Overview

SIST EN 12096:2026 specifies the requirements for the declaration and verification of mechanical vibration emission values for machinery. This standard applies to both continuous and repeated shock vibrations, covering hand-arm and whole-body vibration values as determined by type-B and type-C vibration measurement standards. It is relevant for manufacturers, users, and regulatory bodies responsible for portable hand-held, hand-guided, and mobile machinery.

The standard ensures that vibration emission values are declared using uniform methods and verified reliably, promoting transparency and comparability across different types and brands of machinery. Compliance with SIST EN 12096:2026 also aligns with obligations under the EU Machinery Regulation (EU) 2023/1230.

Key Topics

  • Declaration of Vibration Emission Values

    • Guidance on how to declare values for hand-arm vibration (HAV) and whole-body vibration (WBV).
    • Requirements for clearly presenting emission values and associated uncertainties in the instructions for machinery use.
    • Measures both continuous frequency-weighted vibration and repeated shock vibration.
  • Product and Vibration Information in Instructions for Use

    • Specifies the key vibration and product details that must be documented, including identification of the machinery, relevant test standards used, and declared emission values with their uncertainties.
    • Ensures end-users receive accurate, meaningful information for risk assessment and comparison purposes.
  • Verification Methods

    • Outlines procedures for verifying declared vibration emission values using either a single machine or a sample of three machines from a batch.
    • Details calculation methods and uncertainty (K) determinations based on statistical evaluation, supporting traceable and repeatable verification.
    • Verification must utilize the same test codes, operating modes, and measurement procedures as used in declaration.
  • Machinery Covered

    • Applies to a broad range of machinery types: portable hand-held, hand-guided, and mobile machinery that are subject to vibration measurement.
    • Specifically referenced for machines falling under the EU Machinery Regulation (EU) 2023/1230, including those listed in its Annex III.

Applications

SIST EN 12096:2026 is directly applicable in several practical areas:

  • Manufacturers of Machinery

    • Provides a structured approach for measuring, declaring, and verifying the vibration emissions of their products, ensuring compliance and safer machinery design.
  • Risk Assessment and Worker Protection

    • Offers end-users clear information to assess vibration risks related to occupational exposure, crucial for workplace safety in line with EU directives (like 2002/44/EC on vibration).
  • Procurement and Product Comparison

    • Standardized emission values and uncertainties enable planners, safety officers, and buyers to compare machines objectively, supporting informed purchasing and compliance decisions.
  • Regulatory Compliance

    • Supports meeting legal and regulatory requirements for documentation and harmonization within the European market.

Related Standards

For effective implementation, SIST EN 12096:2026 should be used in conjunction with several related standards, including:

  • EN ISO 5349-1: Mechanical vibration - Measurement and evaluation of human exposure to hand-transmitted vibration.
  • EN ISO 5349-3: Measurement of isolated and repeated shocks in hand-transmitted vibration.
  • EN ISO 8041-1: Human response to vibration - General purpose vibration meters.
  • ISO 2631-1: Mechanical vibration and shock - Evaluation of human exposure to whole-body vibration.
  • EN 1032: Mechanical vibration testing of mobile machinery.
  • EN ISO 20643: Principles for the evaluation of vibration emission from hand-held and hand-guided machinery.
  • EN ISO 12100: Safety of machinery - General design principles for risk assessment and reduction.
  • EN ISO 28927 and EN IEC 62841: Test methods for portable power tools.

Using SIST EN 12096:2026 in conjunction with these standards ensures robust, harmonized vibration emission practices aligned with European and international requirements.

Introduction
Information on vibration emission of vibrating machinery is needed by users, planners, manufacturers
and authorities, for example to comply with the obligations described in the EU Machinery Regulation
(EU) 2023/1230. This information is important for comparing the vibration emissions from different
products and for assessing the vibration against vibration requirements.
In order for vibration emission values to be useful, uniform methods are necessary for following
purposes:
— measurement of the vibration values;
— determination of the vibration emission values to be declared;
— presentation of the declared vibration emission values;
— verification of the declared vibration emission values.
The obligations to control risks arising from exposures to vibration are specified in Europe by Directive
2002/44/EC which uses a daily vibration exposure value A(8), that is not to be confused with the
vibration emission used in this document.
1 Scope
This document specifies the requirements for declaration and verification of vibration emission values of
continuous and repeated shock vibrations. It is applicable to hand-arm and whole-body vibration values
achieved by measurements according to type-B and type-C standards for portable hand-held, hand-
guided and mobile machinery.
This document
— gives guidance on the declaration of vibration emission values,
— describes vibration and product information to be given in the instructions for use supplied with the
machinery, and
— specifies the method for verifying the declared vibration emission values stated in the instruction for
use of the machinery.
