Overview

EN 1034-13:2005+A1:2009 - Safety of machinery: Safety requirements for the design and construction of paper making and finishing machines - Part 13: Machines for de-wiring bales and units.
This European (CEN) Type C standard applies to stationary machines used to cut/open and remove wires from cellulose or paper bales and units. It addresses all significant hazards, hazardous situations and events relevant to these machines when used as intended or under reasonably foreseeable misuse. It is intended to be used together with EN 1034-1:2000+A1:2010 (common requirements) and does not apply to hand‑held tools or machines manufactured before its publication.

Key topics and requirements

EN 1034-13 focuses on machine design, construction and safety measures specific to de-wiring equipment. Main technical topics include:

  • Hazard identification and risk reduction - Lists significant mechanical, electrical, ergonomic and noise-related hazards specific to de-wiring machines.
  • Guards and access prevention - Fencing, fixed guards and interlocking guards to prevent entry into danger zones; compliance with safety distances (EN 294) and guard design (EN 953).
  • Interlocks and control categories - Interlock selection per EN 1088 with control-system classification (for example: at least Category 1 for conventional circuits and Category 3 for electronic systems per EN 954-1 where indicated).
  • Electro-sensitive protective devices (ESPDs) - Use of AOPDs/ESPDs (type 2 or type 4) per EN 61496 where appropriate; guidance for muting configurations in material feeding/delivery areas.
  • Conveyors and loading systems - Continuous conveyor design, loading/positioning devices and measures to prevent climbing or access (examples include 1.0 m mounting height or use of chain conveyors).
  • Emergency stop, isolation and maintenance - Emergency stop devices, isolation to prevent unexpected start-up, safe access for make‑ready, clearing jams, cleaning and maintenance.
  • Supplementary topics - Requirements or guidance on lighting, noise measurement, electrical/hydraulic/pneumatic equipment and ergonomic aspects.

Applications and who uses it

EN 1034-13 is essential for:

  • Machine manufacturers (OEMs) designing de-wiring machines for the paper and cellulose industry
  • Safety engineers and designers performing risk assessments and machine validation
  • Plant managers, procurement and maintenance teams implementing safe equipment and procedures
  • Compliance officers and notified bodies assessing conformity with EU machinery directives (see Annexes ZA/ZB)

Practical uses include product design specification, factory acceptance testing, operator/instruction documentation and safeguarding decisions (guards, ESPDs, interlocks, control-system architecture).
