Abstract

The primary purpose of ISO/IEC 19788 is to specify metadata elements and their attributes for the description of learning resources. This includes the rules governing the identification of data elements and the specification of their attributes.
ISO/IEC 19788 provides data elements for the description of learning resources and resources directly related to learning resources.
ISO/IEC 19788-3:2011 is designed to help implementers with a starting point for adopting ISO/IEC 19788, defining an application profile that specifies, through adding constraints to the use of some data elements, how the ISO/IEC 19788-2 element set can be used.

oSIST prEN ISO/IEC 19788-3:2026 is a draft standard in the ISO/IEC 19788 series for metadata for learning resources, circulated through the ISO/IEC and CEN parallel process. It defines a basic application profile that selects and constrains metadata properties for describing learning resources and related resources, giving implementers a common starting point for interoperable records.

What does oSIST prEN ISO/IEC 19788-3:2026 specify?

oSIST prEN ISO/IEC 19788-3:2026 specifies a basic application profile for the ISO/IEC 19788 framework. The profile lists properties and rules, mostly taken from ISO/IEC 19788-2, and adds three locally defined properties plus one vocabulary.

The document is organized into scope, normative references, terms and definitions, resource classes, properties, generic content value rule sets, vocabularies, the application profile specification, and normative Annex A with a UML class diagram.

In practice, this means the standard is not a general tutorial on learning-resource metadata. It is a constrained profile for deciding which elements to use, how they relate to classes of resources, and which value rules apply when building a metadata learning resource (MLR) record.

What are the key requirements of oSIST prEN ISO/IEC 19788-3:2026?

oSIST prEN ISO/IEC 19788-3:2026 gives a practical metadata model for learning resources by tying properties to resource classes, value rules, and a specific application profile. The most important requirement for implementers is to use the profile’s property constraints consistently, especially when exchange or search across repositories matters.

Resource classes in Clause 4

Clause 4 defines the resource classes used by the profile: Resource, Person, Information resource, and Right statement. These classes matter because they tell implementers what kind of thing a property can describe or point to.

For example, creator and publisher values are linked to Person, while date and time, time interval, and content type are linked to Information resource. This avoids mixing free text with structured metadata where a machine-readable target is needed.

Core properties in Clause 5

Clause 5 reuses the familiar Dublin Core-style properties title, creator, subject, description, publisher, contributor, date, type, format, identifier, source, language, relation, coverage, and rights. It also defines refined versions and local properties for date and time, time interval, and content type.

The practical effect is that implementers can map existing metadata into a controlled structure rather than inventing their own field names. The profile also shows which values are treated as linked resources, such as rights statements, and which are generic descriptive fields.

Value rules in Clause 6

Clause 6 points to generic content value rule sets, including MLR STRING, BCP 47, DATE, and MEDIA TYPE. These rule sets matter because they control the syntax of values such as text, language tags, dates, and media types.

For a repository, this means a field is not just present or absent - its content can also be checked against a known pattern or code system. That improves data quality and makes search, sorting, and exchange more reliable.

Type vocabulary in Clause 7

Clause 7 introduces an open vocabulary for Type. The term set includes items such as collection, dataset, event, image, interactive resource, moving image, physical object, service, software, sound, still image, text, and manga.

In practice, this vocabulary gives a controlled way to describe the nature or genre of a learning resource. It also separates content type from format, so an implementer does not confuse what the resource is with how it is encoded or delivered.

Application profile and property constraints in Clause 8

Clause 8 identifies the profile as MLR Basic application profile and defines a property-constraint template for the Resource domain. It also specifies presence type, repeatability, and ordering for each property.

The profile requires at least one of title, subject, or description; at least one of creator, publisher, or contributor; and at least one rights value. It also makes identifier mandatory, while many other properties are optional or conditional. In practice, this means a basic record still needs enough descriptive, attribution, and rights information to be useful and exchangeable.

What terms does oSIST prEN ISO/IEC 19788-3:2026 define?

oSIST prEN ISO/IEC 19788-3:2026 uses a small set of core terms to structure the profile.

  • Application profile - A constrained set of metadata properties and rules for a specific implementation; here it is the MLR Basic application profile.
  • Resource class - A class used as the domain or codomain for properties, such as Resource, Person, or Information resource.
  • Property - A metadata element identified by a label and canonical identifier, with defined domain, codomain, and value rules.
  • Content value rule set - The syntax or rule set that governs allowed values, such as DATE, BCP 47, or MEDIA TYPE.
  • Vocabulary - An open controlled list of terms used as allowed values, here for the Type property.
  • MLR record - A metadata learning resource record used to describe a learning resource.
  • Rights Statement - The resource class used for rights-related values.

Who uses oSIST prEN ISO/IEC 19788-3:2026?

oSIST prEN ISO/IEC 19788-3:2026 is used by people who design, implement, and manage metadata for learning resources. That includes repository implementers, metadata architects, platform vendors, education-sector IT teams, and organizations that exchange learning content.

It is especially useful when a community needs a starting profile for interoperable descriptions, for example when building search across repositories or extending a base profile with community-specific properties. The introduction also points to use by communities that want to add properties from other authorities or from IEEE Learning Object Metadata (LOM) for extension, modularization, or refinement.

What changed in oSIST prEN ISO/IEC 19788-3:2026 from the previous edition?

oSIST prEN ISO/IEC 19788-3:2026 states that this edition cancels and replaces the earlier edition and that it has been technically revised.

Which standards are used with oSIST prEN ISO/IEC 19788-3:2026?

oSIST prEN ISO/IEC 19788-3:2026 relies on several companion standards and references them for structure and value control.

  • ISO 8601-2:2019/Amd 1:2025 - Supplies the date and time representation rules used for the date and time property.
  • ISO 15836-1:2017 - Provides Dublin Core core elements that the profile relates to, including the broader date element.
  • ISO 15836-2:2019 - Provides Dublin Core properties and classes, including the related date element used for time interval and content type notes.
  • ISO/IEC 19788-1:2024 - Provides the framework, property specification model, resource classes, and generic rule sets used throughout the profile.
  • ISO/IEC 19788-2:2011/Amd 1:2016 - Provides the Dublin Core-based property set that most clause 5 properties refine or reuse.
  • ISO/IEC 19788-8:2015 - Provides the data elements for MLR records that the scope links to learning-resource description.

What does the oSIST prEN ISO/IEC 19788-3:2026 document contain?

oSIST prEN ISO/IEC 19788-3:2026 contains tables that define the resource classes, properties, value rules, vocabulary terms, and application profile constraints. Clause 4 gives the class specifications, clause 5 gives property identifiers, labels, domains, codomains, examples, and best-practice notes, and clause 8 gives the profile template and property-constraint rules.

It also contains Table 34, which summarizes the presence and repeatability rules that an implementation can use to validate records. Annex A provides a normative UML class diagram, which helps system designers and implementers see how the profile fits together before mapping it into software or repository schemas.

Introduction
This document uses the property specification model and framework provided in ISO/IEC 19788-1:2024 to
describe a basic application profile as a recommended approach to enhance interoperability among learning
resource repositories. Processing a query for learning resources in a given format requires that format
information be available in all descriptions being searched. Likewise, searching or sorting based on a date
can only be done when a common format such as ISO 8601-2:2019/Amd 1:2025is used in all sets.
This application profile is intended as an example and a best practice guide that can be developed by
communities adding properties from other authorities or communities, including the IEEE Standard for
[1]
Learning Object Metadata (LOM) for extensions, modularization or refinement purposes.
