This European Standard specifies consumer information for classified floating leisure articles for use on and in water according to EN 15649-1. This document (EN 15649-2) is applicable with EN 15649-1 and the relevant specific parts (EN 15649-3 to EN 15649-7).

La présente Norme européenne spécifie les exigences de sécurité et les méthodes d'essai relatives aux matériaux, à la sécurité, aux performances et à l'information des consommateurs pour les articles de loisirs flottants classés pour une utilisation sur ou dans l'eau conformément à l’EN 15649-1.
Le présent document (EN 15649-2) est applicable conjointement à l’EN 15649-1 et aux parties spécifiques pertinentes (EN 15649-3 à EN 15649-7).
NOTE 1 Les exigences de sécurité spécifiques sont prescrites dans les parties spécifiques EN 15649-3 à EN 15649-7.

Schwimmende Freizeitartikel zum Gebrauch auf und im Wasser - Teil 2: Verbraucherinformation This European Standard was approved by CEN on 11 September 2009 and includes Amendment 1 approved by CEN on 29 November 2011 and Amendment 2 approved by CEN on 7 March 2013.

EN 15649-2:2009+A2:2013 (E) 3 Foreword This document (EN 15649-2:2009+A2:2013) has been prepared by Technical Committee CEN/TC 136 “Sports, playground and other recreational facilities and equipment”, the secretariat of which is held by DIN. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by October 2013, and conflicting national standards shall be withdrawn at the latest by October 2013. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. Compliance of a product to this standard requires that requirements of the relevant specific part and, additionally, the requirements of EN 15649-1 and EN 15649-2 have to be met. EN 15649-2:2009+A2:2013 (E) 5 Introduction The safe use of floating leisure articles depends not only on the safety and reliability of the products in use but also on the adequate knowledge of the consumer/user about the risks related to water activities. The right information when selecting floating leisure articles is a further important aspect. Which device can be given to which user? What is the adequate area of use? What performance can I expect from the product, what are the limitations? What is the adequate behaviour on the water? In particular, children need special supervision and care. Even if the products dealt with in this series of standards are only intended for use by swimmers that does not at all eliminate the well known risks which can not technically be avoided because they depend more on behaviour than on performance. This part of the standard deals therefore in particular with all aspects to inform the consumer/user before and during use about major risks and appropriate behaviour. Since floating leisure articles are products that are traded world wide, the issue of language and comprehensibility of explanations and information play an important role. Within the EU, consumer information has already to cope with 25 different languages. Therefore, wherever possible and where available safety information symbols and general safety signs may be used to communicate important and safety information for the user.

EN 15649-2:2009+A2:2013 (E) 6 1 Scope This European Standard specifies consumer information for classified floating leisure articles for use on and in water according to EN 15649-1. This document (EN 15649-2) is applicable with EN 15649-1 and the relevant specific parts (EN 15649-3 to EN 15649-7).

This information shall serve the purpose of: information before buying (point of sale information); information for preparing the product for use; information relating to the use of the product; information concerning maintenance, storage and repair. Safety information symbols and safety signs as given in Clause 6 may be used to substitute the text and to inform the user about all relevant information related to safety, use, sizing, etc. Safety information symbol related to fatal risks shall be presented in a combination of this symbol and explaining text. This applies for symbols "No protection against drowning" (see Figure 1) and "Swimmers only" (see Figure 20). SIST EN 15649-2:2010+A2:2013
EN 15649-2:2009+A2:2013 (E) 7 4.2 Consumer information at point of sale (information before buying) 4.2.1 General Information at point of sale shall be given on the packaging or in a way that it can be noticed by the consumer, e.g. through a transparent cover. It shall include all data relevant for matching consumer needs with the performance characteristics of the product, in particular those related to the rough shape (appearance) and dimensions of the product, user specifications (age groups, body weight, etc. if applicable), load capacity, place of use, performance and relevant safety information. As means of conveying this information in a unified and comprehensible way, the safety information symbol and safety sign as specified in Clause 6 shall be applied. When necessary, safety information symbol and safety sign shall be supplemented by plain text. The order of safety information symbols shall follow a coherent approach following the logic of buying and use. The safety information symbols and the safety sign shall be grouped together as specified in 6.2. 4.2.2 General information to be provided Name and address of supplier; Type of device, designation; Picture or diagram showing the rough shape of the inflatable and its main dimensions; Number of this European Standard. 4.3 Information related to preparation for use Information for installation and preparing for use shall be given in the instructions for use. In cases of simple design and use, it may be printed on the product. 4.4 Information related to maintenance, repair and storage Information on maintenance, repair and storage shall be given in the instructions for use. 5 Requirements related to printing 5.1 General Printing containing information shall be in contrast to its background. Safety information symbols and general safety signs shall be printed as shown in Clause 6 of this standard. 5.2 Durability of printings on the product Printings of all information on the product shall comply with the durability requirements given in
!EN 15649-1:2009+A1:2012", Clause 7. 5.3 Language and letter size for plain text information on the product 5.3.1 Requirements Markings shall be printed or embossed in upper case, letter size not less than 5 mm in height for the word "WARNING" and not less than 3 mm in height lower case for the remaining text. Colour may vary but shall always be in contrast or relief to the background and be legible. Plain text information shall be given in the language of the country of sale. !
