Leisure karts - Part 1: Safety requirements and test methods for karts

This European Standard is applicable for karts, according to 3.1, that are not intended to be used on public roads.
This European Standard applies to:
-   leisure karts only;
-   karts propelled by a combustion engine, including LPG combustion engines;
-   karts used on indoor and outdoor tracks, permanent or temporary;
-   karts used on supervised tracks designed for leisure karting, with a sealed ground (such as asphalt, concrete, ice or snow).
This European Standard does not apply to:
-   karts used for competition organised by and under the responsibility of the CIK-FIA and/or ASN, ensuring through the granting of licenses by an ASN or one of its affiliated members as defined in the International Sporting code, compliance with the safety, sporting, disciplinary and technical rules of the CIAK-FIA and/ or ASN;
-   karts designed exclusively for competition and toys;
-   cross country karts;
-   karts with two or more seats;
-   karts used on tracks not mentioned above (such as mud, earth);
-   karts used in amusement parks.
The requirements related to the hazards of electrical propulsion are not covered in this European Standard.
The requirements related to whole-body vibration are not covered in this European Standard.
This European Standard specifies appropriate measures to eliminate or reduce the risks arising from significant hazards, hazardous situations and events (see Clause 6) during operation and maintenance of the karts, when carried out as intended by the manufacturer.
Safety in karting activities is dependent on a correct interaction between leisure karts and the track equipment and facilities. General recommendations for tracks to be used for leisure karting are included in this part of the standard.
This document is not applicable to karts that are manufactured before the date of publication of this European Standard by CEN.
NOTE   Specific requirements for tracks design and operation will be included in a future Part 2 of this standard.

Freizeitkarts - Teil 1: Sicherheitstechnische Anforderungen und Prüfverfahren für Karts

Diese Europäische Norm gilt für Karts nach 3.1, die nicht für die Nutzung im öffentlichen Straßen¬verkehr vorgesehen sind.
Diese Europäische Norm gilt:
-   ausschließlich für Freizeitkarts;
-   für Karts, die mit einem Verbrennungsmotor betrieben werden, einschließlich Flüssiggas Verbrennungs-motoren;
-   für dauerhaft oder zeitweise auf Strecken in Hallen und im Freien verwendete Karts;
-   für die Nutzung von Karts auf beaufsichtigten Strecken, die für das Freizeit-Kartfahren ausgelegt sind und einen festen Untergrund besitzen (wie z. B. Asphalt, Beton, Eis oder Schnee).
Die vorliegende Europäische Norm gilt nicht für:
-   in Wettkämpfen verwendete Karts, die von der CIK-FIA und/oder ASN organisiert werden und deren Verantwortung unter¬liegen, wobei durch die Erteilung von Genehmigungen durch die ASN oder einem sich ihr ange¬schlossenen Mitglied, wie im Internationalen Sportgesetz festgelegt, die Einhaltung der Sicherheits-, Sport-, Disziplinar- und Technikregeln der CIAK-FIA und/oder ASN sichergestellt werden;
-   Karts, die ausschließlich zu Wettkampfzwecken bestimmt sind und Spielzeugkarts;
-   Geländekarts;
-   Karts mit zwei oder mehr Sitzen;
-   Karts, die auf Strecken verwendet werden, die vorstehend nicht genannt werden (wie z. B. Schlamm, Erde);
-   Karts, die in Freizeitparks verwendet werden.
Anforderungen in Bezug auf Gefährdungen durch den Elektroantrieb sind in der vorliegenden Europäischen Norm nicht berücksichtigt.
Anforderungen in Bezug auf Ganzkörper Vibration sind in der vorliegenden Europäischen Norm nicht berücksichtigt.
Die vorliegende Europäische Norm legt geeignete Maßnahmen zur Beseitigung oder Verringerung von Risi¬ken fest, die sich während des Betriebs und der Wartung der Karts, wenn sie nach den Herstellerangaben durchgeführt werden, aus signifikanten Gefährdungen, Gefährdungs¬situationen und Gefährdungsereignissen ergeben (siehe Abschnitt 6).
Die Sicherheit beim Kartfahren ist von einer geeigneten Wechselbeziehung zwischen den Freizeitkarts und den Einrichtungen und der Anlage der Kartstrecke abhängig. In diesem Teil der Norm werden allgemeine Empfehlungen für die Strecken angegeben, die für das Fahren von Freizeitkarts zu benutzen sind.
Das vorliegende Dokument gilt nicht für Karts, die hergestellt wurden, bevor diese Europäische Norm durch CEN veröffentlicht wurde.
ANMERKUNG   Teil 2 dieser Norm, der gerade erarbeitet wird, enthält spezifische Anforderungen an die Gestaltung und den Betrieb der Strecken.

Karts de loisir - Partie 1: Exigences de sécurité et méthodes d'essais relatives aux karts

La présente Norme européenne est applicable aux karts, tels que définis en 3.1, qui ne sont pas destinés à être utilisés sur des voies publiques.
La présente Norme européenne s'applique aux :
-   karts de loisir uniquement ;
-   karts propulsés par un moteur à combustion, y compris les moteurs à combustion fonctionnant au GPL ;
-   utilisations sur des pistes en intérieur et en extérieur, permanentes ou temporaires ;
-   utilisations sur des pistes conçues pour le karting de loisir, ayant un sol scellé (asphalte, béton, glace ou neige par exemple).
La présente Norme européenne ne s'applique pas aux :
-   karts utilisés pour les compétitions organisées par et sous la responsabilité de la CIK-FIA et/ou de l'ASN, assurant, par la délivrance de licences par une ASN ou par l'un de ses membres affiliés tels que définis dans le Code Sportif International, le respect des règles liées à la sécurité, au sport, à la discipline et à la technique édictées par la CIK-FIA et/ou l'ASN ;

Les prescriptions relatives aux dangers liés à la propulsion électrique ne sont pas traitées dans la présente Norme européenne.
Les prescriptions relatives aux dangers liés aux vibrations globales du corps ne sont pas traitées dans la présente Norme européenne.
La présente Norme européenne spécifie des mesures appropriées pour éliminer ou réduire les risques engendrés par les phénomènes dangereux significatifs, les situations et les événements dangereux (voir Article 6) lors de l'utilisation et de l'entretien des karts, lorsque ceux-ci sont réalisés conformément aux spécifications prévues par le fabricant.

EN 16230-1:2013+A1:2014 (E) 13 7.4 Protection against mechanical hazards 7.4.1 Kart protection 7.4.1.1 General requirements for all-around protection All around protection shall be provided that: — prevents wheel to kart contact and, therefore, the launching effect, — ensures impact stability, e.g. reduces the risk of karts climbing one on the other, of karts rolling over, of karts going under track protection, — reduces the effect of impact loads on the driver, — reduces the effects of impact loads on the frame and components. The relevant dimensions of the protection are described in Figure 2 and the requirements are specified in Table 4.

EN 16230-1:2013+A1:2014 (E) 14 7.4.1.2 Additional requirements for all-around protection having a shaped surface !When the vertical surface of the protection is shaped, the dimensions a, b and c shall be measured using the tool described in Figure 3. The tool shall be applied until the vertical component of the tool (1) makes contact with the outermost point of the all-around protection before adjusting the two measuring arms (3) and (2) until they make contact with the protection; the values of a, b and c shall be determined with the two measuring arms (3) and (2) in these positions in accordance with Figure 3.

EN 16230-1:2013+A1:2014 (E) 15 7.4.1.3 Additional requirements for tubular metallic all-around protection For metallic protection consisting of tubes, the maximum distance between the lower edge of the upper tube and the upper edge of the lower tube shall not exceed 100 mm. For tubular system, the upper and lower tubes shall correspond respectively. The vertical distance between the centre lines of the tubes in contact shall not exceed ± 7 mm. Additional tubes to protect an air box as part of all around protection is permitted. 7.4.1.4 Additional requirements for plastic all-around protection In addition to the requirements of 7.4.1.1 and 7.4.1.2, the contact surfaces of plastic all-around protection systems, regardless of the direction of contact between two karts of the same type, shall correspond over a minimum vertical distance of 65 mm, the kart being on a level surface with no steering input. As a minimum, this requirement shall be verified by measurement at the 12 positions on the all-around protection indicated at Figure 4 for each of the two karts of the same type. NOTE The checking of the correspondence of the contact areas at the combinations arising from the 12 measurement positions on each kart involves the consideration of 144 combinations of contact between the two karts. For example, Figure 4 illustrates 1 of the 144 combinations where position 11 of kart A contacts position 2 of kart B.

EN 16230-1:2013+A1:2014 (E) 16 The verification shall be in accordance with the following calculation: — calculate the value CPFij CPFij = min (bi, bj) – max (ai, aj) where CPFij = contact protection face of point i with point j ai= bottom edge height of point i bj = upper edge height of point j Min (bi, bj) – lowest value of bi, bj Max (ai, aj) – highest value of ai, aj — Then calculate the CPFij values for: i = 1 to 12 and j = 1 to 12, and find the minimum value of: CPFij for i = 1 to 12 and j = 1 to 12 The minimum value of CPFij shall not be less than the minimum requirement of 65 mm. 7.4.1.5 Energy absorption systems All karts shall be provided with frontal, side and rear absorption energy systems in accordance with Annex B. Energy absorption systems shall be able to maintain their absorption properties under repeated low speed impacts. In order to verify that absorption properties are adequate and maintained after recurring impacts, the crash test according to Annex B shall be repeated four times for each direction of impact. The resultant acceleration measured on the kart shall not exceed the following upper limits for all the impact events. a) For Kart type A2, B, C1: 1) Frontal crash maximum acceleration allowed: 15 g 2) Left and right side crash maximum acceleration allowed: 15 g 3) Rear crash maximum acceleration allowed: 20 g b) For Kart type C2: 1) Frontal crash maximum acceleration allowed: 15 g 2) Left and right side crash maximum acceleration allowed: 20 g 3) Rear crash maximum acceleration allowed: 20 g The result of the first crash test and the fourth crash test and the state of compliance shall be recorded for every direction of impact. EN 16230-1:2013+A1:2014 (E) 17 7.4.2 Seat Karts shall be designed to accommodate the range of intended drivers in accordance with Table 1. This may be achieved by supplying inserts to modify the size and shape of the seat. The dimensions of the seat, if appropriate with a suitable insert fitted, shall provide a distance between the top of the seat and the position of the bottom of the driver's neck in accordance with the following: a) Kart Type A1: 100 mm ± 25 mm, b) Kart Type A2: 100 mm ± 25 mm, c) Kart Type B, C1 and C2: 1) driver height 1 500 mm to 1 750 mm: 150 mm ± 35 mm, 2) driver height 1 750 mm to 1 950 mm: 200 mm ± 35 mm This standard only covers low backed seats where the seat back is sufficiently below the driver's neck to allow flexibility of the spine. Higher backed seats that provide support for the head are permitted but the kart manufacturer is responsible for their specification. 7.4.3 Brake system performance 7.4.3.1 General Karts shall be equipped with a brake system the function of which is to effectively reduce the speed of the kart when driving in order to minimise the following risks: — risk of contacts between karts moving at different speeds; — risk of impacting the track protections at high speeds; — risk of losing control of the kart speed in general. 7.4.3.2 Karts type A1 and A2 When tested in accordance with the static test described in C.1 the brakes of types A1 and A2 karts shall resist, without any turning of the brake tester, a braking torque of at least 100 Nm with a foot control force of 300 N applied. 7.4.3.3 Karts type B, C1 and C2 When tested in accordance with the dynamic test described in C.2.6 (dry stop test) karts of types B, C1 and C2 shall reach a mean fully developed deceleration (MFDD) of at least 3 m/s².
