SIST EN ISO 31915-3:2026 is the Slovenian adoption of EN ISO 31915-3:2026, based on ISO 31915-3:2026. It specifies methods for measuring and reducing whole body vibration on self-powered aircraft ground support equipment (GSE) when the driver is standing or seated during driving. The document is used for type evaluation, declaration and verification of vibration emission values.
What does SIST EN ISO 31915-3:2026 specify?
SIST EN ISO 31915-3:2026 specifies how to assess whole body vibration as a significant hazard for drivers on freely moveable, self-powered GSE. It focuses on vibration emission transmitted to the driver while driving, not on a person's daily exposure.
The standard is intended to be used with the different parts of the EN 1915 series and the EN 12312 series. It applies to GSE manufactured after its publication date.
The document is organized into scope, normative references, terms and definitions, hazards, safety requirements, verification, information for use, and informative annexes.
| Annex | What it covers |
|---|---|
| Annex A | List of significant hazards |
| Annex B | Guidance for reporting vibration data |
| Annex ZA | Relationship with Regulation (EU) 2023/1230 |
What are the key requirements of SIST EN ISO 31915-3:2026?
SIST EN ISO 31915-3:2026 requires vibration emission to be reduced as far as possible using available technical measures. Clause 5.2 names examples such as pneumatic tyres, suspension, vibration-isolated cabins, suspension seats and shock absorbers. In practice, this means the machine design should already limit vibration before any operating instructions or user measures are relied on.
Clause 5.3 defines the quantities that must be measured. The main quantity is the frequency-weighted root mean square (r.m.s.) acceleration in the vertical direction, and horizontal components are also summed and declared when they are substantial. The clause also requires mean GSE speed, pneumatic tyre pressure and ambient air temperature to be recorded, because these conditions affect the result and must be known if the data are compared later.
Clauses 5.4 and 5.5 set the measurement instrumentation and sensor location. Instrumentation follows EN 1032, frequency weighting follows EN 1032, and speed measurement must be accurate to within ±5 %. For seated drivers, the transducer goes on the seat pan in a semi-rigid disc; for standing drivers, it is placed on the floor or a rigid part near the feet. This matters because small changes in mounting point can change the measured vibration.
Clause 5.6 defines the test set-up. The test track must be straight, 25 m long, level, smooth and fitted with two rigid obstacles, and the obstacle height is chosen from Table 1 according to wheel mean diameter. The GSE must be new, configured to the manufacturer’s specification, fitted with the standard equipment offered by the manufacturer, and tested with tyre pressure checked before and after the runs. Where the cabin or driver stand moves, testing is carried out at the extremes of movement; where a seat is used, the seat and suspension are adjusted so the driver can operate the controls.
Clause 5.6 also fixes the driver and environment conditions. Standing-driver measurements use a person with a mass between 75 kg and 85 kg. Seated-driver measurements use two persons, one lighter and one heavier, so the seat behaviour is checked over a realistic range. Measurements are made between 0 °C and +35 °C. This makes the results more repeatable and reduces the risk that one unusual test setup masks the real vibration performance.
Clause 5.7 sets the driving method and the validity rule. The test speed is 15 km/h ±10 %, unless the maximum operating speed is lower, in which case the machine is tested at that maximum speed. A valid test series needs enough consecutive runs to bring the coefficient of variation below 0.15, with at least five runs. In practice, the document does not allow a single convenient run to stand for the result - the value must be stable across repeat measurements.
Clauses 5.7.5, 5.8 and 5.9 define the reported values and the documentation. The reported standing-driver value comes from the floor measurement, and the seated-driver value comes from the seat pan, with the two seated-driver results averaged. The test report must identify the machine, tyre family and pressure, cabin type, seat model, climate, speed, instrumentation, track type, test location, responsible person and vibration values. The declaration of vibration emission values must follow this document and EN 12096, and if a machine can be used both standing and seated, both values are declared.
Clause 6 requires verification by testing, measuring and documentation using the same procedure and driving conditions as the initial evaluation. The verification data must be checkable in accordance with EN 12096, which is important for technical files, audits and market surveillance.
Clause 7 requires the operating instructions and technical documentation to include wheel and tyre characteristics, declared vibration emission values, a reference to this document, and any user measures that may reduce vibration. It also says sales literature must not contradict the operating instructions.
What terms does SIST EN ISO 31915-3:2026 define?
- Ground support equipment (GSE) - A piece of moveable or stationary equipment, powered or self-propelled, used for ground handling, servicing or field maintenance of civil transport aircraft on the ramp area of an airport.
- Wheel mean diameter - The arithmetic mean of the outside diameters of the load-bearing wheels, used in this standard to select the obstacle height for the test track.
- Seat pan - The seat surface on which the driver is seated, which is the mounting location for the vibration transducer in seated-driver tests.
- Root mean square (r.m.s.) acceleration - The vibration quantity measured and reported in the test series, after frequency weighting and integration over a complete test run.
- Coefficient of variation - The ratio of the standard deviation to the mean of a test series, used to decide whether the run sequence is valid.
- Whole body vibration - The vibration hazard transmitted through the machine to the driver's body while driving, which is the main subject of the standard.
Who uses SIST EN ISO 31915-3:2026?
SIST EN ISO 31915-3:2026 is used by GSE manufacturers, test laboratories, safety engineers, quality managers and compliance teams. They use it to design vibration reduction measures, run type tests, prepare declarations and document results.
It is also relevant to health and safety bodies, market surveillance authorities and accident-prevention organizations. They use it when checking whether declared vibration emission values are based on a defined and repeatable method.
Airport operators, employers, maintenance providers and buyers may use it to compare GSE options, understand the meaning of declared vibration values and check that operating instructions include the information they need.
What changed in SIST EN ISO 31915-3:2026 from the previous edition?

Introduction
The aim of this document is to deal with vibration as a hazard and to provide methods for the measurement
and reduction of vibration emission transmitted to the whole body of drivers of ground support equipment
(GSE) when driving. See EN 1032:2003+A1:2008 for determining whole body vibrations under stationary
operating conditions and hand-arm vibrations.
The results obtained can also be used to compare GSE of the same category or a given GSE when equipped
with different seats or tyres, etc.
Fitting different seats, changing the tyre specification, etc. can lead to different vibration values. Due to
the specific operation of GSE, however, EN 1032:2003+A1:2008 cannot be applied directly for whole body
vibration under driving conditions, and therefore, the preparation of this document for GSE has become
necessary.
This document cannot be used for field measurements to determine the daily exposure of the driver to
vibration.
This document is a type-C standard as stated in ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organisations, market surveillance etc.)
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
