Overview
EN IEC 60730-2-14:2019/A2:2021 (adopted as EN IEC 60730-2-14:2019/A2:2022 in some national bodies) is an amendment to the Part 2‑14 requirements of IEC 60730 for automatic electrical controls. It gives particular requirements for electric actuators used in household and building automation applications. This amendment clarifies scope, test methods and limits, and adds/updates normative references. It is intended to be used in conjunction with IEC 60730‑1.
Key topics and technical requirements
- Scope and application
- Applies to electric actuators for building automation (within ISO 16484), including AC and DC actuators with rated voltage up to 690 V AC or 600 V DC.
- Covers inherent safety, operating values, operating times/sequences associated with equipment safety, and testing.
- Also applicable to the functional safety of low‑complexity safety‑related systems and controls.
- Types of actuators covered
- Actuators responsive to temperature, pressure, time, humidity, light, flow, liquid level, current/voltage, acceleration, electrostatic effects, and combinations.
- Testing and abnormal operation
- Blocked mechanical output (abnormal temperature) test: actuators with motor insulation for protection against electric shock must withstand blocked output without exceeding temperatures specified in the standard (Table 26). Motors with only functional insulation may exceed those temperatures during the test provided post‑test compliance with specified requirements.
- Running overload: winding temperature limits are specified by insulation class. Examples given in the amendment:
- Class 105 (A): 140 °C
- Class 120 (E): 155 °C
- Class 130 (B): 165 °C
- Class 155 (F): 180 °C
- Class 180 (H): 200 °C
- Class 200 (N): 220 °C
- Class 220 (R): 240 °C
- Class 250: 270 °C
- Information and marking
- Requirements for information supplied with the actuator (e.g., maximum mounting surface temperature where it differs by >20 K).
- Class II construction marking guidance when a cord without a plug is used.
- EMC / electronic controls
- Annex H defines electromagnetic compatibility (EMC) immunity test requirements and related compliance wording adjustments.
- Normative references
- Adds IEC 61058‑1‑1 for mechanical switch requirements.
Applications and who uses it
- Manufacturers of electric actuators (HVAC dampers, valves, building services)
- Product design and compliance engineers ensuring safety and functional performance
- Test laboratories and certification bodies performing type-testing and EMC/thermal tests
- System integrators and building automation specifiers selecting compliant actuators
- Regulators and conformity assessors applying EN/IEC standards in national markets
Related standards
- IEC 60730‑1 (general requirements for automatic electrical controls) - to be used together with Part 2‑14
- IEC 61058‑1 and IEC 61058‑1‑1 (switches for appliances) - referenced for manual switches not integral to actuators
Keywords: EN IEC 60730-2-14, automatic electrical controls, electric actuators, building automation, actuator testing, functional safety, EMC immunity, running overload, blocked output test.

AMENDMENT 2
FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by inde
