SIST EN 301 489-2:2001 is the Slovenian adoption of ETSI EN 301 489-2 V1.2.1 for electromagnetic compatibility (EMC) of radio paging equipment and associated ancillary equipment. It is part 2 of the EN 301 489 series and specifies how to test paging receivers, transmitters and combined equipment for EMC under the EMC Directive and Article 3.1b of the R&TTE Directive. The scope excludes EMC requirements for equipment covered by the Marine Equipment Directive.

What does SIST EN 301 489-2:2001 specify?

SIST EN 301 489-2:2001 specifies the product-specific EMC conditions for paging equipment, used together with EN 301 489-1, which provides the common technical requirements. In practice, the document tells laboratories and manufacturers how to assess paging equipment under emission and immunity testing.

The document covers paging receivers, transmitters and combined equipment, plus associated ancillary equipment. It also states that when this part and EN 301 489-1 differ on special conditions, definitions or abbreviations, this part takes precedence.

The document is organized into:

  • Scope
  • References
  • Definitions and abbreviations
  • Test conditions
  • Performance assessment
  • Performance criteria
  • Applicability overview
  • Annex A with examples of paging equipment in scope

What are the key requirements of SIST EN 301 489-2:2001?

SIST EN 301 489-2:2001 adapts the general EMC test framework to paging equipment so the equipment can be tested in a realistic operating state. The main practical effect is that the equipment has to be set up, exercised and checked in ways that reflect normal calling, receiving and standby operation.

Test setup depends on the equipment type

Clause 4 distinguishes between mobile or pocket equipment and base equipment. Receivers are tested in standby mode, while transmitters are tested in transmit mode or standby mode, depending on the case. For base transmitters, the special spot frequency test also uses normal test modulation.

This matters because the EMC test does not use one generic setup for all paging equipment. The manufacturer must show how the equipment is placed in its intended operating condition during testing.

Signal arrangements are specified for input and output ports

Clause 4.2 gives arrangements for test signals at transmitter and receiver ports. Where an RF antenna connector exists, the signal is coupled through shielded wiring. Where there is no connector, the equipment is tested through an antenna arrangement in the test environment.

This matters because the test method changes with the physical interface of the equipment. The laboratory needs the right coupling method to make the result meaningful.

Exclusion bands are defined for paging receivers and transmitters

Clause 4.3 sets exclusion bands for receivers using the declared alignment range, with different rules below and above 80 MHz. For transmitters in channelized bands, the exclusion band is based on channel spacing around the operating frequency.

This matters because the EMC tests must avoid operating frequencies where the wanted signal would distort the result. The exclusion band tells the tester where immunity stimulation should not be applied.

Normal test modulation reflects paging use

Clause 4.5 uses recognizable messages for mobile and pocket receivers, an unmodulated carrier for base receivers, and repeated call patterns for transmitters. For base transmitters, the test modulation can be generated by a signal generator or encoded in the equipment.

This matters because the performance checks are tied to the paging function, not just to RF activity.

Performance criteria separate transmitters and receivers

Clause 6 gives different criteria for continuous and transient phenomena applied to transmitters and receivers. The document checks for false calls, maintenance of the communication link, unwanted transmissions, and acceptable call acceptance ratios during the spot frequency test.

This matters because the equipment must keep working correctly while being disturbed by EMC test signals, not merely survive without damage.

Special immunity conditions apply

Clause 7.2.2 adds product-specific immunity conditions to EN 301 489-1. The key special condition is the spot frequency test, which is applied at defined frequencies and at the edges of the exclusion band, with exceptions for mobile or pocket transmitters and base receivers.

This matters because paging equipment needs extra checks beyond the generic immunity tests in the common part.

What terms does SIST EN 301 489-2:2001 define?

  • Alignment range - the frequency range over which a receiver or transmitter can be programmed or re-aligned without physical component changes other than programmable or frequency-controlling devices.
  • Calling function - the message transmission that alerts or informs the paging receiver’s user.
  • Base receiver - a receiver at a fixed location.
  • Pocket receiver - a standalone pocket paging receiver, or one used as part of a pocket paging transceiver for portable use.
  • Base transmitter - a transmitter at a fixed location.
  • Pocket transmitter - a standalone pocket paging transmitter using the return channel, or one used as part of a portable transceiver.
  • Standby mode - the state in which the receiver can receive calls, or the transmitter is ready to transmit and waiting for a start signal.
  • Talk-back function - transmission from a pocket transmitter to a central receiver for further processing.

Who uses SIST EN 301 489-2:2001?

SIST EN 301 489-2:2001 is used by EMC test laboratories, paging equipment manufacturers, conformity assessment teams, quality managers and buyers specifying paging equipment. It is relevant for ERMES paging equipment, on-site paging equipment and wide-area paging equipment.

These users apply it when they need to plan EMC tests, set up the equipment under test, judge pass or fail results, or check whether a paging product family fits the intended paging service and installation type.

Which standards are used with SIST EN 301 489-2:2001?

  • ETSI EN 301 489-1 - provides the common technical requirements, including general test conditions, emission and immunity framework, and performance assessment provisions.
  • 89/336/EEC - the EMC Directive referenced in the document’s harmonized-standard context.
  • 1999/05/EC - the R&TTE Directive referenced for radio equipment and telecommunications terminal equipment.
  • Directive 98/34/EC - the notification procedure directive mentioned in the foreword.

What does the SIST EN 301 489-2:2001 document contain?

The document contains the product-specific EMC test conditions for paging equipment, including receiver and transmitter operating states, signal coupling arrangements, exclusion bands and normal test modulation. It also contains performance assessment rules and acceptance criteria for continuous and transient disturbances.

Annex A gives examples and definitions of the paging equipment types in scope, including ERMES paging equipment, on-site paging equipment and wide-area paging equipment. The body of the document also points users to the related ETSI technical characteristics documents listed in the bibliography for those paging service families.

The practical use of the document is to support EMC testing, product assessment and conformity work for paging equipment and associated ancillary equipment.
