Overview

CLC/TS 50625-3-5:2017 is a CENELEC Technical Specification that defines de-pollution (hazardous substance removal) monitoring and analysis requirements for photovoltaic (PV) panels treated as WEEE (Waste Electrical and Electronic Equipment). It is intended to be used in conjunction with the PV treatment standard EN 50625-2-4 and the general de-pollution specification CLC/TS 50625-3-1:2015. The document sets sampling and chemical-analysis protocols, limit values for key toxic elements in glass fractions, and laboratory competence expectations to verify de-pollution performance.

Key topics and requirements

  • Scope & relationship: Replaces Clause 1 to explicitly require use alongside EN 50625-2-4 and CLC/TS 50625-3-1:2015.
  • De-pollution monitoring approach: Establish limit values, obtain representative samples (per Annex AA), perform standardized chemical analysis, and compare results with limits to evaluate performance.
  • Sampling protocols: Annex AA specifies methods for sampling during and after treatment processes. Sampling is based on EN 14899 principles to produce representative mixed samples of PV glass fractions.
  • Analysis methodology and laboratory competence:
    • Sample preparation/homogenization: EN ISO 15587-1/2, EN 15002, EN 13650.
    • Chemical analysis: EN ISO 17852 (Hg), EN ISO 17294-2 (ICP‑MS), EPA Method 6020A, etc.
    • Laboratories should comply with EN ISO/IEC 17025; if not, duplicate samples must be regularly checked by an accredited lab.
  • Limit values for residual hazardous elements in glass fractions:
    • Silicon-based PV panels: Cd = 1 mg/kg, Se = 1 mg/kg, Pb = 100 mg/kg (dry matter).
    • Non-silicon-based PV panels: Cd = 10 mg/kg, Se = 10 mg/kg, Pb = 100 mg/kg.
    • Cadmium and selenium limits act as indicators of semi-conductor removal efficiency (e.g., CdTe, CIGS). Lead indicates removal of metals from electrical connections.

Practical applications & users

  • Who uses it:
    • WEEE recyclers and PV treatment operators (process control and acceptance criteria).
    • Analytical laboratories (testing protocols, accreditation requirements).
    • Compliance schemes, auditors and regulators (verification of de-pollution performance).
    • Smelters and material buyers (quality of recycled glass feedstock).
  • Why it matters:
    • Ensures hazardous semiconductors and heavy metals are reduced to acceptable levels for safe recycling or material recovery.
    • Provides standard sampling and analysis methods to demonstrate compliance, optimize sorting and treatment technologies, and reduce environmental risk.

Related standards

  • EN 50625-2-4 (Treatment requirements for photovoltaic panels)
  • CLC/TS 50625-3-1:2015 (General de-pollution specification)

Introduction
In order to support EN 50625-2-4, Collection, logistics and Treatment requirements for WEEE - Part 2:
Treatment requirements for photovoltaic panels, covering treatment of WEEE and thereby fulfil the requirement
of the European Commission’s Mandate M/518 it is necessary to include normative requirements, such as
target values and limit values for the analysis, into a document that is able to be revised to take into account
both practical experience and changes in treatment technologies.
