Extended application on the fire performance of construction products and building elements: Principle of EXAP standards and EXAP reports

This European Standard gives the procedures for preparing reports on the extended application process using the results of reaction to fire tests, fire resistance tests and external fire exposure to roof tests undertaken for fire classification of products and product families in accordance with the various parts of EN 13501.
This standard makes reference to ‘extended application standards’ throughout; wherever this term is used it refers to either a standard prepared by CEN/TC 127 ‘Fire safety in buildings’ or the relevant product standard which includes information on extended application. In some cases, where a standard is not yet published, relevant bodies may issue recommendations for use by Notified Bodies in attestation procedures for CE marking under the Construction Products Directive (CPD), http://ec.europa.eu/enterprise/newapproach/nando/.
The European system currently permits extended application rules to be included in technical specifications. CEN Technical Committees and EOTA Working groups producing these rules are asked to seek the guidance of CEN/TC 127 to ensure that their rules comply with standards prepared by CEN/TC 127. In cases where extended application rules in harmonised EN product standards and ETAs do not comply with standards prepared by CEN/TC 127 the CEN BT shall be informed.

Erweiterte Anwendung auf das Brandverhalten von Bauprodukten und Bauelementen: Prinzip der EXAP-Normen und EXAP-Berichte

Dieses Dokument legt die Verfahren für die Anfertigung von Berichten über die Ermittlung der erweiterten Anwendung der Ergebnisse von Prüfungen zum Brandverhalten von Bauprodukten, von Feuerwiderstandsprüfungen oder von Prüfungen zur Beanspruchung von Bedachungen durch Feuer von außen fest, die für die Klassifizierung von Produkten und Produktfamilien nach den verschiedenen Teilen der Normenreihe EN 13501 durchgeführt wurden. Durch die EXAP-Regelungen wird die Anzahl an erforderlichen Prüfungen begrenzt, indem Methoden zur Bestimmung der Klassifizierung von Bränden eines Produktbereichs eingeführt werden (z. B. Produktbereich, größere Abmessungen usw.).
Die Grundüberlegung von EXAP sind sichere Methoden, die das gewünschte Verhalten bei Brandeinwirkung für das Produkt ermöglichen würden.
Dieses Dokument verweist durchweg auf „Normen zum erweiterten Anwendungsbereich“. Wo auch immer dieser Begriff angewendet wird, bezieht er sich auf eine andere durch CEN/TC 127 „Baulicher Brandschutz“ erarbeitete Norm, die Angaben zum erweiterten Anwendungsbereich einschließt. In einigen Fällen, in denen noch keine Norm veröffentlicht wurde, können die zuständigen Gremien Empfehlungen („recommendations“) geben, die die notifizierten Stellen bei Konformitätsbescheinungsverfahren für die CE-Kennzeichnung nach der Bauproduktenverordnung (BauPVO) anwenden können.
Das europäische System lässt gegenwärtig die Aufnahme von Regeln zum erweiterten Anwendungsbereich in Technischen Spezifikationen zu. Die Technischen Komitees von CEN und die Arbeitsgruppen von EOTA, die diese Regeln erarbeiten, sind aufgefordert, die Zuarbeit von CEN/TC 127 in Anspruch zu nehmen, um sicherzustellen, dass ihre Regeln den durch CEN/TC 127 erstellten Normen entsprechen. In Fällen, in denen die Regeln zum erweiterten Anwendungsbereich in harmonisierten europäischen Produktnormen (ENs) und in technischen Zulassungen (ETAs) nicht den von CEN/TC 127 erarbeiteten Normen entsprechen, wird das CEN/BT informiert.
Die EXAP-Norm umfasst nicht die Einarbeitung des Produkts in Bauwerke, die durch nationale Regeln begründet sind.

Application étendue des performances au feu des produits et éléments de construction : principe relatif aux normes EXAP et aux rapports EXAP

Le présent document indique les modes opératoires à suivre pour l’élaboration des rapports d’application étendue. Ces rapports s’appuient sur les résultats des essais de réaction au feu, de résistance au feu et d’exposition des toitures à un feu extérieur, entrepris pour le classement au feu des produits et des familles de produits, conformément aux diverses parties de l’EN 13501. Les règles
relatives aux applications étendues (extended application, EXAP) limitent le nombre d’essais requis grâce à la mise en oeuvre de méthodes destinées à déterminer le classement au feu d’une gamme de produits (par exemple, un assortiment de produits, des dimensions plus importantes, etc.).
Le critère fondamental d’une EXAP consiste à appliquer des méthodes sûres permettant d’obtenir les performances au feu requises pour le produit.
Le présent document fait référence aux « normes d’application étendue », chaque occurrence de ces termes renvoyant soit à une norme élaborée par le CEN/TC 127 « Sécurité incendie dans le bâtiment » soit à la norme de produit appropriée, laquelle inclut des informations concernant l'application étendue. Dans certains cas, lorsqu’une norme n’est pas encore publiée, les organismes pertinents
peuvent publier des recommandations destinées à être utilisées par les organismes notifiés pour l’attestation de conformité en vue du marquage CE au titre du Règlement relatif aux produits de construction (RPC).
Le système européen permet actuellement l’intégration des règles d’application étendue dans les Spécifications techniques. Les comités techniques du CEN et les groupes de travail de l’EOTA produisant ces règles doivent s’appuyer sur les recommandations du CEN/TC 127 afin de s’assurer que lesdites règles sont conformes aux normes élaborées par ce même comité. Lorsque les règles d’application étendue présentes dans les normes de produit harmonisées et les Agréments techniques européens ne sont pas conformes aux normes élaborées par le CEN/TC 127, le BT du CEN en est informé.
La norme EXAP ne couvre pas l’intégration du produit dans les ouvrages de construction justifiée par les règlements nationaux.
Les jugements d’expert sont exclus.

This document (EN 15725:2023) has been prepared by Technical Committee CEN/TC 127 “Fire safety in
buildings”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by September 2023, and conflicting national standards shall
be withdrawn at the latest by September 2023.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 15725:2010 and EN 15725:2010/AC:2012.
The main changes compared to the previous edition are listed below:

Introduction
A construction product and/or a building element may be placed on the market with different
thicknesses, densities, fixing conditions, substrates, etc. It is not practicable to test all combinations of
different product parameters for the reaction to fire performance or fire resistance or external fire
exposure performance, although these parameters may substantially influence the test result.
A building element is understood to be a defined construction component, e.g. wall, partition, floor, roof,
beam or column.
The process of extended application uses rules which are essentially based on a worst-case scenario and
interpolation techniques. There are a number of practical limitations on the size and design of elements
that can be tested by the standard methods of test for fire resistance. When these elements are larger, or
are of a modified design, there is a necessity to be able to confirm their performance, i.e. whether the
classification(s) given in the classification report in relation to the relevant criteria are maintained,
without the ability of being able to test them.

1 Scope
This document gives the procedures for preparing standards and reports following the extended
application (EXAP) process using the results of reaction to fire tests, fire resistance tests (including other
performance characteristics e.g. smoke leakage/control and/or durability of self-closing), and external
fire exposure to roof tests undertaken for fire classification of products and product families in
accordance with the various parts of EN 13501. EXAP rules limit the number of tests required by
implementing methods to determine the fire classification of a range of products (e.g. range of product,
larger dimensions etc.) and EXAP rules form a standardized technical agreement on the parameter
changes.
The fundamental concept of EXAP is the development of safe methods that provide extensions to the
scope of the tested product while maintaining the required classification for the product. Test reports
constitute the basis of an EXAP report.
This document makes reference to ‘extended application standards’ throughout; wherever this term is
used it refers to either a standard prepared by CEN/TC 127 ‘Fire safety in buildings’ or the relevant
product standard which includes information on extended application.
The European system currently permits extended application rules to be included in technical
specifications. CEN Technical Committees and EOTA Working groups producing these rules are asked to

or from a process of extended application, are compared with limiting values for those parameters that
are set as criteria for achieving a certain classification

4 Developing extended application standards
4.1 General
The following gives guidance on the minimum rules on how to write an EXAP standard. An extended
application standard shall on principle be based on a sufficient number of relevant tests and/or common
scientific interpretation.
The relevance of the supporting evidence for any particular rule shall be agreed by the task group
preparing the EXAP standard.

Additional requirement on test methods not being part of EN test standards should be fully described in
the EXAP standard and should only be included for the purpose of generating additional data for the
purpose of extending the scope of application.
All supporting documentation is considered to be prepared in a way that confidentiality is ensured. The
content of the supporting documentation should be summarized in an annex including reasoning to
validation of the rule. (e.g. EN 1634-1:2014+A1:2018, Annex C).
4.2 Minimum content of an EXAP standard
4.2.1 General
In addition to the chapter requested in every standard by the CEN rules the following recommendation
are specified.
4.2.2 Scope
The scope of the EXAP standard shall specify that it will provide guidance and rules to a type of product
in order to extend the application of the available test results.
The scope shall specify the type of product covered and when relevant the type of products not covered.
4.2.3 Normative references
The paragraph on normative references shall follow the CEN rules and shall list the standards referenced
to in the document.
4.2.4 Terms and definitions
The paragraph on terms and definitions shall follow the CEN rules and shall list the term and references
referenced to in the document.
4.2.5 Technical justification on which the EXAP rule is based
A description of the technical justification shall be presented in an annex of the standard (e.g. background
document as used for EUROCODES) and/or when relevant a bibliography shall be added to the standard.
The objective of the justification shall be considered in a way that the application of the EXAP rule shall
be repeatable and reproducible and shall not give room for interpretations.
The Technical procedure shall be supported by technical data or calculation.
4.2.6 Evidence for supporting EXAP rules
Suitable evidences required to support the EXAP rules is listed below:
— test data from EN standards;
— ad hoc test data;
— test data from national standards;
— established scientific and engineering principles;
— background information, such as tests performed on a previous version of the standard can be
considered for the purpose of the justification of the proposed rules.

4.2.7 Parameters / factor and rules (described in other parts of the standard)
The set of rules shall be expressed in a shape of a table (Table 1) gathering the parameters/factors to be
taken into account.

If the EXAP standard contains parameters and rules in the shape of chaptering, it is mandatory to use this
chaptering in the EXAP report.
4.2.8 Limitation
The EXAP standard shall declare any limitations.
4.2.9 Combination of extended application rules
The EXAP standard shall provide justification and/or limitations of the combination of any rules.
4.2.10 Annex
The annex shall contain the technical justification of the defined rules including a detailed description of
the supporting data.
5 Extended application reports - Role of extended application in the
classification process
There are two possible routes to obtaining a fire classification. The first one is to undertake fire tests in
accordance with the relevant EN fire test methods given in one of the parts of EN 13501 series of
standards. From the test report(s) obtained, a classification report can be prepared. The second one
refers to an extended application carried out in accordance with the relevant EN extended application
standard. From this process an extended application report is prepared in conformity with this
document.
An extended application report is used like a test report as a basis for preparing a classification report.
This process is illustrated in Figure 1.

6 Principles of establishing the field of application
6.1 General
Following a test there are two fields of application that can be derived from the result, direct field of
application and extended field of application.
6.2 Direct field of application
6.2.1 Reaction to fire
Direct application of results from reaction to fire tests is undertaken in accordance with EN 13501-1
using results from the relevant EN test methods applicable for the definition of the classification and
taking into account information on substrates given in EN 13238 and information in CEN/TS 15117 and
any other relevant European Technical Specification.
Direct application of results from reaction to fire tests for power, control and communication cables is
undertaken in accordance with EN 13501-6 using results from the relevant EN applicable for the
definition of the classification and information from CLC/TS 50576.

6.2.2 Fire resistance and/or smoke control
The rules governing the direct field of application of results from tests are given in the individual test
methods.
6.2.3 External fire exposure to roofs
The rules governing the direct field of application of results from external fire exposure to roof tests are
given in EN 13501-5.
6.3 Extended field of application
6.3.1 General principles
Extended application should be undertaken by an organization accredited for the relevant test according
to EN ISO/IEC 17025 and having also carried out at least one test on the product being considered for the
EXAP. If test data are to be used from more than one organization, then the extended application may be
undertaken by an organization accredited for the relevant test and consultation may be made with the
other organization(s) that performed the test.
The organization preparing the EXAP should confirm with the manufacturer that all relevant data has
been made available for the assessment and that they are not aware of any test evidence that would
contradict the scope of the EXAP.
When an EXAP Report requires the consideration of evidence from third parties (e.g. test reports, DIAP
reports, other EXAP reports, etc.), such evidence shall only be used when permission has been obtained
from the original sponsor/owner of that evidence.
When negative evaluations are identified (EXAP rules identified as providing the wrong conclusion when
comparing to available test data), the organization performing an EXAP evaluation should provide this
information to the relevant CEN working group responsible for the EXAP standard.
Extended application shall be undertaken in accordance with the relevant EXAP standard, which may be
supplemented by:
— EN test standards;
— EN product standards;
— EAD;
— EC Decisions/ delegated acts;
— EN 13238;
— CEN/TS 15117;
— CEN/TS 15447;
— CLC/TS 50576.
6.3.2 Reaction to fire
Information on undertaking extended application from the results of reaction to fire tests and an
explanation of the influence of product and end use parameters on reaction to fire performance is given
in CEN/TS 15117.

6.3.3 Fire resistance and/or smoke control
6.3.3.1 General
The extended field of application analysis is an additional process that has to be applied for and is not
granted automatically following a fire resistance and/or smoke control test. An extended field of
application analysis is required when the application of the product or building element differs from the
test specimen and is not covered by the direct field of application. Examples for the variations to be
considered when performing an extended application are identified in 6.3.3.2. Details of undertaking
extended application of results of tests are covered in the relevant European standards for extended
application and other documents referred to in Figure 1. The methodology adopted in the prediction of
fire resistance and /or smoke control performance is in line with the process described in Clause 4 of this

Introduction
A construction product and a building element may be placed on the market with different thicknesses,
densities, fixing conditions, substrates, etc. It is not practicable to test all combinations of different
product parameters for the reaction to fire performance or fire resistance or external fire exposure
performance, although these parameters may substantially influence the test result.
A building element is understood to be a defined construction component, e.g. wall, partition, floor, roof,
beam or column.
Fire test methods may not include any information on direct application, the result obtained in the test
is that which is reported. In a separate exercise it is possible to extend the field of application of the
individual test results to a variation of the values of the different product parameters. This process of
extended application uses rules which are essentially based on a worst case scenario and interpolation
techniques. There are a number of practical limitations on the size and design of elements that can be
tested by the standard methods of test for fire resistance. When these elements are larger, or are of a
modified design, there is a necessity to be able to confirm their performance, i.e. whether the
classification(s) given in the classification report in relation to the relevant criteria are maintained,
without the ability of being able to test them.

1 Scope
This document gives the procedures for preparing reports on the extended application process using
the results of reaction to fire tests, fire resistance tests and external fire exposure to roof tests
undertaken for fire classification of products and product families in accordance with the various parts
of EN 13501. EXAPS rules limit the number of tests required by implementing methods to determine
the fire classification of a range of products (e.g; range of product, larger dimensions etc.).
The fundamental consideration of EXAP is safe methods that would allow to achieve the requested fire
performances for the product.
This document makes reference to ‘extended application standards’ throughout; wherever this term is
used it refers to either a standard prepared by CEN/TC 127 ‘Fire safety in buildings’ or the relevant
product standard which includes information on extended application. In some cases, where a standard
is not yet published, relevant bodies may issue recommendations for use by Notified Bodies in
attestation procedures for CE marking under the Construction Products Regulation (CPR).
The European system currently permits extended application rules to be included in technical
specifications. CEN Technical Committees and EOTA Working groups producing these rules are asked to
seek the guidance of CEN/TC 127 to ensure that their rules comply with standards prepared by
CEN/TC 127. In cases where extended application rules in harmonized EN product standards and ETAs
do not comply with standards prepared by CEN/TC 127 the CEN BT are informed.
The EXAP Standard does not cover the incorporation of the product into the construction works that is
justified by a national rules.
Expert judgements are excluded.

4 Extended application Standards
4.1 General
An extended application standard shall on principle be based on a sufficient number of relevant tests
evidence and common scientific interpretation.
The test must have been performed according to the relevant EN test standard and can be
complemented by other testing methods or by calculation or demonstration of possible extrapolation.

Background information, such as test performed on a previous version of the standard can be
considered for the purpose of the justification of the proposed rules.
4.2 Minimum content of an EXAP standard
4.2.1 General
In addition to the chapter requested in every standard by the CEN rules the following recommendation
are specified.
4.2.2 Scope
The scope of the EXAP standard shall specify that it will provide guidance and rules to a type of product
in order to extend the application of the available test results.
The scope shall specify the type of product covered and when relevant the type of products not covered.
4.2.3 Normative references
The paragraph on normative references shall follow the CEN rules and shall list the standard referenced
to in the document.
4.2.4 Terms and definitions
The paragraph on terms and definitions shall follow the CEN rules and shall list the term and references
referenced to in the document.
4.2.5 Technical justification on which the EXAP rule is based
A description of the evidence considered and their justification shall be presented in the standard
and/or when relevant a bibliography shall be added to the standard.
The objective of the justification shall be considered in a way that the application of the EXAP rule shall
be repeatable and reproducible and shall not give room for interpretations.
The Technical procedure shall be supported by technical data or calculation.
Each EXAP standard shall provide in an annex the technical justification for the rules. (e.g. background
document as used for EUROCODES).
4.2.6 General principles
The general principle shall specify the level of expertise requested to perform the EXAP evaluation.
4.2.7 Use of test evidence: reference test - previously existing and justification
Test evidence must follow rules for Primary and secondary evidence for undertaking extended
application.
4.2.8 Parameters / factor and rules (described in other parts of the standard)
The set of rules shall be expressed in a shape of a table gathering the parameters/factors to be taken
into account.

If the EXAP standard on which is based the EXAP report contain parameter and rules in the shape of
chaptering, it is mandatory to use this chaptering in the EXAP report.
4.2.9 Limitation
The EXAP standard shall declare any limitations.

The EXAP standard shall provide justification and/or limitations of the combination of any rules.
4.2.11 Annex
The annex shall contain the technical justification of the define rules including a detailed description of
the supporting data.
5 Extended application reports

6.3.2 Reaction to fire
Information on undertaking extended application from the results of reaction to fire tests and an
explanation of the influence of product and end use parameters on reaction to fire performance is given
in CEN/TS 15117.
6.3.3 Fire resistance
6.3.3.1 General
The extended field of application analysis is an additional process that has to be applied for and is not

required when the application of the element differs from the test specimen and is not covered by the
direct field of application. Examples for the variations to be considered when performing an extended
application are identified in 6.3.3.2. Details of undertaking extended application of results of fire
resistance tests are covered in the relevant European standards for extended application and other
documents referred to in Figure 1. The methodology adopted in the prediction of fire resistance
performance is based on universally accepted rules, some of which incorporate calculation methods
and some of which may be common scientific interpretation set out in the relevant extended application
standard and other documents referred to in Figure 1. The basis of development of the rules varies
according to the different parameters relevant for different elements.
Primary and secondary evidence for undertaking extended application shall have been generated from
full tests carried out only to European Technical specification. Secondary evidence, e.g. indicative tests

to ENs or prENs, may also be used in support of extended application in certain cases (see 6.3.1). The
acceptability of using indicative tests is given in the relevant extended application standard and varies
according to the different parameters relevant for different elements.
6.3.3.2 Variations considered in the extended application standards
Examples of aspects considered in preparing the extended application documents as given in Figure 1
are given below.
a) Examples of thermal and mechanical parameters:
1) the load on a load bearing element;
2) the boundary conditions applied to an element at its ends or edges;
3) the thermal action or the number of faces exposed;
4) the pressure differential due to height;
5) the mechanical impact (if appropriate);
6) the orientation of an element, e.g. a change from vertical to sloping.
b) Examples of constructional parameters:
1) the construction of the element (e.g. thickness) and the method or the materials used in the
construction of the element;
2) any change in the dimensions of the element (normally larger) from that tested to that under
consideration;
3) the introduction of, or any variations to, an aperture in a separating element;
4) the orientation of an asymmetric element in respect of the fire exposure.
6.3.4 External fire exposure to roofs
Information on undertaking extended application of the results from external fire exposure to roof tests
and an explanation of the influence of product and end use parameters on external fire exposure to
roofs performance is given in CEN/TS 16459.
6.4 Combination of parameter variations
An extended application analysis shall first of all consider each variation individually; the analysis shall
then consider the effect of combining several of the relevant variations in accordance with the rules of
the extended application standard.
6.5 Procedure for undertaking extended application
This is illustrated in Figure 2. The following steps shall be followed when undertaking extended
application analysis:
a) define the product family;
b) collect primary and secondary evidence(s) from the various sources;
c) collect authorization from the owner of these primary and
