Overview
EN 61340-4-1:2004 (CLC) - Electrostatics - Part 4-1 - defines standard test methods for measuring the electrical resistance of floor coverings and installed floors. It covers laboratory evaluations under controlled environmental conditions (for classification and quality control) and on-site tests of installed floors (for acceptance and system verification). The standard focuses on three resistance measurements: point-to-point resistance, resistance to ground, and vertical resistance, across the resistance range specified in the document (printed range: approximately 10^4 Ω to 10^13 Ω).
Key topics and technical requirements
- Test types
- Point-to-point resistance - measures resistance across the use-surface; evaluates surface conduction and charge dissipation.
- Resistance to ground - measures ability to conduct charge from the use-surface to a groundable point beneath the flooring.
- Vertical resistance - measures resistance through the flooring (laboratory evaluations only).
- Apparatus and accuracy
- Resistance measuring equipment with ±10% accuracy and a measuring range at least one order of magnitude on either side of expected values.
- Use of different circuit voltages under load (examples given in the standard: 10 V, 100 V, 500 V) depending on the resistance range measured.
- Measuring electrodes
- Flat circular contact area: 65 mm ± 5 mm diameter.
- Conductive rubber pad (for hard surfaces): Shore A 60 ± 10; contact resistance < 1 000 Ω.
- Electrode masses: 2.5 kg ± 0.25 kg for hard surfaces, 5.0 kg ± 0.25 kg for other surfaces.
- Counter-electrode and supports
- Counter-electrode: stainless steel plate, 600 mm ± 10 mm square, nominal 1 mm thick.
- Support and insulating plates specified to ensure repeatable laboratory and field measurements.
- Conditioning and sampling
- Laboratory conditioning and specimen selection (ISO 1957 referenced) for reproducible classification or QC testing.
- On-site (uncontrolled ambient) tests intended for acceptance and ongoing verification.
Applications and users
- Flooring manufacturers conducting product classification and quality control.
- Independent test laboratories performing laboratory evaluations and dispute resolution testing.
- ESD/cleanroom engineers and facility managers verifying installed-floor performance for electrostatic-sensitive environments (electronics manufacturing, hospitals, clean rooms).
- Installation contractors and specifiers performing acceptance testing after installation.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
equipment declared to be in conformity with an IEC Publication.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.

Part 4-1: Standard test methods for specific applications –
Electrical resistance of floor coverings and installed floors
1 Scope
This part of IEC 61340 specifies test methods for determining the electrical resistance of all
types of floor coverings and installed floors with resistance to ground, point-to-point

resistance and vertical resistance of between 10 Ω and 10 Ω. Laboratory evaluations
carried out under controlled environmental conditions can be used for classification or quality
control purposes. Tests on installed floors under uncontrolled ambient conditions can be used
to determine correct installation or as part of an ongoing system verification.

electrical resistance measured between two electrodes placed on the use-surface
3.8
vertical resistance
electrical resistance measured between the back of the material under test and a single
electrode placed on the use-surface
4 Principle
The resistance across the use-surface of the test material and through the test material is
measured using a high-resistance meter, or other suitable equipment. Point-to-point
resistance measurements are appropriate for evaluating a floor covering’s ability to conduct
charge across its use-surface or to act as a charge sink. Measurements of resistance through
floor coverings, i.e. resistance to ground and vertical resistance, are appropriate for
evaluating their ability to conduct charge from the use-surface or from conductors in contact
with the use-surface, to a charge sink beneath the floor covering. A simulation of the
resistance-to-ground measurement is made under laboratory conditions by attaching a
groundable point to the back of the floor covering under test.

The article discusses the SIST EN 61340-4-1:2004 standard, which provides test methods for determining the electrical resistance of floor coverings and installed floors. These test methods cover resistance to ground, point-to-point resistance, and vertical resistance within the range of 104 Ω to 1013 Ω. The standard allows for laboratory evaluations to classify or ensure the quality of floor coverings, while tests conducted on installed floors in real-world conditions can be used to verify correct installation or as part of ongoing system checks.
