Overview

EN 17678-1:2022 (CEN) - "Installation of post-tensioning kits for prestressing of structures - Part 1: Competence of personnel" defines the minimum training, registration and role-based competence requirements for personnel involved in the installation of post‑tensioning (PT) kits in concrete structures. The standard covers bonded and unbonded tendons used in accordance with execution specifications, product standards or European Technical Assessments (ETA). It focuses on personnel competence (not general safety, health, or contractual matters) and supplements EN 13670 (execution of concrete structures). Note: prEN/EN 17678-2 addresses assessment and certification procedures.

Key topics and requirements

  • Personnel categories and roles: clear definitions and task scopes for PT Trainee (PT0), PT Operative (PT1), PT Supervisor (PT2) and PT Manager (PT3).
  • Minimum training and experience: tables outline advised training modules and minimum industrial experience levels required for each role (refer to the standard’s tables for details).
  • Tasks and responsibilities: role-specific duties - installation of anchors, ducts and tendons; air testing; stressing; cut‑off, sealing/capping; grouting and quality control; equipment inspection and documentation.
  • Documentation and control: requirements for method statements, inspection and test plans, quality plans, material checks, hold points and record keeping.
  • Interface with approvals: ensures installation procedures comply with product standards, ETAs and execution specifications; highlights manufacturer installation instructions and possible supplementary manufacturer training.
  • Scope limitations: explicitly excludes general safety/health and contractual issues. Assessment and certification processes are in Part 2.

Practical applications - who uses this standard

  • PT specialist companies and subcontractors managing site teams and competence records.
  • Construction contractors and project clients specifying competent PT personnel in execution specifications.
  • PT kit manufacturers and suppliers providing installation guidance and training.
  • Quality managers, site supervisors and auditors ensuring compliance with EN 13670 execution classes (notably classes 2 and 3 referenced).
  • Training providers developing accredited courses for PT operatives, supervisors and managers.
  • Certification bodies using Part 2 to implement assessment and registration schemes.

Related standards

  • EN 13670 - Execution of concrete structures
  • EN 1992-1-1 (Eurocode 2) - Design of concrete structures
  • EN 445 / EN 446 / EN 447 - Grout for prestressing tendons (test methods, procedures, requirements)
  • prEN 17678-2:2022 - Assessment of competence (certification framework)

EN 17678-1:2022 is essential for organizations aiming to ensure consistent quality and technical competence in post‑tensioning installation, facilitate workforce mobility, and protect structural integrity through qualified PT personnel.

Introduction
The market for the post-tensioning (PT) kits exists worldwide but the first area of concern is Europe.
The main motivating factor for creating this document on competence of personnel is:
— safety and quality considerations during the installation of the PT kits;
— safeguarding the integrity of structures during their service life;
— facilitating free movement of PT personnel, both between PT specialist companies and member
states.
The requirements for the competence and assessment of prestressing personnel are based on the
experience of CWA 14646:2003 [2].
The CWA was initiated by the PT providers and the CEN workshop represented all groups of stakeholders
related to the installation of PT kits.
As CWA 14646 has expired and to fill this gap, an initiative by the same group of stakeholders was taken
to replace and update the provisions on competence in CWA 14646 with this document.
This document supplements the general requirements of personnel given in EN 13670.
Part 1 of this document deals with the minimum competence personnel working with PT installations
shall possess, and with the tasks the personnel is qualified to undertake.
Part 2 of this document gives the framework for how to assess the competence of PT personnel and issue
certificates to candidates fulfilling the requirements.
Additional requirements and requirements beyond the minimum formulated in this document may be
specified in a project specification or in a national annex to this document.
