec.ch www.
