This document (EN 15602:2022) has been prepared by Technical Committee CEN/TC 439 “Private

security services”, the secretariat of which is held by ASI.

This European Standard shall be given the status of a national standard, either by publication of an

identical text or by endorsement, at the latest by September 2022, and conflicting national standards shall

be withdrawn at the latest by September 2022.

Attention is drawn to the possibility that some of the elements of this document may be the subject of

patent rights. CEN shall not be held responsible for identifying any or all such patent rights.

This document supersedes EN 15602:2008.

In comparison with the previous edition, the following technical modifications have been made:

— The terms and definitions have been updated to the growing need for the use of common terminology

and concepts for providers and customers of security services.

Any feedback and questions on this document should be directed to the users’ national standards body.

A complete listing of these bodies can be found on the CEN website.

According to the CEN-CENELEC Internal Regulations, the national standards organisations of the

Introduction

While private security is regulated by legislation in each country, there is a growing need for the use of

common terminology and concepts. This document describes the common terms in the standards that

are produced or maintained by the CEN/TC 439 “Private Security Services”. The primary goal is to ensure

that the users of the CEN/TC 439 standards understand the common terms they face while reading the

standards. Secondarily, this standard contains terms that may not occur in any standard drafted and

maintained by CEN/TC 439. These are defined for the purpose of achieving common understanding in

general.

Terms that are specific to individual sectors (e.g. airport or maritime) are defined within sector

standards. An up-to-date portfolio of CEN/TC 439 standards can be found on the CEN website.

This document is the second edition. There are two main changes compared with the first edition. Firstly,

several terms have been added and some have been deleted. Secondly, this edition comes with an

introduction.

Introduction

This document describes the common terms used in the standards that are produced or maintained by

the CEN/TC 439 “Private Security Services”. The goal is to ensure that the users/readers of the CEN/TC

439 standards understand the common terms they face while reading the standards.

Terms that are specific to individual sectors will be defined within that sector standard.

While private security is regulated by legislation in each country, there is a growing need for the use of

common terminology and concepts.

This document is the second edition. There are two main changes compared with the first edition. Firstly,

the structure has been changed. Secondly, several terms are added. This edition comes with an

introduction and two new subclauses. These clauses contain the sector specific terms from the maritime

and airport subject areas. As more sector-specific standards are published, this standard will need to be

reviewed accordingly.

— protection of individuals;
— environmental protection and management in rural and maritime domains;

— enforcement of (whilst obeying) established company rules, regulations, policies and practices related

to crime reduction;

— participation in the provision of services entrusted with public security and/or critical infrastructure,

complementing the task of law enforcement authorities;
— reporting and apprehension of violators
