Engineering services - Terminology to describe engineering services for industrial products

This European Standard contains a glossary of terms, which can contribute to the conditions for free competition and a level playing field for engineering services providers in Europe in regard to industrial products. This European Standard deals with the intellectual services necessary to transform needs into practical solutions from their conception, through realisation to operation and during the life cycle of a working product such as buildings, industrial products etc. The terminology aims at facilitating the cooperation between partners in the field of Engineering Services (ES). Its structure is based on stages in the life cycle of an industrial product. It is not a description of the contents of the tasks to be executed, neither on their scheduling, nor on the actors concerned who depend on the national context, the clients, type and importance of the product and its environment. The major terms are defined covering the lifecycle of industrial products. These terms are applicable to all sectors, for example: aerospace, automotive, capital equipment.

Diese Norm enthält ein Glossar von Begriffen, das die Bedingungen für freien Wettbewerb fördern und einen Beitrag für gleiche Wettbewerbsbedingungen für Ingenieurdienstleistungsunternehmen in der Europäischen Gemeinschaft in Bezug auf industrielle Produkte leisten kann.
Diese Norm behandelt geistige Dienstleistungen, die für die Umsetzung von Anforderungen in praktische Lösungen notwendig sind, ausgehend von deren Konzeption über die Realisierung bis zum Betrieb sowie während des Lebensweg eines Arbeitsproduktes wie Gebäuden, Industrieprodukten usw.
Die Terminologie soll die Zusammenarbeit zwischen Partnern im Bereich der Dienstleistungen im Ingenieur-wesen (en: Engineering Consultancy Services, ECS) erleichtern.
Sie ist auf der Grundlage von Abschnitten im Lebensweg eines industriellen Produkts strukturiert. Sie ist keine Beschreibung der Inhalte der auszuführenden Aufgaben, weder in Bezug auf deren zeitliche Planung, noch hinsichtlich der betroffenen Akteure, die vom nationalen Kontext, den Kunden, der Art und Bedeutung des Produkts und dessen Umgebung abhängen.
Die Hauptbegriffe wurden im Hinblick auf die Abdeckung des Lebensweges von industriellen Produkten definiert. Diese Begriffe gelten für sämtliche Sektoren wie zum Beispiel: Luft- und Raumfahrt, Automobilindustrie, Investitionsgüter.

La présente norme contient un glossaire de termes qui peut contribuer à instaurer des conditions loyales pour la libre concurrence, au sein de la Communauté européenne, entre les entreprises de conseil en ingénierie portant sur les produits industriels.
La présente norme traite des services intellectuels nécessaires pour convertir les besoins en solutions pratiques, depuis la conception jusqu'à l'exploitation, en passant par la réalisation et ce, pendant toute la durée du cycle de vie d'un produit tel que des ouvrages, produits industriels, etc.
Le but de la terminologie est de faciliter la coopération entre les partenaires dans le domaine des services de conseil en ingénierie (SCI).
Elle est structurée sur la base des phases du cycle de vie d'un produit industriel. Elle ne concerne ni la description du contenu des tâches à accomplir, ni leur planification, ni les acteurs concernés qui dépendent du contexte national, des clients, du type et de l'importance du produit et de son environnement.
Les principaux termes ont été définis de manière à couvrir le cycle de vie des produits industriels. Les termes sont applicables à tous les secteurs, tels que, par exemple : aéronautique, automobile, matériel d'équipement.

Ta evropski standard vsebuje glosar izrazov, ki lahko prispevajo k izpolnitvi pogojev svobodne konkurence in enakih pogojev sodelovanja za ponudnike inženirskih storitev v Evropi v povezavi z industrijskimi izdelki. Ta evropski standard obravnava intelektualne storitve, ki so potrebne za preobrazbo potreb v praktične rešitve, od njihove zasnove do realizacije in delovanja ter med življenjskim ciklusom delujočih izdelkov, kot so zgradbe, industrijski izdelki itd. Terminologija namerava omogočiti sodelovanje med partnerji na področju inženirskih storitev (ES). Njihova struktura temelji na stopnjah v življenjskem ciklusu industrijskega izdelka. Ni opis vsebine opravil, ki jih je treba izvesti, njihovega razporejanje, udeleženih akterjev, ki so odvisni od državnega konteksta, strank, vrste in pomembnosti izdelka ter njegovega okolja. Definirani so glavni izrazi, ki zajemajo življenjski cikel industrijskih izdelkov. Ti izrazi se uporabljajo v vseh sektorjih, npr. v aeronavtiki, avtomobilski industriji, osnovnih delovnih sredstvih.

This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by August 2013, and conflicting national standards shall be withdrawn at the latest by August 2013. EN 16311:2013 (E) 4 Introduction Reference vocabulary intends to facilitate the dialogue between partners of different countries or specialities. It cannot be considered as a reference list of tasks to be carried out, which depend on contexts that may differ in different European countries and sectors (legislation, regulation insurances….). The terms that are incorporated in the glossary are in line with those developed by CEN/TC 395 for other industries in particular in the standard EN 16310 "Engineering services — Terminology to describe engineering services for buildings, infrastructure and industrial facilities". Each project is managed through a series of stages and therefore staging is important for the management of engineering services. However, the standard stages in projects and related national plans of work of engineering service providers differ from country to country and may also be subject to differences in legislation. For this reason, it is not the intention of this standard to harmonise national or private plans of work. However, in cross border operations and co-operations, it is important that all parties concerned have a common view on the actual staging and the engineering activities that take place within each stage. To facilitate this, some information about the stages in the life cycle of an industrial product is given in Annex A. This annex may offer a common reference framework to which end users and engineering service providers can ‘map’ their project-specific scope of work in cross border projects, specifying what is included and explicitly excluded in their contracts.
