SIST-TS CEN/TS 18301:2026 is the Slovenian adoption of CEN/TS 18301:2026 from CEN. It gives complementary product category rules (c-PCR) to EN 15804 for Environmental Product Declarations (EPD) of bituminous mixtures used on roads, airfields and other trafficked areas. The document is aimed at people preparing, checking or using EPDs for mixtures covered by the EN 13108-series.
What does SIST-TS CEN/TS 18301:2026 specify?
SIST-TS CEN/TS 18301:2026 sets the bituminous-mixture-specific rules that sit alongside EN 15804. It tells the reader what unit to declare, how to set the system boundaries, and how to build the default scenarios for selected life cycle modules.
The document applies to EPDs for bituminous mixtures in two module configurations:
- cradle to gate with modules C1-C4 and module D, with A1-A3 always declared
- cradle to gate with options, where A4 and/or A5 may be added to the same minimum set
The use stage modules B1-B7 are outside the document’s coverage. That matters in practice because the EPD is focused on production, transport, installation, end-of-life and benefits or loads beyond the product system.
Clause 5 covers the general aspects. Clause 6 gives the product category rules for life cycle assessment (LCA). Clause 7 defines the EPD content, clause 8 the project report, and clause 9 verification and validity.
| Annex | What it covers |
|---|---|
| Annex A | Requirements and guidance on the reference service life |
| Annex B | Waste, including examples for end-of-waste cases for site-won asphalt |
| Annex C | Impact categories, indicators, methodologies and characterization factors |
| Annex D | End-of-life formulae |
| Annex E | Data quality assessment schemes for generic and specific data |
What are the key requirements of SIST-TS CEN/TS 18301:2026?
SIST-TS CEN/TS 18301:2026 gives the practical rules for LCA-based EPDs for bituminous mixtures. The most important points are the declared unit, the module structure, how reclaimed asphalt is treated, how data are selected, and what has to be reported.
Product category, declared unit and covered stages
The product category covers all bituminous mixtures that fall under the relevant EN 13108-series product standards. The declared unit is one metric tonne of bituminous mixture, and the document uses declared unit rather than functional unit.
The covered stages are A1-A3, optional A4 and/or A5, C1-C4 and D. In practice, this means the EPD must show the impacts of raw materials, transport to plant, manufacture, optional transport to site and installation, end-of-life, and the declared benefits or loads beyond the system boundary.
Clause 5.2 and clause 6.2 also make the structure clear:
- A1-A3 are always part of the EPD
- A4 and A5 are optional and are used when the needed project data are available
- B1-B7 are not part of the calculation set
System boundaries, reclaimed asphalt and end-of-waste
Clause 6.3.5 explains how to draw the system boundary for bituminous mixtures. A key point is the handling of reclaimed asphalt (RA): impacts before end-of-waste are declared in the end-of-life modules, while impacts after end-of-waste are declared in the product stage of the new mixture.
That matters because the same RA can appear in both a waste treatment chain and a new production chain. The standard is trying to prevent double counting, so the manufacturer has to follow national rules for the point at which site-won asphalt meets end-of-waste criteria.
Clause 6.3.5 also breaks down the life cycle stages:
- A1 covers raw material supply, including binders, aggregates, additives and qualifying reclaimed materials
- A2 covers transport to the asphalt mixing plant
- A3 covers manufacturing, including plant energy, water, emissions and waste
- A4 covers transport to the construction site when used
- A5 covers installation when used
- C1-C4 cover deconstruction, transport, processing and disposal
- D covers re-use, recovery and recycling potentials as net impacts and benefits
Clause 6.3.5.2 gives specific rules for electricity in A3. The EPD can use a physical grid mix or electricity with a guarantee of origin, but the choice has to be documented and kept consistent over the EPD validity period.
Data quality, exclusions and scenario rules
Clause 6.3.7 separates specific data from generic data. Specific data come from the actual plant and the traced supply chain. Generic data can come from approved databases or proxy data when needed. For manufacturing, the document expects specific average annual data, and the age of the data has to be stated.
Clause 6.4.1 adds the practical data collection rules. The reported plant data should reflect the last 12 consecutive months for which data are available, and supporting records such as utility bills and production records should be kept available. The standard also asks for a sensitivity check on energy consumption per declared unit.
Clause 6.3.6 sets the exclusion rules. Plant infrastructure, general management, commuting, laboratory activity, and similar background items may be excluded. But small inputs below 1 % of mass cannot be excluded if they may cause significant emissions. The material content declaration also has to list substances on the Candidate List of Substances of Very High Concern above the relevant ECHA limits.
Clause 6.3.9 defines the end-of-life scenarios:
- scenario 1: 100 % re-used
- scenario 2: 100 % recycled
- scenario 3: 100 % disposed
- scenario 4: the actual mix, when the fractions are known
This is important for project-specific EPDs, because the final declaration can combine the three basic scenarios when the real split is known.
What has to appear in the EPD
Clause 7 requires general information, environmental indicators from LCA, scenario and technical information, and additional information on dangerous substances released during the use stage. Since B1-B7 are outside the scope, that last topic is not part of the calculation scope for this document.
Clause 9 requires verification and sets the validity rules for the EPD. For users, that means the document is not only about calculation - it also sets the reporting and checking framework.
What terms does SIST-TS CEN/TS 18301:2026 define?
SIST-TS CEN/TS 18301:2026 defines the key terms used for bituminous-mixture EPDs. The terms below are the most useful for reading the document.
- Additive - a small-quantity constituent added to change specific properties of the mixture, such as binder affinity, mechanical behaviour or colour.
- Aggregate - a granular construction material, which may be natural, manufactured or recycled.
- Biogenic carbon - carbon derived from biomass.
- Biomass - material of biological origin, excluding geological and fossilised material.
- Bituminous mixture - a homogeneous mixture of aggregates, filler, reclaimed asphalt, bituminous binder and additives used in pavement construction.
- Reclaimed asphalt (RA) - processed site-won asphalt that has been tested, assessed and classified for use as a constituent material.
- Recycling - use of RA as foundation, fill or road material, where the recovered materials perform a lesser or alternative function.
- Re-use - reintegration of RA into the pavement, where the aggregates and aged binder perform the same function as before.
- Site-won asphalt - milled asphalt layers, ripped-up slabs, or reject, surplus or failing production that may need processing before use.
Who uses SIST-TS CEN/TS 18301:2026?
SIST-TS CEN/TS 18301:2026 is used by manufacturers of bituminous mixtures, asphalt plant operators, and LCA practitioners preparing EPDs for road materials. It is also relevant to quality managers and technical buyers who need to compare EPDs or check that a declaration follows the same rules across suppliers.
The standard is especially useful for people working with roads, airfields and other trafficked areas covered by the EN 13108-series. It also matters to contractors and project teams when they need project-based data for transport, installation, end-of-life scenarios or the use of reclaimed asphalt.
Which standards are used with SIST-TS CEN/TS 18301:2026?
SIST-TS CEN/TS 18301:2026 is built around EN 15804:2012+A2:2019+AC:2021, which provides the core rules for construction-product EPDs. This document adds the bituminous-mixture-specific rules on top of that core framework.
It also uses other standards and standard families for terminology and product context:
- EN 12597:2024 - terminology for bitumen and bituminous binders
- EN 13108-series - the product standards that define the bituminous mixtures in scope
- EN 13108-8:2016 - used in the reclaimed asphalt definition
- EN 13043 - used in the aggregate definition
- EN ISO 14050:2020 - used for the definitions of biogenic carbon and biomass
What does the SIST-TS CEN/TS 18301:2026 document contain?
SIST-TS CEN/TS 18301:2026 contains the module rules, calculation rules, data-selection rules and reporting rules for EPDs of bituminous mixtures. It includes the module overview in Figure 1 and the system-boundary diagram in Figure 2.
Clause 6 contains the main LCA procedures, including allocation, scenario development, input-output data handling and the treatment of reclaimed asphalt. Clause 7 covers the EPD content, including indicators derived from LCIA and LCI, scenario information and module aggregation.
The document also includes a formula for combining scenario results when the actual end-of-life split is known. Annex B adds two worked examples for end-of-waste timing, while Annex C, Annex D and Annex E align the document with EN 15804 for impact categories, end-of-life formulae and data quality assessment.

In order to avoid double counting of the impacts related to the use of RA into new asphalt, the
manufacturer preparing the EPD shall take into account national regulations regarding the stage when
site-won asphalt meets the end-of-waste criteria.
Impacts before that point, shall be declared in modules C (how the bituminous mixture being produced
in the present will be handled at the end-of-life), while impacts after this point shall be declared in
modules A (impacts of the reclaimed asphalt being included into the bituminous mixture being
manufactured).
Examples of modules, which include the declaration of impacts related to reclaimed asphalt, based on
different end-of-waste cases are given in Annex B.
6.3.5.2 Product stage
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021 with the following complement:
Processes in module A1: Raw Material Supply
The following impacts are included:
a) impacts associated with the extraction, transport, refining and storing of polymers, bitumen additives
and bituminous binders;
b) impacts associated with the mining, extraction and production of aggregates;
c) impacts associated with the production of asphalt additives (including water for foaming);
d) impacts associated with the use of the following generic materials:
1) any processing of site-won asphalt (e.g. crushing, sieving, etc.) after the end-of-waste status has
been achieved (see examples in Annex B). If the site-won asphalt is processed at the mixing plant,
the declared impacts are considered specific data (to be obtained by the manufacturer). If the
site-won asphalt is processed at an intermediate plant, these impacts are the sum of impacts of
processing at the intermediate plant (to be declared by this) plus the added impacts of extra
processing at the mixing plant (specific data);
2) processing of materials from other systems (e.g. crumb rubber, steel and blast furnace slags,
recycled fibres, etc.) for use in bituminous mixtures shall be included in A1 only if they are
allocated as co-products in the previous system. If these are supplied directly into the binder, the
environmental impacts associated t
