Overview

EN 14043:2005/prA1 (CEN) specifies safety and performance requirements and test methods for high‑rise aerial appliances used by fire services - specifically turntable ladders with combined movements (automatic turntable ladders). Amendment prA1 updates the 2005 standard to align with the EC Machinery Directive 2006/42/EC, adding editorial and technical clarifications and a new informative Annex ZB on legal conformity.

Key topics and technical requirements

  • Load‑bearing systems (cables and chains)

    • Manufacturers must use certified cables and chains and provide certificates.
    • Redundancy: at least two independent cable/chain systems, each with separate anchorage.
    • Safety factors: cables ≥ 7; chains ≥ 6 (ratio of minimum breaking load to expected static load).
    • Prohibitions and equalisation: round‑link steel chains are not permitted; parallel cables/chains must include means to equalise loading.
  • Operating instructions and user information

    • Must include vibration data: hand‑arm vibration if > 2.5 m/s², whole‑body vibration if > 0.5 m/s², and measurement uncertainty or a statement when below these thresholds.
    • Must include information on emitted non‑ionising radiation when relevant (risks to operators and persons with implantable medical devices).
  • Commissioning and testing

    • Provision for static and dynamic test reports where appropriate, documenting tests carried out by or for the manufacturer or authorized representative.
  • Maintenance and spare parts

    • Maintenance documentation must include criteria for repair or replacement (e.g., wire ropes and chains) and specifications of spare parts affecting health and safety.
  • Technical documentation and marking

    • Required documentation elements updated: manufacturer name/address, designation, year of construction, nominal power (kW), mass of typical configuration, CE marking information, etc.
  • Harmonisation note (Annex ZB)

    • Compliance with the standard (except specified clauses) provides a presumption of conformity with relevant Essential Health and Safety Requirements of Directive 2006/42/EC.

Applications

  • Design and manufacture of turntable ladders and aerial rescue appliances
  • Type testing, certification and conformity assessment against Machinery Directive requirements
  • Procurement specifications for fire departments and municipal authorities
  • Operational safety, inspection, commissioning and maintenance procedures

Who should use this standard

  • Fire appliance manufacturers and OEMs
  • Test laboratories and conformity assessment bodies
  • Fire and rescue services (equipment procurement and acceptance)
  • Maintenance providers, service engineers and safety assessors
  • Regulators and standards bodies (CEN/TC 192)

Related standards and directives: EN 14043:2005 (base standard), EC Machinery Directive 2006/42/EC.

Foreword
This document (EN 14043:2005/prA1:2008) has been prepared by Technical Committee CEN/TC 192 “Fire
service equipment”, the secretariat of which is held by BSI.
This document is currently submitted to the Unique Acceptance Procedure.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annexes ZA and ZB, which are integral parts of this
document.
The reason for amending the published standard EN 14043:2005 are as follows:
The revision of the EC-Machinery Directive 98/37/EC into 2006/42/EC requires the modification of published
European Standards cited in the Official Journal of the European Communities under that Directive. If no
amendment is made by the committee experts, then the standard would be updated with an Annex Z stating
that it does NOT meet the requirements of 2006/42/EC. This would result in the standard being removed from
the Official Journal and becoming a non-harmonized standard.
To keep the published standard EN 14043:2005 as a harmonized standard it was carefully checked against
the new EC-Machinery Directive 2006/42/EC and it was established that EN 14043:2005 meets the Essential
Health and Safety Requirements (EHSR) of the new EC-Machinery Directive 2006/42/EC in nearly all
requirements of the standard. Only a few requirements were established for a necessary amendment.
