This document is used in the framework of the waste processing industry and defines the processing of relevant information for the deposit of garbage between access chips and the collection container systems.
This document is not intended to be used for container identification.
NOTE   The container identification is covered by EN 14803.
This document provides the technical specification and the restrictions that are defined on top of ISO/IEC 14443-1, ISO/IEC 14443-2 and ISO/IEC 14443-3.

Overview

EN 17366:2020 (CEN) specifies identification and authorization requirements for contactless access chips used to control access to waste collection containers. Intended for the waste processing industry, the standard defines how relevant information is processed between access chips (cards/keyfobs) and collection container systems, building on and restricting parts of ISO/IEC 14443. EN 17366:2020 is focused on user identification and authorization for opening container insertion mechanisms - it does not cover container identification (see EN 14803).

• Based on ISO/IEC 14443-1/2/3: EN 17366:2020 augments these parts; where conflicts occur, EN 17366 takes precedence.
• Frequency: 13.56 MHz (contactless proximity).
• Chip type: Only ISO/IEC 14443 Type A transponders are permitted.
• Unique Identifier (UID):
  • Each access chip must contain a manufacturer-assigned UID.
  • UID uniqueness is guaranteed by manufacturers (exclusive ranges; each number used only once).
  • Minimum UID length: 7 bytes (systems must support 7+ byte UIDs).
  • UID must be non-changeable and readable without encryption or password.
  • UID is the sole element used to decide whether a container should open.
  • Byte order for UID supply to systems: big-endian.
• Additional chip data:
  • Other memory sectors may hold non-waste-related applications (e.g., building access).
  • If extra data is used, the MIFARE Application Directory (MAD) method must be used to avoid sector conflicts.
• Readers and systems: Must be able to read/process Type A UIDs (>=7 bytes) and base opening logic solely on UID.

EN 17366:2020 is applicable where controlled access to collection containers is required:

• Pay-as-you-throw schemes and user-based billing
• Volume- or frequency-controlled waste disposal points
• Community or multi-dwelling container access control
• Systems that log deposits for auditing, billing or recycling incentives
• Integration of RFID-based access with municipal waste management software
