Abstract

This document applies to electrical and electronic apparatus and systems intended for use in railway fixed installations for power supply with railway function (e.g. not covered are equipment such as fire detection devices installed inside substations, room access devices, air conditioning, lighting systems, etc.). This includes the power feed to the apparatus, the apparatus itself with its protective control circuits, trackside items such as switching stations, power substations for charging of battery on the board of train (auxiliary charging points), power autotransformers, booster transformers, substation power switchgear and power switchgear to other longitudinal and local supplies.
Emission and immunity limits are given for apparatus which are situated:
a)   within the boundary of a substation which delivers electric power to a railway;
b)   beside the track for the purpose of controlling or regulating the railway power supply, including power factor correction;
c)   beside the track for controlling or regulating electric power supplies to ancillary railway uses. This category includes power supplies to marshalling yards, maintenance depots and stations;
d)   various other non-traction power supplies from railway sources which are shared with railway traction.
NOTE   Filters operating at railway system voltage (for example, for harmonic suppression or power factor correction) are not included in this document since each site has special requirements. Filters would normally have separate enclosures with separate rules for access. If electromagnetic limits are required, these will appear in the specification for the equipment.
This document specifies limits for emission and immunity and provides performance criteria.
The document does not specify basic personal safety requirements for apparatus such as protection against electric shock, unsafe operation, insulation co-ordination and related dielectric tests. The requirements were developed for and are applicable to this set of apparatus when operating under normal conditions. Fault conditions of the apparatus have not been taken into account.
The test frequency range defined in this document is considered to ensure the electromagnetic compatibility of the apparatus in the whole frequency range from 0 Hz (DC) to 400 GHz.

kSIST FprEN 50121-5:2026 is a CENELEC draft European Standard for railway electromagnetic compatibility. It specifies emission limits, immunity limits, and performance criteria for electrical and electronic apparatus and systems used in fixed railway power-supply installations. Engineers, test laboratories, system suppliers, and buyers use it to check EMC behavior for substations, trackside power equipment, and related railway power-supply apparatus.

What does kSIST FprEN 50121-5:2026 specify?

kSIST FprEN 50121-5:2026 applies to railway fixed power-supply installations and apparatus with a railway function. It sets the EMC framework for equipment used in and around substations, trackside control and regulation points, ancillary railway power supplies, and other railway-source supplies shared with traction.

Clause / tableWhat it covers
Clause 1Scope and application areas
Clause 2Normative references
Clause 3Terms, definitions, and abbreviations
Clause 4Overall aspects and test planning
Clause 5Emission
Clause 6Immunity
Clause 7Fixed power supplies on railway property not used for railway traction purposes
Tables 1 to 8Detailed emission and immunity requirements by port

The standard includes power feed to the apparatus, the apparatus itself, protective control circuits, switching stations, substations, autotransformers, booster transformers, and power switchgear. It also gives limits for apparatus inside a substation boundary, beside the track for supply control or regulation, and beside the track for ancillary railway uses.

It excludes equipment such as fire detection devices, room access devices, air conditioning, and lighting systems installed inside substations. Filters operating at railway system voltage are also treated separately because site conditions and access rules are specific to each installation.

What are the key requirements of kSIST FprEN 50121-5:2026?

kSIST FprEN 50121-5:2026 is built around practical EMC testing of the apparatus in its intended railway setting. The main idea is to test representative operating conditions, apply port-specific limits, and record the exact configuration so the result can be repeated and understood.

Test planning and scope boundaries

  • Clause 4 requires testing in a typical operating mode that gives the highest emission or susceptibility for the frequency band being assessed. In practice, the manufacturer has to choose and document the mode that is most demanding for EMC.
  • If the apparatus is part of a system or can connect to auxiliary equipment, Clause 4 requires testing in a representative configuration with the cabling needed to exercise the ports. This matters because EMC behavior often changes when real cables and companion units are connected.
  • Clause 4 also requires a test plan that states the conditions, configuration, cabling, and mode of operation. That test plan becomes the record that ties the measurements to the installed equipment.
  • For apparatus in the scope of the Radio Equipment Directive, Clause 4 points to ETSI exclusion bands and, for combined equipment, requires testing in those bands to assess non-radio functions. In practice, radio functions may show degraded performance in those bands, and that must be reported.

Emission requirements

  • Clause 5.1 ties substation emissions to prEN 50121-2:2025 for radio-frequency noise to the outside world, with guidance for DC and power-frequency magnetic fields. This connects the fixed power-supply standard to the broader railway-system emission standard.
  • Clause 5.2 applies conducted emission limits to low-voltage ports and radiated emission limits to all equipment. The practical result is that the enclosure, power ports, and wired network ports are each checked against their own limit set in Tables 1 to 3.
  • Clause 5.2 also allows some enclosure-port compliance to be demonstrated at the substation level when individual testing is not practical and the parties agree. That gives flexibility for large or integrated installations.
  • The emission tables refer to Basic Standards for methods and set-ups, so the document does not repeat the full measurement procedure. Instead, it tells you which test family to use and what the relevant limit structure is.

Immunity requirements

  • Clause 6.1 requires a functional description and performance criteria in the test report, based on criteria A, B, and C from prEN 50121-1:2025. This means the report must explain what counts as acceptable behavior during and after each test.
  • Clause 6.2 says immunity tests are performed port by port, as separate tests, in a well-defined and reproducible manner. The sequence is optional, but each step must be documented.
  • Clause 6.2 requires testing at the rated supply voltage and within the specified operating range, in the most susceptible operating mode that still reflects normal use. That matters because a passing result only has value if it reflects how the equipment will actually be run.
  • Tables 4 to 8 split immunity by enclosure ports, I/O ports, DC input and output power ports, AC input and output power ports, and earth ports. The table structure helps users see exactly which port needs which test.
  • The immunity tables include radio-frequency immunity, electrostatic discharge, power-frequency magnetic field, fast transients, surge, and damped oscillatory wave tests. For users, that means each external interface must be checked against the disturbance types most likely to appear in railway environments.

Fixed power supplies outside traction use

  • Clause 7 separates fixed power supplies on railway property that are not used for traction purposes into two groups. Supplies from non-railway sources are outside the scope, while supplies from railway sources shared with traction need emission and immunity levels defined and justified for the application.
  • This distinction matters for station services, office services, freight cranes, and yard lighting, because the source of the supply changes the EMC approach.

What terms does kSIST FprEN 50121-5:2026 define?

  • apparatus - A device or assembly of devices that can work as an independent unit for specific functions.
  • port - A particular interface that connects equipment to the external electromagnetic environment.
  • railway substation - An installation that transforms primary supply to the contact line voltage, and sometimes frequency.
  • long distance line - An I/O line longer than 30 m inside a building or any line that leaves the building.
  • 3 m zone - The area within 3 m of the track centreline or within 3 m of electrical substation parts.
  • 10 m zone - The area within 10 m of the track centreline or within 10 m of electrical substation parts.
  • low voltage (LV) - Nominal voltage up to AC 1 000 V or DC 1 500 V.
  • electromagnetic compatibility (EMC) - The ability of equipment to operate satisfactorily in its electromagnetic environment without causing unacceptable disturbances.
  • alternating current (AC) - Current that changes direction periodically.
  • direct current (DC) - Current that flows in one direction.
  • root mean square (RMS) - The effective value used to express AC magnitude.
  • input/output (I/O) - A port type used for signal or data interfaces.

Who uses kSIST FprEN 50121-5:2026?

kSIST FprEN 50121-5:2026 is used by railway equipment manufacturers, EMC engineers, test laboratories, system integrators, and substation designers. It is also relevant to quality managers and procurement teams who need to specify, test, or accept railway power-supply equipment against a defined EMC standard.

In practice, these users apply it when they select test configurations, define representative operating modes, document performance criteria, and decide whether a substation, switchgear set, transformer, or trackside supply unit has acceptable emission and immunity behavior.

What changed in kSIST FprEN 50121-5:2026 from the previous edition?

kSIST FprEN 50121-5:2026 supersedes EN 50121-5:2017 and EN 50121-5:2017/A1:2019. The foreword lists these technical changes compared with the earlier edition:

What does the kSIST FprEN 50121-5:2026 document contain?

kSIST FprEN 50121-5:2026 contains one figure on equipment ports and eight tables that organize the emission and immunity test requirements by port and test facility. The emission tables cover low-voltage AC mains ports, wired network ports, and radiated emission from the enclosure port, while the immunity tables cover enclosure ports, I/O ports, DC power ports, AC power ports, and earth ports.

The document also gives the test logic behind those tables: how to choose the test mode, how to define the configuration, how to treat auxiliary equipment, and how to report the result. That makes it useful not only for testing, but also for design reviews, EMC planning, technical documentation, and acceptance decisions.

49 Introduction
50 This document has been prepared in the form of a Product Standard.
51 It defines the immunity and emission test requirements for apparatus defined in the scope in relation to
52 the electromagnetic disturbances likely to be experienced in the railway. In particular, the test
53 requirements represent the essential electromagnetic immunity requirements and have been selected
54 to ensure an adequate level of immunity for apparatus installed on the railway locations.
55 Test requirements are specified for each port considered.
56 Safety considerations are not covered by this standard.
57 Emission requirements have been selected so as to ensure that disturbances generated by the
58 apparatus operated normally in railway environment do not exceed a level which could prevent other
59 apparatus from operating as intended.
60 Likewise, the immunity requirements have been selected so as to ensure an adequate level of immunity
61 of fixed power supply apparatus.

62 1 Scope
63 This document applies to electrical and electronic apparatus and systems intended for use in railway
64 fixed installations for power supply with railway function (e.g. not covered are equipment such as fire
65 detection devices installed inside substations, room access devices, air conditioning, lighting systems,
66 etc.). This includes the power feed to the apparatus, the apparatus itself with its protective control
67 circuits, trackside items such as switching stations, power substations for charging of battery on the
68 board of train (auxiliary charging points), power autotransformers, booster transformers, substation
69 power switchgear and power switchgear to other longitudinal and local supplies.
70 Emission and immunity limits are given for apparatus which are situated:
71 a) within the boundary of a substation which delivers electric power to a railway;
72 b) beside the track for the purpose of controlling or regulating the railway power supply, including
73 power factor correction;
74 c) along the track for the purpose of supplying electrical power to the railway other than by means of
75 the conductors used for contact current collection, and associated return conductors. Included are
76 high voltage feeder systems within the boundary of the railway which supply substations at which
77 the voltage is reduced to the railway system voltage;
78 d) beside the track for controlling or regulating electric power supplies to ancillary railway uses. This
79 category includes power supplies to marshalling yards, maintenance depots and stations;
80 e) various other non-traction power supplies from railway sources which are shared with railway
81 traction.
82 Note: Filters operating at railway system voltage (for example, for harmonic suppression or power factor
83 correction) are not included in this standard since each site has special requirements. Filters would
84 normally have separate enclosures with separate rules for access. If electromagnetic limits are required,
85 these will appear in the specification for the equipment.
86 This document specifies limits for emission and immunity and provides performance criteria.
87 The standard does not specify basic personal safety requirements for apparatus such as protection
88 against electric shock, unsafe operation, insulation co-ordination and related dielectric tests. The
89 requirements were developed for and are applicable to this set of apparatus when operating under
90 normal conditions. Fault conditions of the apparatus have not been taken into account.
91 The test frequency range defined in this document is considered to ensure the electromagnetic
92 compatibility of the apparatus in the whole frequency range from 0 Hz (DC) to 400 GHz.
