SYSTÈMES D'ALARME
Partie 5: Prescriptions pour les systèmes de
transmission d'alarme
Section 5: Systèmes automatiques d'établissement de
communications numériques utilisant le réseau téléphonique
public commuté
1 Domaine d'application

ALARM SYSTEMS
Part 5: Requirements for alarm transmission systems
Section 5: Requirements for digital communicator systems
using the public switched telephone network
1 Scope
This section of IEC 839-5 specifies the requirements for digital communicator systems
using the public switched telephone network which are additional to those specified in
IEC 839-5-1 and IEC 839-5-2.
It covers switched connections providing event driven signalling between an alarm system
and a remote centre. The information will be transmitted using encoded signals to automa-
tic receivers at remote centres. A facility may be included to provide an audio channel.
The remote centre will normally be an alarm receiving centre but may be a satellite station
with onward transmission using an alarm transmission system meeting the requirements of
IEC 839-5-4 for alarm transmission systems using dedicated alarm transmission paths.
2 Normative references
The following standards contain provisions which, through reference in this text, constitute
provisions of this section of IEC 839-5. At the time of publication, the editions indicated
were valid. All standards are subject to revision, and parties to agreements based on this
section of IEC 839-5 are encouraged to investigate the possibility of applying the most
recent editions of the standards indicated below. Members of IEC and ISO maintain regis-
ters of currently valid International Standards.

3.1 digital communicator system: Alarm transmission system which transfers infor-
mation by digital encoded signals over a transmission path established by automatic
dialling via the public switched telephone network.
4 General considerations
In a digital communicator system the transmission path is established only at the time an
event requires to be transmitted.
The end-to-end transmission path cannot therefore be continuously monitored although
this may apply to ce rtain sections of the path, for example, the link between the
supervised premises and the first exchange and from the final exchange to the alarm
receiving centre.
Alternatively, a degree of monitoring may be achieved by the initiation of test trans-
missions at suitable intervals.
The ability to establish a connection through the public switched telephone network will be
dependent on the state of the network at the time the event occurs. To increase the
probability of success in establishing a connection, the digital communicator may make
several attempts to dial the alarm receiving centre or may dial alternative alarm receiving
centres.
Once the connection is established, there is no restriction on the information which may
be transmitted or on the techniques which may be employed to ensure integrity of trans-
mission.
A facility may be provided for testing the system, including the programmed transmitter
identity code and telephone number of the alarm receiving centre without involving the
alarm receiving centre.

in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.
9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of

INTRODUCTION
The IEC 60811 series specifies the test methods to be used for testing non-metallic materials
of all types of cables. These test methods are intended to be referenced in standards for
cable construction and for cable materials.
NOTE 1 Non-metallic materials are typically used for insulating, sheathing, bedding, filling or taping within cables.
NOTE 2 These test methods are accepted as basic and fundamental and have been developed and used over
many years principally for the materials in all energy cables. They have also been widely accepted and used for
other cables, in particular optical fibre cables, communication and control cables and cables for ships and offshore
applications.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in IEC 60811-100 apply.
4 Test method
4.1 General
This part of IEC 60811 shall be used in conjunction with IEC 60811-100.
All the tests shall be carried out not less than 16 h after the extrusion of the insulating or
sheathing compounds
Unless otherwise specified, tests shall be carried out at room temperature.
NOTE In the absence of any requirement in the relevant cable standard, Annex A in this standard gives a
recommendation for the test conditions and test requirements.
4.2 Apparatus
The apparatus consists of the following parts:
a) an air oven capable of maintaining the temperature and tolerance specified;
b) mandrels of sufficient length made of metal or other suitable material.

4.3 Sample and test piece preparation for insulations
4.3.1 General
Each core to be tested shall be represented by two samples of suitable length taken from two
places separated by at least 1 m. External coverings, if any, shall be removed from the
insulation.
The test pieces shall be prepared in one of the three following ways:
a) For cores with an overall diameter not exceeding 12,5 mm, each test piece shall consist of
a piece of core.
b) For cores with an overall diameter exceeding 12,5 mm and having an insulation thickness
not exceeding 5 mm, and for all sector-shaped cores, each test piece shall consist of a
strip taken from the insulation whose width shall be at least 1,5 times its thickness, but not
less than 4 mm. The strip shall be cut in the direction of the axis of the conductor. In the
case of sector-shaped cores, it shall be cut out of the “back” of the core.
c) For cores with an overall diameter exceeding 12,5 mm and a wall thickness exceeding
5,0 mm, each test piece shall consist of a strip cut in accordance with item b) and then
ground or cut (avoiding heating) on the outer surface, to a thickness between 4,0 mm and
5,0 mm. This thickness shall be measured on the thicker part of the strip, whose width
shall be at least 1,5 times the thickness.
4.3.2 Procedure
Each test piece shall be tautly wound and fixed, at ambient temperature, on a mandrel to form
a close helix, as given below:
a) For test pieces prepared in accordance with 4.3.1 a), and for flat cables, the diameter of
the mandrel and the number of turns shall be as given below in Table 1. The mandrel
diameter shall be based on the minor dimension of the core which is wound on with its
minor axis perpendicular to the mandrel.

b) For test pieces prepared in accordance with 4.3.1 b) and c), the diameter of the mandrel
and the number of turns shall be as given below in Table 2. In this case, the inner surface
of the test piece shall be in contact with the mandrel.

Over 4 up to and including 5 10 2

For the application of Tables 1 and 2, the diameter or thickness of each test piece shall be
measured by means of callipers or any other suitable measuring instrument.
Each test piece, on its mandrel, shall be placed in the oven, pre-heated to the temperature
specified in the relevant cable standard or, if no other is specified in the cable standard, to
that given in Annex A of this standard.
The test pieces shall be removed from the oven and allowed to attain approximately ambient
temperature. They shall then be examined while still on the mandrel.
4.3.3 Expression of results
The test pieces shall show no cracks when examined with normal or corrected vision without
magnification. Cracks at the fixing points shall not be recorded as a fault.
A crack is considered to be a crack if it goes through the whole insulation and/or sample
thickness.
4.4 Sample and test piece preparation for sheaths
4.4.1 General
Each sheath to be tested shall be represented by two samples of cable of suitable length
taken from two places, separated by at least 1 m. Any external coverings shall be removed.
a) For sheaths with an overall diameter not exceeding 12,5 mm, each test piece shall consist
of a piece of cable, except for polyethylene-insulated PVC sheathed cables.
b) For sheaths with an overall diameter exceeding 12,5 mm and with a wall thickness not
exceeding 5,0 mm, and for sheaths of polyethylene-insulated cables, each test piece shall
consist of a strip taken from the sheath, whose width shall be at least 1,5 times its
thickness but not less than 4 mm; the strip shall be cut in the direction of the axis of the
cable.
c) For sheaths with an overall diameter exceeding 12,5 mm and a wall thickness exceeding
5,0 mm, each test piece shall consist of a strip cut in accordance with item b) and then
ground or cut (avoiding heating) on the outer surface, to a thickness between 4,0 mm and
5,0 mm. This thickness shall be measured on the thicker part of the strip, whose width
shall be at least 1,5 times the thickness.
d) For flat cables, if the width of the cable does not exceed 12,5 mm, each test piece shall be
a piece of complete cable. If the width of the cable exceeds 12,5 mm, each test piece shall
consist of a strip taken from the sheath as specified in item b).
4.4.2 Procedure
