Gas Infrastructure - Compressor stations - Functional requirements
This European Standard describes the specific functional requirements for the design, construction, operation, maintenance and disposal activities for safe and secure gas compressor stations.
This European Standard applies to new gas compressor stations with a Maximum Operating Pressure (MOP) over 16 bar and with a total shaft power over 1 MW. For existing compressor stations, this European Standard applies to new compressor units. Where changes/modifications to existing installations or gas composition take place, due account may be taken of the requirements of this European Standard.
This European Standard does not apply to gas compressor stations operating prior to the publication of this European Standard.
The purpose of this European Standard is intended to:
— ensure the health and safety of the public and all site personnel,
— to cover environmental issues and
— to avoid incidental damage to nearby property and
— to open the gas infrastructure to accommodate renewable gases.
This European Standard does not apply to:
— off-shore gas compressor stations;
— gas compressor stations for compressed natural gas filling-stations;
— customer installations downstream of the point of custody transfer;
— design and construction of driver packages (see Annex C);
— mobile compressor equipment.
For supplies to utility services such as small central heating boilers reference should be made to EN 1775.

Dieses Dokument legt die spezifischen funktionalen Anforderungen für sichere und zuverlässige Gasverdichterstationen fest, die bei Planung, Errichtung, Betrieb, Instandhaltung und Entsorgung zu beachten sind.
Dieses Dokument gilt für neue Gasverdichterstationen mit einem maximal zulässigen Betriebsdruck (MOP) über 16 bar und einer Gesamtkupplungsleistung über 1 MW. Für bestehende Verdichterstationen gilt diese Europäische Norm für neue Verdichtereinheiten. Falls Änderungen/Modifikationen an bestehenden Anlagen erfolgen, können die Anforderungen dieser Norm angemessen berücksichtigt werden.
Dieses Dokument braucht nicht auf Gasverdichterstationen oder -einheiten angewendet zu werden, die vor der Veröffentlichung dieses Dokuments in Betrieb genommen wurden. Für bestehende Stationen kann das Dokument als Orientierungshilfe genutzt werden.
Der Zweck dieses Dokumentes ist es
— die Gesundheit und Sicherheit der Öffentlichkeit und der Mitarbeiter sicherzustellen,
— die Aspekte des Umweltschutzes zu behandeln,
— die Beschädigung fremden Eigentums zu verhindern und
— die Gasinfrastruktur für die Nutzung erneuerbare Gase, mit Hinblick auf die Errichtung für Wasserstoff, zu öffnen.
Dieses Dokument enthält allgemeine Grundsätze der Gasinfrastruktur. Anwender dieses Dokumentes sollten sich bewusst sein, dass detailliertere nationale Normen bzw. Technische Regeln in den CEN Mitgliedsländern existieren können.
Dieses Dokument sollte in Verbindung mit diesen, die oben erwähnten allgemeinen Grundsätze darlegenden nationalen Normen bzw. Technischen Regeln angewendet werden.
Beim Auftreten von Widersprüchen aufgrund restriktiverer Anforderungen in nationalen Gesetzen/Vorschriften als in diesem Dokument gefordert, haben nationale Gesetze/Vorschriften Vorrang, wie im CEN/TR 13737 beschrieben. Der CEN/TR 13737 (alle Teile) enthält
— eine Klarstellung aller in den Mitgliedsstaaten anwendbaren Gesetze und Bestimmungen;
— soweit zutreffend, restriktivere nationale Anforderungen;
— eine nationale Kontaktstelle für aktuelle Informationen.
Dieses Dokument gilt nicht für:
— Off-shore-Gasverdichterstationen;
— Gasverdichter in Erdgastankstellen;
— Kundenanlagen hinter der Liefergrenze;
— Auslegung und Bau von Antriebseinheiten (siehe Anhang C);
— Mobile Verdichteranlagen.
Für die Anbindung von Versorgungeinrichtungen, z. B. von kleinen Heizkesseln, sollte EN 1775 angewandt werden.

Le présent document établit les prescriptions fonctionnelles spécifiques pour la conception, la construction, l'exploitation, la maintenance et au démantèlement en sécurité des stations de compression du gaz. Le présent document s'applique aux nouvelles stations de compression dont la pression maximale de service (MOP) est supérieure à 16 bar et dont la puissance totale à l'arbre est supérieure à 1 MW. Dans le cas des stations de compression existantes, le présent document s'applique aux nouvelles unités de compression. Lorsque des changements/modifications d'installations existantes ou de composition du gaz ont lieu, les exigences du présent document peuvent être prises en compte. Le présent document ne s'applique pas aux stations de compression de gaz en fonctionnement avant la publication du présent document. Le but du présent document est de : ⎯ assurer la santé et la sécurité du public et de tout le personnel du site, ⎯ couvrir les questions environnementales, ⎯ éviter d'endommager incidemment les biens à proximité, et ⎯ ouvrir l'infrastructure gazière pour l'adapter aux gaz renouvelables, y compris une conception possible pour l'hydrogène. Le présent document spécifie les principes de base communs pour les infrastructures gazières. Il convient que les utilisateurs du présent document gardent à l'esprit l'existence éventuelle, dans les pays membres du CEN, de codes de pratique et/ou de Normes nationales plus détaillés. Le présent document est destiné à être appliqué conjointement avec ces normes nationales et/ou codes de pratique, qui détaillent les principes de base précités. Ta evropski standard opisuje posebne funkcionalne zahteve za dejavnosti projektiranja, konstruiranja, delovanja, vzdrževanja in odstranjevanja za varne plinske kompresorske postaje.
Ta evropski standard se uporablja za nove plinske kompresorske postaje z največjim obratovalnim tlakom (MOP), večjim od 16 barov, in skupno pogonsko močjo osi kompresorja, večjo od 1 MW. Ta evropski standard se pri obstoječih kompresorskih postajah uporablja za nove kompresorske enote. Kadar pride do sprememb obstoječe napeljave ali sestave plinov, se lahko upoštevajo zahteve iz tega evropskega standarda.
Ta evropski standard se ne uporablja za plinske kompresorske postaje, ki so obratovale pred objavo tega evropskega standarda.
Namen tega evropskega standarda je:
– zagotoviti varnost in zdravje posameznikov ter osebja na kraju dela;
– zajeti okoljevarstvene težave;
– se izogniti nenamerni škodi na bližnjem premoženju; in

Ta evropski standard se ne uporablja za:
– plinske kompresorske postaje na morju;
– plinske kompresorske postaje za polnilne postaje za stisnjen zemeljski plin;
– naprave strank, nameščene za točko prenosa skrbništva;
– projektiranje in konstruiranje paketov za voznike (glej dodatek C);
– mobilno kompresorsko opremo.
Za oskrbo komunalnih storitev, kot so majhni kotli za centralno ogrevanje, je priporočljivo sklicevanje na standard EN 1775.

This document (EN 12583:2022) has been prepared by Technical Committee CEN/TC 234 “Gas
Infrastructure”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by November 2022, and conflicting national standards
shall be withdrawn at the latest by November 2022.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 12583:2014.
In comparison with the previous edition, the following technical modifications have been made:
— addition of requirements for hydrogen readiness;
— addition of Methane Emissions Management;
— addition of NOx and CO determination;

— addition of references to new European Standards, for example EN 17649 ;
— updated normative references;
— updated with practical experience from the application of the previous edition;
— clarification of technical wording.
A detailed overview of all changes is given in Annex G.
This document has been prepared under a Standardization Request given to CEN by the European
Commission and the European Free Trade Association.
There is a complete suite of functional standards prepared by CEN/TC 234 “Gas infrastructure” to cover
all parts of the gas infrastructure from the input of gas into the onshore transmission network up to the
inlet connection of gas appliances, including transmission, distribution, storage, compression, pressure
regulation and metering, installation, injection of non-conventional gases, gas quality issues and others.
In preparing this document a basic understanding of gas infrastructure by the user has been assumed.
The gas infrastructure is complex and the importance on safety of its construction and use has led to the
development of very detailed codes of practice and operating manuals in the member countries. These
detailed statements embrace recognized standards of gas engineering and the specific requirements
imposed by the legal structures of the member countries.
Directive 2009/73/EC concerning common rules for the internal market in natural gas and the related
Regulation (EC) No 715/2009 on conditions for access to the natural gas transmission networks also
aim at technical safety (security) including technical reliability of the European gas system. These

aspects are also in the scope of CEN/TC 234 standardization. In this respect CEN/TC 234 evaluated the
indicated EU legislation and amended this document accordingly, where required and appropriate.
In this edition of EN 12583 environmental aspects relevant to the design, construction and testing,
operation and maintenance, decommissioning and disposal of compressor stations in the scope of this
document are covered in accordance with CEN Guide 4 and CEN/TR 16388.
Directive 2009/28/EC on the promotion of the use of energy from renewable sources and amending
and subsequently repealing Directives 2001/77/EC and 2003/30/EC, in Articles 3 and 5 are with
regard to the calculation of the share of energy from renewable sources and the contribution of
hydrogen originating from renewable sources in the total fuel mix. In this respect CEN/TC 234
evaluated the indicated EU legislation and amended this document.

1 Scope
This document describes the specific functional requirements for the design, construction, operation,
maintenance and disposal activities for safe and secure gas compressor stations.
This document applies to new gas compressor stations with a Maximum Operating Pressure (MOP)
over 16 bar and with a total shaft power over 1 MW. For existing compressor stations, this document
applies to new compressor units. Where changes/modifications to existing installations or gas
composition take place, due account can be taken of the requirements of this document.
This document does not apply to gas compressor stations or compressor units operating prior to the
publication of this document. For existing sites this document can be used as guidance.
The purpose of this document is to:
— ensure the health and safety of the public and all site personnel;
— cover environmental issues;
— avoid incidental damage to nearby property; and
— open the gas infrastructure to accommodate renewable gases, including a possible design for
hydrogen.
This document specifies common basic principles for the gas infrastructure. Users of this document are
expected to be aware that more detailed national standards and/or codes of practice can exist in the
CEN member countries.
This document is intended to be applied in association with these national standards and/or codes of
practice setting out the above-mentioned basic principles.
In the event of conflicts in terms of more restrictive requirements in national legislation/regulation
with the requirements of this document, the national legislation/regulation takes precedence as
illustrated in CEN/TR 13737 (all parts). CEN/TR 13737 (all parts) gives:
— clarification of all legislations/regulations applicable in a member state;
— if appropriate, more restrictive national requirements;
— a national contact point for the latest information.
This document does not apply to:
— off-shore gas compressor stations;
— gas compressor stations for compressed gas filling-stations;
— customer installations downstream of the point of custody transfer;

This document (prEN 12583:2021) has been prepared by Technical Committee CEN/TC 234 “Gas
Infrastructure”, the secretariat of which is held by DIN.
This document is currently submitted to the CEN Enquiry.
This document will supersede EN 12583:2014.
In comparison with the previous edition, the following technical modifications have been made:
— Addition of requirements for hydrogen readiness
— Addition of Methane Emissions Management
— Addition of NOx and CO determination
— Addition of references to new European Standards, for example the merging of EN 16348 and
EN 15399 (WI 00234093)
— Updated normative references
— Updated with practical experience from the application of the previous edition
— Clarification of technical wording

This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.
There is a complete suite of functional standards prepared by CEN/TC 234 “Gas infrastructure” to cover
all parts of the gas infrastructure from the input of gas into the on-shore transmission network up to the
inlet connection of gas appliances, including transmission, distribution, storage, compression, pressure
regulation and metering, installation, injection of non-conventional gases, gas quality issues and others.
In preparing this document a basic understanding of gas infrastructure by the user has been assumed.
The gas infrastructure is complex and the importance on safety of its construction and use has led to the
development of very detailed codes of practice and operating manuals in the member countries. These
detailed statements embrace recognized standards of gas engineering and the specific requirements
imposed by the legal structures of the member countries.
Directive 2009/73/EC concerning common rules for the internal market in natural gas and the related
Regulation (EC) No 715/2009 on conditions for access to the natural gas transmission networks also
aim at technical safety (security) including technical reliability of the European gas system. These
aspects are also in the scope of CEN/TC 234 standardization. In this respect CEN/TC 234 evaluated the
indicated EU legislation and amended this document accordingly, where required and appropriate.
In this edition of EN 12583 environmental aspects relevant to the design, construction and testing,
operation and maintenance, decommissioning and disposal of compressor stations in the scope of this
document are covered in accordance with CEN Guide 4 and CEN/TR 16388.

Directive 2009/28/EC on the promotion of the use of energy from renewable sources and amending
and subsequently repealing Directives 2001/77/EC and 2003/30/EC, in Article 3 and 5 are with regard
to the calculation of the share of energy from renewable sources and the contribution of hydrogen
originating from renewable sources in the total fuel mix. In this respect CEN/TC 234 evaluated the
indicated EU legislation and amended this document.

1 Scope
This document describes the specific functional requirements for the design, construction, operation,
maintenance and disposal activities for safe and secure gas compressor stations.
This document applies to new gas compressor stations with a Maximum Operating Pressure (MOP)
over 16 bar and with a total shaft power over 1 MW. For existing compressor stations, this document
applies to new compressor units. Where changes/modifications to existing installations or gas
composition take place, due account may be taken of the requirements of this document.
This document does not apply to gas compressor stations operating prior to the publication of this
document.
The purpose of this document is intended to:
— ensure the health and safety of the public and all site personnel,
— to cover environmental issues,
— to avoid incidental damage to nearby property, and
— to open the gas infrastructure to accommodate renewable gases, including a possible design for
100 % hydrogen.
This document specifies common basic principles for the gas infrastructure. Users of this document are
expected to be aware that more detailed national standards and/or codes of practice can exist in the
CEN member countries.
This document is intended to be applied in association with these national standards and/or codes of
practice setting out the above-mentioned basic principles.
In the event of conflicts in terms of more restrictive requirements in national legislation/regulation
with the requirements of this document, the national legislation/regulation takes precedence as
illustrated in CEN/TR 13737 (all parts). CEN/TR 13737 (all parts) gives:
— clarification of all legislations/regulations applicable in a member state;
— if appropriate, more restrictive national requirements;
— a national contact point for the latest information.
This document does not apply to:
— off-shore gas compressor stations;
— gas compressor stations for compressed gas filling-stations;
— customer installations downstream of the point of custody transfer;
— design and construction of driver packages (see Annex C);
— mobile compressor equipment.
For supplies to utility services such as small central heating boilers reference is made to EN 1775.
Figure 1 shows a schematic representation of compressor stations in a gas infrastructure. For further
information refer to Annexes A, B, C, D, E and F.
