Gas insulated transmission lines and interfaces with cables, overhead lines, power transformers etc. are also part of the scope of SC 17C.

General Information
IEC 62271-211:2024 is applicable to single- and three-phase direct connections between gas-insulated metal-enclosed switchgear (GIS) for rated voltages above 52 kV and transformer arrangements to establish electrical and mechanical interchange ability and to determine the limits of supply for the transformer connection. This second edition cancels and replaces the first edition of IEC 62271-211:2014. This edition constitutes a technical revision. This part of IEC 62271 specifies the service conditions, rated characteristics, general structural requirements and test methods of enclosed high-voltage prefabricated substations. These prefabricated substations are cable-connected to AC high-voltage networks with an operating voltage up to and including 52 kV and power frequencies up to and including 60 Hz. They can be manually operated from inside (walk-in type) or from outside (non-walk-in type). They are designed for outdoor installation at locations with public accessibility and where protection of personnel is provided. These prefabricated substations can be situated at ground level or partially or completely below ground level. The last are also called "underground prefabricated substations". In general, two types of prefabricated substations are considered in this document: - high-voltage switchgear prefabricated substations; - high-voltage/low-voltage transformer prefabricated substations (step-up and step-down). A high-voltage switchgear prefabricated substation comprises an enclosure containing in general the following electrical components: - high-voltage switchgear and controlgear; - auxiliary equipment and circuits. A high-voltage/low-voltage transformer prefabricated substation comprises an enclosure containing in general the following electrical components: - power transformer(s); - high-voltage and low-voltage switchgear and controlgear; - high-voltage and low-voltage interconnections; - auxiliary equipment and circuits. However, relevant provisions of this document are applicable to designs where not all these electrical components exist (for example, a prefabricated substation consisting of power transformer and low-voltage switchgear and controlgear). The listed electrical components of a high-voltage/low-voltage transformer prefabricated substation can be incorporated in the prefabricated substation either as separate components or as an assembly type CEADS according to IEC 62271-212. This document covers only designs using natural ventilation. However, relevant provisions of this document are applicable to designs using other means of ventilation except the rated power of the prefabricated substation and associated class of enclosure (see 5.101), the continuous current tests (see 7.5) and all temperature rise related requirements, which would need an agreement between manufacturer and user. NOTE 1 IEC 61936-1 [1]1 provides general rules for the design and erection of high-voltage power installations. As well, it specifies additional requirements for the external connections, erection and operation at the place of installation of high-voltage prefabricated substations compliant with IEC 62271-202, which are regarded as a component of such installation. Non-prefabricated high-voltage substations, are generally covered by IEC 61936-1 [1]. NOTE 2 High-voltage switchgear prefabricated substations can include instrument transformers, according to IEC 61869 (all parts). IEC 62271-200:2011 specifies requirements for prefabricated metal enclosed switchgear and controlgear for alternating current of rated voltages above 1 kV and up to and including 52 kV for indoor and outdoor installation, and for service frequencies up to and including 60 Hz. Enclosures may include fixed and removable components and may be filled with fluid (liquid or gas) to provide insulation. This second edition cancels and replaces the first edition, published in 2003. It is a technical revision. This second edition of IEC 62271-200 has been further updated and improved to the experience gained with the first edition of IEC 62271-200. As maintenance result, this second edition of IEC 62271-200 introduces the following significant changes: - definitions, classifications and testing procedures are specified more precisely; - categories LSC2A and LSC2B have been clarified and LSC2 has been assigned a separate definition; - specific ratings related to fault level to earth (4.5 to 4.7) are introduced; - solid insulated high-voltage parts are no longer considered as compartments on their own; - an optional rating 'cable test voltage' and the associated requirements and type tests are introduced; - for testing the internal arc classification, when assigned by the manufacturer, more specific guidance is provided regarding the test arrangement, room simulation and arc initiation; - a single phase to earth ignition is also recognised for internal arc testing; - the Annexes A and B are renumbered Annexes AA and BB. This European Standard specifies the service conditions, rated characteristics, general structural requirements and test methods of the prefabricated assembly of the main electrical functional units of a HV/LV Distribution Substation, duly interconnected, for alternating current of rated operating voltages above 1 kV and up to and including 52 kV on the HV side, service frequency 50 Hz. This assembly is to be cable-connected to the network. This Compact Equipment Assembly for Distribution Substation (CEADS) as defined in this standard is designed and tested to be a single product with a single serial number and one set of documentation. Such equipment is delivered as single transport unit. For practical reasons manufacturer and user can agree to transport the unit dismantled if transport or installation of the complete CEADS is not possible. In that case suitable verification tests shall be carried out at the installation site. Note 1: Where the functional units are independent each functional unit will also have its own serial number. A CEADS is not a Distribution Substation, either prefabricated (covered by EN 62271 202) or not (covered by EN 61936-1). However CEADS is intended to become part of a Distribution Substation assembling the HV equipment, the power transformer and the LV equipment duly interconnected (see Annex C, which also explains the origin and types of CEADS). The functions of a CEADS are: – switching and control for the operation of the HV side and protection of the HV/LV transformer functional unit; – HV/LV transformation; – switching and control for the operation and protection of the LV feeders. However relevant provisions of this standard are also applicable to designs where not all of these functions exist (e.g. equipment comprising only HV/LV transformation and switching and control for the operation and protection of the LV feeder functions). For public distribution networks, CEADS are intended for installation within an indoor or outdoor closed electrical operating area (see Definition 1.3.3) forming part of a Distribution Substation. For industrial applications, such as factories, installation of CEADS outside a closed electrical operating area may be allowed provided that safety regulations are fulfilled by additional measures adopted at the installation site under the responsibility of the designer of the installation. This standard considers the potential interaction between the individual functions when closely installed and interconnected to form a type tested assembly and defines ratings, particular design and construction requirements and test procedures for this assembly. NOTE 2 Interaction is the influence of one functional units of the equipment on another (i.e. electrical mechanical and thermal stresses). NOTE 3 For the purpose of this standard a self-protected transformer is considered not as a CEADS, but as a functional unit, designed and type tested to its own product standard EN 60076 13.
