Overview
CEN/TS 17606:2021 is a European Technical Specification that complements existing standards for the installation of refrigeration, air conditioning and heat pump equipment containing flammable refrigerants, with particular emphasis on low‑GWP, flammability class A3 refrigerants. Published in 2021, this CEN/TS provides technical guidance where current standards may not fully reflect the state of the art. Toxicity class B refrigerants are excluded from its scope.
Key topics and requirements
This specification focuses on practical installation and safety measures that installers, owners and employers must consider:
- Explosive atmosphere & ATEX considerations: Guidance references Directive 1999/92/EC and Directive 2014/34/EU for workplace and equipment in explosive atmospheres.
- Design and site structural requirements: Site layout, room sizes and enclosures for equipment using flammable refrigerants; follows manufacturer instructions unless an alternative safe system of work is adopted.
- Marking and documentation: Durable, visible flammability warnings; piping & instrumentation diagrams (P&ID), refrigerant charge documentation, safety device locations and discharge routing.
- Good installation practice: Tooling, personal protective equipment (PPE), safe procedures for handling flammable refrigerants.
- Risk mitigation and charge limits: Methods to enable extended refrigerant charge sizes (when justified) and associated mitigation measures such as leak reduction, circuit integrity, and ignition prevention. (No numeric charge limits are specified in the CEN/TS itself; designers must perform documented risk assessments.)
- Risk assessment & management: Risk assessments in line with the ISO 31000 series to demonstrate tolerable risk levels and document measures throughout the system lifecycle.
- Competence and training: Personnel competence requirements (referencing EN ISO 22712), employer responsibilities for training and safe work practices.
- Testing and commissioning: Safety testing and verification to ensure installed systems meet the documented risk controls.
Practical applications and users
CEN/TS 17606:2021 is intended for:
- HVAC/R installers and contractors working with flammable refrigerants (A3)
- System designers and competent persons developing alternative safe systems of work
- Facility owners and asset managers evaluating refrigerant choices and installation risks
- Safety managers, risk assessors and insurers assessing extended charge options
- Regulators and inspection bodies seeking harmonized guidance for installations
This document helps practitioners safely transition to low‑GWP flammable refrigerants by providing actionable installation controls, marking and documentation practices, and competency expectations.

Introduction
The adoption of refrigerants with low Global Warming Potential, in response to concerns about the
effect of some fluorocarbons on climate, has raised the profile of fluids which were previously limited in
their use due to flammability. As the industry moves towards greater use of low GWP flammable
refrigerants, in particular from flammability class A3, it is important to ensure that installation methods
also change to support this technology transition.
The purpose of this document is to provide information to ensure acceptable risk levels applying
flammable refrigerants.
This document therefore provides technical information to the companies and individuals directly
involved in activities at the worksite; the owner of the system and the company and individuals that
install equipment.

The standard CEN/TS 17606:2021 provides essential guidance for the installation of refrigeration, air conditioning, and heat pump equipment that utilizes flammable refrigerants, particularly those classified as A3. This document significantly enhances existing standards by incorporating vital technical information and risk mitigation measures that are not sufficiently covered in previous regulations. One of the primary strengths of this standard is its comprehensive scope, which addresses key aspects of safety and efficiency in installations involving flammable refrigerants. It encompasses an array of critical topics, including the management of explosive atmospheres in workplaces and equipment, which is paramount for protecting personnel and facilities against potential hazards. The inclusion of risk assessments and specific refrigerant charge limits represents a forward-thinking approach to ensuring safe operational practices, reflecting a commitment to maintaining safety in line with the latest industry standards. Moreover, CEN/TS 17606:2021 emphasizes the importance of proper design and structural specifications for the installation site, which plays a crucial role in securing the integrity of the refrigeration systems. The standard also stipulates guidelines for the marking and labelling of equipment parts and installation sites, facilitating clear communication and adherence to safety protocols among personnel involved in installation processes. The document further stresses good practices for installation, including recommendations on tools and personal protection. This aspect underscores the standard’s focus on the competency of personnel, highlighting the necessity for skilled workers trained in these specific installation techniques. By outlining safety testing protocols for systems and equipment, the standard effectively establishes a robust framework aimed at ensuring reliability and performance of refrigeration systems. In summary, the relevance of CEN/TS 17606:2021 is underscored by its comprehensive approach to addressing the challenges posed by the use of flammable refrigerants in HVAC systems. By complementing existing standards with detailed technical specifications and risk management strategies, this document plays an essential role in promoting safe practices and advancing the knowledge required for proficient installation of refrigeration, air conditioning, and heat pump equipment.
