This document specifies safety requirements for starting platforms with a height ≤ 750 mm above water level. These requirements are additional to those given in EN 13451-1 and these documents are intended to be read together.
The requirements of this specific standard take priority over those in EN 13451-1.
This document is applicable to starting platforms for use in classified swimming pools as specified in EN 15288-1 and EN 15288-2.

Dieses Dokument legt sicherheitstechnische Anforderungen für Startblöcke mit einer Höhe ≤ 750 mm über dem Wasserspiegel fest. Diese Anforderungen ergänzen die Anforderungen in EN 13451-1 und diese Dokumente sind dafür vorgesehen, zusammen gelesen zu werden.
Die Anforderungen dieser speziellen Norm haben Vorrang gegenüber denen in EN 13451-1.
Dieses Dokument ist anwendbar für Startblöcke zum Gebrauch in klassifizierten Schwimmbädern nach den Festlegungen in EN 15288-1 und EN 15288-2.

Le présent document spécifie des exigences de sécurité pour les plots de départ avec une hauteur ≤ 750 mm au-dessus du niveau de l’eau. Ces exigences sont complémentaires à celles données dans l’EN 13451-1 et ces documents sont destinés à être lus ensemble.
Les exigences de la présente norme spécifique prévalent sur celles de l’EN 13451-1.
Le présent document s’applique aux plots de départ destinés à être utilisés dans des piscines classées, tel que spécifié dans l’EN 15288-1 et dans l’EN 15288-2.

This document (EN 13451-4:2025) has been prepared by Technical Committee CEN/TC 136 “Sports,
playground and other recreational facilities and equipment”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by November 2025, and conflicting national standards
shall be withdrawn at the latest by November 2025.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 13451-4:2014.
EN 13451-4:2014:
a) an introduction has been added;
b) the scope has been specified for starting platforms with a height ≤ 750 mm above water level;
c) Clause 3 “Terms and definitions” has been updated;
d) Clause 4 “Safety requirements” has been updated;
e) Clause 6 “Manufacturer’s instructions” has been deleted;

EN 13451 “Swimming pool equipment” consists of
— Part 1: General safety requirements and test methods for equipment installed in pools for public use;
— Part 2: Additional specific safety requirements and test methods for ladders, stepladders and handle
bends;
— Part 3: Additional specific safety requirements and test methods for inlets and outlets and water/air
based water leisure features installed in pools for public use;
— Part 4: Additional specific safety requirements and test methods for starting platforms;
— Part 5: Additional specific safety requirements and test methods for lane lines and diving lines;
— Part 6: Additional specific safety requirements and test methods for turning boards;
— Part 7: Additional specific safety requirements and test methods for water polo goals;
— Part 10: Additional specific safety requirements and test methods for diving platforms, diving
springboards and associated equipment;
— Part 11: Additional specific safety requirements and test methods for moveable pool floors and
moveable bulkheads.

Introduction
This document was revised with the target to increase the safety of starting platforms in a way to allow
operation not only for competitions. The focus was on general safety requirements for all types of
starting platforms in swimming pools for public use.
If starting platforms are intended to be used also for competitions, additional requirements (e.g. defined
by World Aquatics or national federations) should be taken into account.
1 Scope
This document specifies safety requirements for starting platforms with a height ≤ 750 mm above
water level. These requirements are additional to those given in EN 13451-1 and these documents are
intended to be read together.
The requirements of this specific standard take priority over those in EN 13451-1.
This document is applicable to starting platforms for use in classified swimming pools as specified in
EN 15288-1 and EN 15288-2.
