SIST EN IEC 60704-2-1:2026 is the Slovenian adoption of the IEC/CENELEC test code for measuring airborne acoustical noise from dry vacuum cleaners. It applies to mains operated and cordless dry vacuum cleaners, including accessories and docking stations, and it tells manufacturers, test laboratories, and specifiers how to measure and report the noise emitted in household and similar use.
What does SIST EN IEC 60704-2-1:2026 specify?
SIST EN IEC 60704-2-1:2026 specifies how to determine airborne acoustical noise from dry vacuum cleaners under normal operating conditions on carpet and hard floor. The standard is written as a Part 2 document, so it supplements the general requirements of IEC 60704-1:2021 and adapts them for dry vacuum cleaners.
The scope covers mains operated and cordless dry vacuum cleaners, their accessories, and docking stations for household use or similar use. For wet and dry vacuum cleaners, only the dry cleaning function is covered here, while the wet cleaning function is measured to IEC 60704-2-20. Particular requirements for floor cleaning robots are covered in IEC 60704-2-17.
The document is organized into scope, normative references, terms and definitions, measurement methods and acoustical environments, instrumentation, operation and location of appliances under test, measurement of sound pressure levels, calculation of sound pressure and sound power levels, and information to be reported. Annex A is listed as the normative standard test table, and the figures show the set-up for cleaners with the cleaning head connected directly or through a hose and connecting tube.
What are the key requirements of SIST EN IEC 60704-2-1:2026?
The main requirements define the test set-up, how the appliance is prepared, how it is operated on carpet or hard floor, and how results are calculated and reported. In practice, this is the part a test lab or manufacturer uses to build repeatable noise tests that compare one vacuum cleaner with another.
Measuring the noise
Clause 4 allows the direct method or the comparison method, depending on the room and test arrangement. If the appliance emits audible discrete tones, more microphone or source positions may be needed, which matters because tones can increase measurement spread.
Clause 4 also allows the use of ISO 3743-1, ISO 3743-2, and ISO 3744 for the acoustical environment. If an operator is needed, the operator is treated as part of the test environment and must be present in the same position during the reference sound source or comparison measurement.
Clause 4.5 gives repeatability and reproducibility values for carpet and hard floor, and separate values for declaration and verification. This matters because the standard gives users a way to judge whether results from different laboratories are close enough to be compared.
Preparing the appliance
Clause 6 requires the appliance to be configured according to the manufacturer’s instructions, including cleaning head settings and dust receptacles. Disposable dust receptacles are replaced before each measurement, while reusable receptacles and removable filters are cleaned to the stated mass condition.
New mains operated dry vacuum cleaners are run in for at least 2 h before the first test, and new cordless dry vacuum cleaners are fully charged, discharged in the test setting, and repeated once more with cooling intervals. If a cordless unit becomes fully discharged during a repeat, that repeat is annulled. For docking stations, the station is operated for 5 cycles before noise testing.
Clause 6 also sets stabilization times after the appliance has been off for more than 1 h. This matters in practice because it prevents start-up condition from changing the measured noise.
Operating the appliance during tests
Clause 6.4.2 requires the same setting configuration to be used for related tests on a given surface type. If the manufacturer’s instructions are unclear, the tester follows clear text, symbols, or pictograms on the product, and if that still leaves ambiguity, the manufacturer is contacted. If no suitable guidance is available, the setting for maximum continuous airflow is used.
On carpet, the appliance is operated on the standard Wilton test carpet, and on hard floor it is operated on the standard hard floor. Active nozzles, dust detection functions, nozzle motion, and the highest-power operating range are all addressed so that the test reflects the loudest normal use.
Docking stations are tested in all operating modes, and at least the mode with the highest noise emission is measured. The mode and service functions used for the test must be recorded.
Positioning the test item
Clause 6.5.2 gives detailed placement rules for carpet and hard floor. On carpet, the appliance is centered on a 1 m × 1 m standard Wilton test carpet, the handle height is set within a narrow range, and the cleaning head is aligned with the carpet pile direction. Active nozzles are tested on glued carpet to avoid vibration noise from the carpet itself.
On hard floor, the standard hard floor must have low sound absorption and sufficient areal density, and if the floor does not meet the requirements, a polished marble or similar stone plate is used. The docking station is placed in the center of the test area. These placement rules matter because small changes in contact, height, or floor surface can change measured noise.
Measuring and reporting the result
Clause 7 requires the A-weighted sound pressure level of a dry vacuum cleaner to be time-averaged over 30 s. If the operating period is shorter, the measurement is repeated until 30 s is reached. For docking stations, the highest A-weighted time-averaged sound pressure level is determined over 2.5 s.
Clause 8 states that the final results for dry vacuum cleaners are separate sound power levels for standard Wilton test carpet and standard hard floor. If there are multiple measurements, an energy equivalent average is used. For docking stations, the final result is the sound power level from the 7.4.1 measurement.
Clause 10 requires the report to identify the cleaning head type, carpet version and batch, panel reference, hard floor type, cleaning head settings, and the state of openings used to reduce suction power. For appliances designed for both floor types, the reported LWA values must be clearly linked to the relevant floor type.
What terms does SIST EN IEC 60704-2-1:2026 define?
- dry vacuum cleaner - An electrically operated appliance that removes dry material such as dust or debris by air flow and separates it inside the appliance before returning cleaned air to the room.
- wet and dry vacuum cleaner - An appliance designed to remove liquid in combination with dry vacuum cleaner functionality.
- cleaning head - The part applied to the surface being cleaned, including a plain nozzle, brush, power nozzle, or similar head.
- active nozzle - A cleaning head with a driven agitation device that helps remove dirt, such as a motorized, air-turbine, or mechanical nozzle.
- standard Wilton test carpet - The reference carpet used for the carpet measurement set-up.
- standard hard floor - The reference hard floor used for the hard floor measurement set-up.
- docking station - A base unit that can charge the battery, remove dust, process data, or provide other support functions.
Who uses SIST EN IEC 60704-2-1:2026?
Manufacturers of dry vacuum cleaners use this standard when designing products and declaring noise emissions. Test laboratories use it to set up repeatable airborne noise measurements for mains operated and cordless cleaners, including docking stations.
Quality teams, certification bodies, and compliance engineers use it to compare results between laboratories and to verify declared noise values. Buyers and product specifiers use it when they need a common noise test basis for household vacuum cleaners and related equipment.

4 Measurement methods and acoustical environments
4.2 Direct method
Addition:
If audible discrete tones are present in the noise emitted by the source, the estimated standard
deviation of the measured sound pressure levels in the special reverberation room can increase.
In such cases, additional microphone positions or source positions can be necessary, as
specified in ISO 3743-2.
If an operator is necessary, it is considered as part of the test environment. Therefore, the
operator shall be present also during the reverberation time measurement with the RSS. The
position of the operator shall be approximately at the same position as in the measurement with
the test sample.
