Overview
SIST EN 14813-2:2007/kFprA1:2010 is a European standard developed by the Slovenian Institute for Standardization (SIST) under the European Committee for Standardization (CEN). This standard focuses on railway applications, specifically on the air conditioning systems for driving cabs. Part 2 of the standard details the type test methods for evaluating comfort parameters within railway driving cabs, ensuring that air conditioning systems deliver suitable environmental conditions for train operators. The standard plays a crucial role in aligning with the requirements of EU Directive 2008/57/EC regarding railway interoperability.
Key Topics
- Comfort Parameter Measurement: Defines test methods for evaluating factors like air movement, airflow rates, air speed, and temperature distribution within railway driving cabs.
- Measurement Equipment: Specifies the characteristics and calibration of instruments to ensure accurate, reproducible results during testing.
- Test Point Distribution: Outlines where measurements should be taken within the cab to provide comprehensive data.
- Air Conditioning System Testing: Ensures reliability and performance of HVAC systems in real operating conditions for both high-speed and conventional rolling stock.
- Compliance with EU Interoperability Requirements: Direct links to essential safety and technical requirements in EU Directive 2008/57/EC, supporting harmonized rail system operations throughout Europe.
Applications
SIST EN 14813-2:2007/kFprA1:2010 is a vital reference for organizations involved in the design, manufacture, testing, and certification of railway rolling stock, particularly those supplying or maintaining driving cab air conditioning systems. Its practical applications include:
- Railway Vehicle Manufacturers: Guiding the development of HVAC systems that comply with European interoperability and safety requirements.
- Testing Laboratories: Providing standardized procedures for conducting type tests on air conditioning systems, supporting certification and approval processes.
- Rail Operators and Maintainers: Helping assess and verify comfort conditions for train drivers, directly impacting operational safety and staff wellbeing.
- Certification Bodies: Assisting in the evaluation of conformity with European railway directives and harmonized standards.
- Public Authorities: Ensuring transport providers meet legislative obligations for staff comfort and safety in railway environments.
Implementing these standardized measurement methods allows stakeholders to achieve consistent quality, improve worker conditions, and facilitate cross-border interoperability in European rail networks.
Related Standards
For comprehensive compliance and optimal application, reference should also be made to related standards and directives:
- EN 14813-1: Covers design aspects and performance criteria for air conditioning in driving cabs.
- EU Directive 2008/57/EC: Sets essential requirements for rail system interoperability in the European Union, referenced throughout this standard.
- Technical Specifications for Interoperability (TSI): Provide detailed rules for high-speed and conventional rolling stock relevant to HVAC system requirements.
- Ventilators and Air Conditioners Standards (ICS 23.120): Address general ventilation and air conditioning equipment.
- Railway Rolling Stock Standards (ICS 45.060.01): Cover general requirements for railway vehicles.
Conclusion
By specifying unified type test methods and measurement protocols for comfort parameters in driving cabs, SIST EN 14813-2:2007/kFprA1:2010 strengthens the quality and safety of railway air conditioning systems. Its adoption supports interoperability, meets legislative mandates, and ultimately enhances working environments for train operators on European railways.
