ISO 18758 is an International Standard from ISO for the safety requirements of rock drill rigs and rock reinforcement rigs used underground or on the surface. It specifies the hazards covered, the protective measures to apply, and the information for use that manufacturers need to provide. The document is aimed at machinery used by well-trained operators and, where relevant, at earth-moving machinery modified to become a rock drill rig or rock reinforcement rig.

What does ISO 18758 specify?

ISO 18758 specifies safety requirements for machines used for blast hole drilling, rock reinforcement, secondary breaking, dimensional stone drilling, mineral prospecting, water and methane drainage drilling, and raise boring. It also applies to earth-moving machinery, as defined in ISO 6165, when modified for these tasks.

The standard covers intended use and reasonably foreseeable misuse, provided measures are in place to prevent unauthorized entry into the working area. It excludes several machine types, including soil and rock mixture drill rigs, Kelly drill rigs and casing drivers, cable tool drill rigs, pre-armouring machines, sonic drill rigs, shaft sinking drill rigs, crane attached drill rigs, drill rigs on derricks, and scaling machines.

The document is organized into:

  • Clause 4, safety requirements
  • Clause 5, verification of safety requirements
  • Clause 6, information for use
  • Annex A, noise test code
  • Annex B, whole-body and hand-arm vibration test
  • Annex C, list of significant hazards
  • Annex ZA and Annex ZB, European legal relationship tables in the CEN version
AnnexWhat it covers
Annex AStandardized noise measurement and declaration
Annex BWhole-body and hand-arm vibration measurement and declaration
Annex CSignificant hazards, hazardous situations, and hazardous events
Annex ZARelationship to Directive 2006/42/EC
Annex ZBRelationship to Regulation (EU) 2023/1230

What are the key requirements of ISO 18758?

ISO 18758 brings together machine design, protective measures, and user information for the main hazards of drilling machinery. In practice, a manufacturer uses it to design the machine, verify the safety measures, and write the instruction handbook.

General safety measures

Clause 4.1 covers the machine as a whole, including handling of the machine and its parts, access to operating positions and service points, electrical equipment, EMC, lighting, and lightning. These points matter because the operator and service technician need safe access, reliable power systems, and machine behavior that is not disturbed by electrical interference.

Operator stations and platforms

Clause 4.2 sets requirements for on-board operator stations. It covers FOPS (Falling Object Protective Structures), ROPS (Roll Over Protective Structures), seat, seat belt, operator’s field of view, flame-retardant material, windows and glazing, and the enclosure environment.

ISO 18758 also addresses elevating operator stations, tilting operator stations, tramming stands, BMWP (Boom Mounted Working Platforms for underground machines), and TRS (Temporary Roof Support) systems. In practice, these clauses help the designer decide how to protect the operator from falling objects, rollover, poor visibility, and underground working risks.

Control systems and emergency functions

Clause 4.3 covers safety-related parts of the control system, operator controls, remote control, two-hand control, emergency stop, prevention of unexpected start-up, diagnostics, laser equipment, system security and protection against corruption, and rig stabilizers. This is the part that links the operator’s commands to safe machine behavior.

For users, the practical effect is that controls must be laid out and protected so the machine starts, stops, and changes mode in a predictable way. For remote-controlled and underground machines, the standard also calls for features such as person detection systems, drill movement disabling switches, and two-hand control where required by the relevant hazard.

Structure, stability, steering, and braking

Clauses 4.5 and 4.6 cover strength and rigid body stability. ISO 18758 requires the designer to consider regular, occasional, and exceptional loads, then perform structural calculations for stress, elastic stability, and fatigue. Stability is treated through load systems, tipping angle, operating conditions, and ground pressure calculation for crawler-mounted machines.

Clause 4.7 requires self-propelled machines to have steering, and wheeled machines with rubber tyres must conform to ISO 5010. Clause 4.8 covers carrier brakes, including wheel-mounted underground machines, service brake systems, secondary and parking brakes, hydrostatic brake systems, combined brake and steer functions, warning devices for stored energy, and test conditions and reports. In practice, these clauses are what make transport, tramming, and stopping behavior suitable for the machine’s working environment.

Winches, feed systems, moving parts, and drilling process hazards

Clauses 4.9, 4.10, and 4.11 cover winches, chains, ropes, and moving and rotating parts involved in drilling. ISO 18758 requires attention to dual braking for winches, rope winding and fastening, safety factors for chains and ropes, guards for drill strings, and measures for handling drilling tools.

The document also addresses person detection systems for underground machines, restricted drill string handling mode (RDM), drill movement disabling switches, and two-hand control for remote controlled underground machines. For the buyer or engineer, these clauses are the core of entanglement, crushing, and run-over risk reduction.

Noise, vibration, energy supply, fire, and dust

Clause 4.12 covers noise reduction and measurement. Clause 4.13 covers propulsion battery systems and diesel engines. Clause 4.14 covers fire protection, including portable extinguishers, fire suppression, electrical cables, and explosive atmospheres. Clause 4.15 requires drill dust suppression at source, using methods such as water flushing, water mist, additives in flushing air, or vacuum collection with dust separation.

These requirements matter because drilling machines often operate in harsh conditions where noise, dust, heat, fire, and energy-storage hazards can affect both safety and availability.

Verification

Clause 5 ties the requirements to verification. ISO 18758 uses a verification table that marks items as required, alternative, or optional. That helps the manufacturer or assessor see what must be checked, what can be satisfied by another method, and what only applies in certain configurations.

What terms does ISO 18758 define?

ISO 18758 uses vocabulary from several referenced standards and mining terminology sources. The following terms and abbreviations are central to reading the document:

  • Rock drill rig - a machine designed for drilling tasks such as blast holes, exploration holes, or drainage holes.
  • Rock reinforcement rig - a machine designed for rock reinforcement and consolidation tasks such as bolting, pipe roofing, and netting.
  • FOPS (Falling Object Protective Structure) - a protective structure intended to shield the operator station from falling objects.
  • ROPS (Roll Over Protective Structure) - a protective structure intended to protect the operator station in a rollover.
  • BMWP (Boom Mounted Working Platforms) - platforms mounted on the boom for underground work at height.
  • TRS (Temporary Roof Support) - a system used underground to support the roof temporarily during work.
  • RDM (Restricted Drill String Handling Mode) - a reduced-risk operating mode for drill string handling.

Who uses ISO 18758?

ISO 18758 is relevant to machine manufacturers, mining companies, health and safety bodies, machine operators, service providers, and third-party system and technology providers. The standard is used when designing a machine, selecting protective measures, checking conformity, preparing instructions, and planning maintenance or surveillance activities.

For manufacturers, the document supports design and verification. For buyers and mining companies, it helps when specifying a machine that matches the working environment. For regulators and safety teams, it provides a common reference for checking hazards, warnings, and user information.

What changed in ISO 18758 from the previous edition?

ISO 18758 is a first edition that cancels and replaces ISO 18758-1:2018 and ISO 18758-2:2018. The foreword states these main changes:

Introduction
This document is a type C standard as stated in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers;
— mining companies;
— health and safety bodies (regulators, accident prevention organisations, market surveillance, etc.).
Others that can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups are:
— machine operators;
— service providers, e.g. for maintenance;
— third party system and technology providers.
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the scope of this document.
The vocabulary of ISO 22932-5 is essential for the understanding of the safety requirements of this document.
When requirements of this type C standard are different from those which are stated in type A or B
standards, the requirements of this type C standard take precedence over the requirements of the other
standards, for rock drill rigs and rock reinforcement rigs that have been designed and built in accordance
with the requirements of this type C standard.
The following assumptions were made in writing this document:
a) the operators of the machines are well trained professionals and aware of potential risks of using the
machine in the working environment, including the hazards of reasonably foreseeable misuse (see
ISO/IEC Guide 51:2014, 6.1 a), b));
b) the machines are operated and maintained in accordance with the instructions given by the
manufacturer, such as instruction handbook (see ISO/IEC Guide 51:2014, 7.4.2.2);
c) that administrative controls are in place for preventing unauthorized entry of persons to the area where
machines are working (see ISO/IEC Guide 51:2014, 6.2.2 and note).
For increased readability of this document, rock drill rigs and rock reinforcement rigs are called machines
from Clause 4 onwards unless the specific term is needed for emphasis or clarity.
Where for clarity an example of a safety measure is given in the text, this does not need to be considered as
the only possible solution. Alternative could exist that achieve an equivalent level of risk reduction.

Introduction
— les fabricants de machines;
— les entreprises minières;
— les opérateurs de machine;
— les prestataires de services, par exemple, sociétés de maintenance;
d'un mauvais usage raisonnablement prévisible (voir le Guide ISO/IEC 51:2014, 6.1 a), b));
telles que la notice d'instructions (voir le Guide ISO/IEC 51:2014, 7.4.2.2);
